Hundreds of Donations

Left, some of the 7th grade girls from Hopkinton Middle school that sorted through hundreds of bags of donations to get them ready for the trucks heading to NY and NJ.  They worked tirelessly on their day off of school yesterday to get this done.  The pictures is taken outside of Water Fresh Farms.  Great life lessons for these girls.  Katy Olson was one of the moms that coordinated this effort.  Kudos to her as well!

Trooper Grabs Jumper from Bridge

On Saturday, prior to 3:00 p.m. the State Police Barracks in Holden received a telephone call reporting  an erratic truck that was driving Route 290 eastbound in Worcester. The 911 caller reported that the truck had pulled over into the breakdown lane over Lake Quinsigamond. The caller stated the male operator had exited the truck and was looking over the railing.

Sergeant Robert Ackerman was also driving on Route 290 westbound when he observed the same thing as the 911 caller. He turned around and began to head back to the truck to investigate. Sergeant Ackerman stopped and exited his cruiser when the information was broadcast to area patrols. Sergeant Ackerman approached the man to speak with him. He could immediately see the man was visibly distressed and appeared to be crying. The man did not respond to Sergeant Ackerman’s  attempts to speak with and then placed both his legs over the railing as to jump off of the bridge.

Sergeant Ackerman reached over and grabbed the man, preventing him from jumping off of the bridge. Trooper Peter Frothingham arrived on scene and helped secure the man until he could be transported to UMass University Hospital. Google map illustration. Contributed content.

School Committee Discusses Roof Article, and More

by Muriel Kramer
November 1, 2012 — The School Committee (SC) discussed the upcoming Special Town Meeting (STM) scheduled for November 26th at 7PM in the Middle School Auditorium; the SC previewed the presentation that will be made to support the need for a replacement roof at Elmwood School.  The roof is now 24 years old and has outlived its twenty year warranty; in the past three years, the town has spent $33,000 in repairs.  There is evident damage and wear that includes cracks, splitting, dry rot and settling that causes substantial ponding even during typical rain events.  The SC is asking voters to support an article at STM for authorization to spend up to $1.1 million to replace the roof; that article will need a 2/3 majority vote in favor to pass at STM.  Additionally there will be a Special Town Election (STE) December 3rd with a ballot question to support this project; that vote needs to be a simple majority to pass.  The polls will be open 7AM to 8PM for STE.  (Please remember:  for the National Election next week the polls in Hopkinton open early at 6:30AM and close at 8PM.)

The SC was ready to move ahead with this article at ATM in May 2012, but in response to a request from the Board of Selectmen put it off for a STM action in the fall.  At the time the capital assets management team was still reviewing the needs of all the buildings in town, and the BOS intended to have a more complete picture to present to the voters of all capital projects upcoming and the tax impact to the voters.  In order to meet competitive bid guidelines and get on a summer construction schedule; the SC needs voter approval now or the roof will have to be put off for another year.  In the presentation, the SC asserts that repairing the roof over next summer will be least disruptive for students and teachers; additionally, repairing the roof as soon as possible prevents further damage that could escalate the costs.

SC Vice-Chairman Scott Aghababian and Interim School Superintendent Dr. Stephen Hiersche will appear on HCAM November 19th; the public is encouraged to attend or tune into “Know Your Vote”, HCAM on the 19th.  The SC is also hoping to plan a public forum on the topic perhaps at the Senior Center before the STM; time and date TBA.

The scheduled public forum to gather community input for the upcoming Superintendent of Schools search has been re-scheduled because of Hurricane Sandy from October 29th to Monday November 5th in the High School Library from 7-8:30PM; the interested public is encouraged to attend.  Additionally, there is an online survey that residents can complete which will be open until November 9th.  Survey link: https://docs.google.com/a/hopkinton.k12.ma.us/spreadsheet/viewform?formkey=dDd4aVBFak9CQVhGOG9HUjVTNDZNd0E6MQ#gid=0

More information on the search is available on the School website.  Superintendent search link: https://sites.google.com/a/hopkinton.k12.ma.us/suptsearch/

The SC took more public action on the business conducted October 29th during the hurricane at a posted meeting.  They re-affirmed their vote to amend the severance agreement with Dr. Jonathan Landman, Hopkinton’s former Superintendent of Schools; that action frees Dr. Landman to begin work at his new job with the Department of Elementary and Secondary Education.  Under the law Dr. Landman cannot collect paychecks from more than one governmental body.  SC Chairman Nancy Alvarez Burdick read from a prepared statement acknowledging the high level of continued interest from the public to know more about the circumstances surrounding Dr. Landman’s abrupt resignation last spring.  Burdick indicated that she has repeatedly sought legal advice on what can be said publicly, and the advice is consistent that she and other SC members stick to the joint statement that was issued last spring.  That statement was arrived at as part of the settlement agreement with Dr. Landman.  According to Burdick, “We are not at liberty to comment further.”  She did not comment on the timing of the announcement of the resignation; that announcement was not made until immediately after the Town Elections in May which has also been a cause for continued public scrutiny and discussion.  Burdick closed with, “Dr. Landman is moving forward.  We wish him well and hope we all can also move forward.”

The Town Budget process is underway with the BOS message and guidelines very much in line with last year’s message, that is that town departments are being asked to target level funding in their budget planning.  Dr. Hiersche spoke to the obvious challenges ahead—1) there is no negotiated settlement with teachers in their contract discussions, 2) the bus contract is also up for bid with costs most likely going up and 3) there is a new supervision and evaluation model for educators mandated by the state to design and implement.  Hiersche also commented that there is also notable and growing concern in the community over increasing fees and decreasing services.  For his part SC member Jon Graziano added that in addition to the three budget drivers highlighted by Dr. Hiersche, the SC has not yet touched on anything that “moves us forward on our strategic goals.”  He asserted, “We are looking at an extremely challenging budget process.”

Trooper Makes Large Drug Bust in Worcester

WORCESTER - November 2, 2012 — Last night at about 5:50 p.m. Trooper Cristina Lucin-Maietta was on a motor vehicle stop on Kendal St. in the City of Worcester when she observed a BMW pass by her without a front license plate. Massachusetts registrations come with two plates, with the exception of older green-colored plates, that have to be attached to the front and rear of the car. Trooper Lucin-Maietta completed her motor vehicle stop, entered her cruiser and began to follow the BMW until she had a safe location to stop it.

Trooper Lucin-Maietta observed the BMW make an illegal U-Turn on Lincoln Street before activating all her emergency lights to stop the car. Trooper Lucin-Maietta approached the operator and requested his driver’s license and registration. The operator, later identified as ROBERT SERAFINI, 24, of Westford stated that he did not have his identification with him. Trooper Lucin-Maietta had SERAFINI exit the car and proceeded ask if SERAFINI if he had any weapons or sharp objects. SERAFINI initially stated that he did not. Trooper Lucin-Maietta proceeded with a pat-frisk and heard SARAFINI curse and felt him tense up. The trooper asked SARAFINI if he had anything on him and he made statements relative to his left, jacket pocket. When she began to pull a credit card and a small baggie with a white, crystalized-powder, Trooper Lucin-Maietta called for another cruiser to assist and attempted to handcuff SARAFINI. The suspect, being much larger that the trooper, pulled away and fled down Lincoln Street with Trooper Lucin-Maietta running after him, calling on her radio SERAFINI”s direction of flight .

A short time later, back-up troopers and officers from the Worcester Police Department arrived onscene and were able to locate on Prescott Street and take SERAFINI into custody. An inventory of SERAFINI’s BMW yielded approximately 207 grams of white, crystalized powder that is believed to be both Methamphetamine and Cocaine. A State Police K-9 was called in to see if there was more drugs secreted in the car and alerted troopers to a bag containing approximately 2.5 pounds of Marijuana, well above the non-criminal, one-ounce limit.

SERAFINI was transported to the State Police Barracks in Holden, booked and charged with the following offenses: no front license plate, marked lanes violation (illegal U-turn), fail to submit/stop for a police officer, resisting arrest, disturbing the peace, Cocaine, trafficking in (Class B) (B)(1) (18-28 grams), Methamphetamine, trafficking in (Class B) (B)(3) (100-200 grams), possess to distribute, Class D(Marijuana), drug, possess to distribute Class D
drug violation near school/park.

SERAFINI was held on $10,000 dollars cash and will be arraigned in Worcester District Court this morning.

The State Police would like to thank the Worcester Police Department for their quick response and assistance in apprehending SERAFINI. Contributed content.

Milford Regional Medical Center’s annual Mélange fundraising event, held at EMC Corporation in Hopkinton on Saturday evening, October 27, was a huge success. Over $600,000 was raised to support a new intensive care unit, which is part of Milford Regional’s $40 million building expansion project.

Close to 400 guests attended the evening extravaganza called Cirque Du Mélange. They enjoyed fine cuisine, a live band, the spectacle of jugglers, fire spinners, and the breathtaking performance of an aerialist. Guests had the opportunity to bid on 14 auction items that ranged from a Patriots/Celtics/Bruins sports package to a trip to Paris. More than 40 area businesses sponsored the event including EMC as lead sponsor and host.

“I cannot say enough about the incredible support the community and area businesses demonstrated at this year’s Mélange,” says Francis M. Saba, CEO of Milford Regional. “Their commitment to our mission to provide exceptional healthcare services is an inspiration to each and every one of us at Milford Regional. We could not have come this far without them. Our partnership has made Milford Regional the outstanding regional healthcare system we are today.”
