Police Officer John "Howie" Moran Opts for Open Disciplinary/Dismissal Hearing

December 13, 2016 - Hopkinton Police Officer John "Howie" Moran, who is facing a disciplinary or dismissal hearing on Wednesday, December 14, 2016, at 6:00 pm, has the option of being heard in either open or executive session. Executive session would rule out the public having access to the testimony, the complaint, or even access to Room 211, during the hearing.
       According to Town Manager Norman Khumalo, Officer Moran's union attorney has represented to the attorney for the Town, that he would like the hearing to be in open session. If he maintains that status, then the public and interested individuals as well as the press could attend. However, Mr. Moran has the right to change his mind prior to the start of the hearing, and his request would be honored, said Mr. Khumalo in answer to a question. File photo.

Candlelight Christmas Eve Service at St. Paul’s at 7:00 p.m.

 

HOPKINTON, MASS.  Fay School Anchors Community Solar Project in Oxford, Mass.

December 13, 2016 -- Fay School in Southborough, MA is pleased to announce its role as an “anchor” off-taker for the Barrett Street Community Solar Array project in Oxford, Massachusetts. This project, BlueWave Capital’s largest solar project to date, will provide clean power and energy savings to over 121 homes and small businesses as well as two schools, Fay School and Phillips Academy in Andover, MA.
 
As an anchor for the Barrett Street project, Fay has contracted for approximately 1.625 MW DC of solar net metering credits, enabling the school to further its sustainability goals, reduce electricity costs, and enable access to clean, locally generated electricity at a savings to Massachusetts residents and small businesses. “Fay School is delighted to be part of this green energy initiative,” said Rob Gustavson, Head of School at Fay School. “Our partnership with BlueWave Solar has helped us broaden our ongoing commitment to environmental sustainability.”

One of the largest community solar project in the northeast, the Barrett Street project will protect 300 acres of farmland from more intensive use and enable future agricultural use; reduce carbon emissions by 15,000 tons annually; expand access to solar for residents and small businesses; generate local tax revenue for the Town of Oxford; and create and support the Commonwealth of Massachusetts’ clean energy and climate goals.

Mary Ann Norton, 79

Mary Ann Norton, 79, died Sunday, December 11, 2016 in Holliston after a period of declining health. Born in Boston, she was the daughter of the late Joseph and Natalie (Caruso) Norton.

She was a 1956 graduate of Hopkinton High School and a 1960 graduate of the New England Conservatory of Music. She went on to earn her doctorate in music from Boston University and was head of music education for Boston University School of Fine Arts for over 20 years. She was the author of a music education series and a well-known piano teacher in the Hopkinton area.

She is survived by her sister, Natalie Norton of Bradenton, FL and several nieces, nephews and cousins.

Visiting hours will be held Thursday, December 15, 2016 from 10:00 a.m. to 10:45 a.m. at the Callanan Cronin Funeral Home, 34 Church Street. A funeral service will take place in the funeral home at 11:00 a.m. Burial will follow in Evergreen Cemetery, Hopkinton.

State Police Investigating Double-Fatal Crash in Fall River

December 11, 2016 -- This morning at about 1:35 a.m., State Police from the Dartmouth barracks responded to a report of a single-vehicle crash on Route 24 in Fall River south of exit 8A which resulted in the death of two men.

Preliminary investigation by Trooper Antone Pereira indicates that a 2003 Mercury was traveling on Route 24 northbound when, for reasons still under investigation, the vehicle traveled off the right side of the roadway and struck a tree.

The operator, a 36-year-old man from Providence RI, and a passenger, a 23-year-old man from Providence RI, were both transported to Charlton Hospital where they were pronounced dead. A 23-year-old passenger was transported to Rhode Island Hospital.

The cause of this crash remains under investigation with assistance from the State Police Collision Analysis and Reconstruction Section, State Police Crime Scene Services Section and Bristol County Detectives.

State Police were also assisted on scene by Fall River Fire and EMS, and Mass DOT.

The identities of the deceased are being withheld pending family notification. No further information is available at this time. Please do not contact the barracks for media inquiries.

State Police Investigating Double-Fatal Crash in Templeton

 

December 10, 2016 -- This morning at about 1:20 a.m., State Police from the Athol barracks responded to a report of a single-vehicle crash on Route 2 in Templeton at the Otter River Road overpass which resulted in the death of two women.

 

Preliminary investigation by Trooper Emily Todisco indicates that a 2010 Mercedes was traveling on Route 2 eastbound when, for reasons still under investigation, the vehicle traveled off the left side of the roadway and struck a bridge abutment at the Otter River Road overpass. The vehicle then rolled over before becoming fully engulfed in flames.  Upon fire suppression by members of the Templeton Fire Department, it was determined that the vehicle contained two occupants, both adult females, who were pronounced deceased at the scene.

 

The cause of this crash remains under investigation with assistance from the State Police Collision Analysis and Reconstruction Section and State Police Crime Scene Services Section.

 

State Police were also assisted on scene by Templeton EMS, Templeton Police, and Mass DOT.

 

The identities of the deceased are being withheld pending family notification. No further information is available at this time.  Please do not contact the barracks for media inquiries.

New Supporters

 

The Callanan Cronin Funeral Home has now joined the family of HopNews advertising supporters. Established in 1889, the funeral home, located at 34 Church Street, is Hopkinton’s oldest operating business. Currently managed by Funeral Director Tom Cronin, the business was originally started by Tom’s maternal grandfather, Thomas F. Callanan.

 

Back in 1889, Thomas Callanan, then 22, started the business on Main Street in the Park House Block, which is now the site of Middlesex Savings Bank. Callanan initially used horse-drawn hearses to transport the deceased. Arrangements for Ashland's first soldier killed in the Spanish-American War were handled by Callanan in 1898.

 

Callanan passed away in 1960 at the age of 92. He was the oldest funeral director in Massachusetts and the oldest businessman in Hopkinton at the time.

 

Upon his passing, his children, T. Francis Callanan and Mary V. Callanan Cronin began managing the business, which operated from the current site at 34 Church Street. In 1978, the current director, Tom Cronin, joined the business and he assumed ownership after his mother Mary’s passing in 2003. He was assisted for many years by Jack Morrissey, husband of Tom’s sister Mary.

 

The business continues to serve families of all faiths with pre-arrangement, funeral, memorial, burial and cremation services.

Raid Nets Gun, Two Cars, and 87 Pounds of Marijuana



Worcester, MASS - DECEMBER 8, 2016 --The Massachusetts State Police Gang Unit, along with other State Police units, local police, and federal agents, this morning seized a firearm, ammunition and large amounts of marijuana and cash in a raid in Worcester. A suspect was arrested, and two high-end vehicles were also seized pursuant to applicable narcotics forfeiture laws.

As a result of an investigation, the Gang Unit, along with the State Police Special Tactical Operations Unit, the State Police Crime Gun Unit, the State Police Detective Unit for Worcester County, the Worcester Police Gang Unit, and agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives executed a search warrant at 54 First St.

Troopers, officers, and agents seized the following items: a .45 caliber large capacity pistol loaded with 13 rounds, 87 pounds of marijuana vacuum heat-sealed in one pound bags, and more than $76,000 in United States currency. Investigators also seized a Lexus GX460 and a Lexus RC sports sedan.

State Police arrested the home’s lessee, HUNG LE, 44, and charged him with unlawful possession of large capacity pistol and magazine, improper storage of a firearm, and trafficking in marijuana. LE was expected to be arraigned today in the Worcester District Court.

4:49 pm Officer Panagiotis Hontzeas spoke with a female regarding a family member who has broken into her house many times.

3:47 pm A caller reported that a motor vehicle sped down Huckleberry Road almost hitting kids who were getting off of the school bus. Sgt. Aaron O'Neil spoke with the operator and advised him of the complaint.

3:46 pm Multiple callers reported a traffic dispute between the operators of a school bus and a motor vehicle. Officer Panagiotis Hontzeas responded and advised that the operator of the motor vehicle left upon his arrival.

2:39 pm The bus office reported an erratic operator on West Main Street. Officer Stephen Buckley checked the area with a negative find.

1:56 pm Officer William Burchard spoke with an individual regarding a harassment incident.

Teenager Charged With, Convicted of ‘Swatting’ Threats


December 7, 2016 -- An investigation by the Massachusetts State Police Computer Crimes Unit, other MSP units, the Essex District Attorney’s Office, and other agencies resulted in a guilty plea late last month by a 17-year-old Andover male in connection with several “swatting” incidents. “Swatting” is the slang term for using the Internet to anonymously make hoax threats, including bomb threats.

The investigation that led to the suspect began in early April following “swatting” phone calls that were received in Massachusetts, Rhode Island, New York, and Florida. Massachusetts State Troopers assigned to the Computer Crimes Unit, Bomb Squad, Crime Scene Services Section, and Joint Terrorism Task Force, as well as troopers from the Rhode Island State Police, FBI and Homeland Security agents and Andover Police officers executed a search warrant in furtherance of the investigation.

The suspect’s residence was searched for digital media with the assistance of the MSP Computer Crimes Unit’s K-9 “Winnie,” a dog specially trained in detecting hidden electronic devices. Investigators located an anonabox router – a device that allows a user to anonymously connect to the Internet — in the suspect’s bedroom. Numerous digital devices were seized for forensic examination, which revealed evidence of online messaging between a group of online hackers talking about bomb threats they had conducted.

The investigation determined that the teenager was the leader of a group of online hackers who used anonymous Internet service providers to conduct bomb threats and swatting calls across the United States. Investigators interviewed the teenager, who admitted to destroying evidence just prior to police conducting the search warrant.

Investigators learned that the teenager had made swatting calls on April 15 to Jordan’s IMAX Theaters in Natick and Reading, and had also previously made swatting 911 calls to Florida, New York and Rhode Island. The juvenile also made calls to residents in Wilmington and Woburn. The juvenile was familiar with more than a dozen locations in Massachusetts that received swatting threats, and was also aware of bomb threats made to locations in Little Falls, N.Y., and Spring Valley, N.Y.

The suspect was indicted by the office of Essex District Attorney Jonathan Blodget. Faced with the evidence collected during the investigation, the suspect pleaded guilty last month to conspiracy and bomb threat charges. Prosecutors requested a 3- to 5-year state prison sentence. A judge, however, sentenced the teenager to Department of Youth Services custody until his 21st birthday.

 

Editor's Note: On April 5, 2015, a call was received by Hopkinton Police claiming that people were being held against their will inside the Hopkinton Public Library, and that the caller had a bomb. Police responded immediately, but were called again ordering the police to get away from the library, the inference being that the caller was watching on a webcam. There were actually two on Main Street pointed at the library.

      The police response was massive, cordoning off the Downtown surrounding the library, positioning at least one sniper, and involving multiple agencies, including swat teams (HopNews file photo). HopNews videotaped the police presence, writer Paul McNamara, and an interview with Chief of Police Ed Lee, here. It is unknown if the juvenile in custody was involved with the Hopkinton library incident.

Selectmen Scuttle Audio Surveillance


December 7, 2016 -- As the meeting grew old and the alcohol policy hearing agenda item was next, Selectmen pulled the video and audio surveillance item out for discussion after noting many in the visitor's gallery had come specifically for that. And after hearing arguments against recorded audio surveillance, Selectmen opted to not order audio surveillance and keep the video portion as is.

December 7, 2016 -- Trish Miller, her staff, their charges and parents gathered for their annual tree-lighting and heartfelt caroling at dusk yesterday at TLC, The Learning Center of Hopkinton on Wood Street. The light on top of the largest tree is is not an artificial light, but the Moon, placed there by the photographer's positioning.

10:40 pm A resident of Hayden Rowe Street reported that her son left the house intoxicated and wanted a well being check on him. Two officers responded but were unable to locate him.

11:20 am Multiple 911 callers reported that it appeared a man was on drugs in a West Main Street parking lot. They stated that he fell asleep multiple times while in line at the store and was now outside of his vehicle. Two officers responded to speak with him and advised that they gave him a courtesy transport.

12:48 pm A caller reported that a male with a child was in a West Main Street parking lot asking for money in order to get home. Officer Stephen Buckley checked the area with a negative find.

Janet Ann Greco, 82

Janet Ann Greco, 82, of Ashland passed away on December 3rd at St. Vincent’s Hospital after a long period of declining health. Born and raised in Baltimore, MD; she was the daughter of the late John and Carrie (Wolfsheimer) Miles. Janet was the beloved wife of Salvatore Greco for 55 years. They met at a USO dance in the late 50’s in Baltimore and courted as pen pals for several years before their wedding in her family’s parish St. Mary’s of the Govens in Baltimore.

A proud graduate of St Elizabeth Seton HS (now Seton Kehoe HS) class of 53graduate, a cherished memory was attending her golden reunion. Mrs. Greco worked as an office administrator at Bose Corporation & as a key punch operator for VCAC Inc. for many years during the 70’s & 80’s. She was a member of the American Legion Aux. in Ashland and past member of St. Cecelia’s parish choir. She cherished her visits to Maryland visiting family, time in coastal Maine at their place in Wells, supporting her children’s endeavors and grandchildren’s activities.

Calling hours will be held Friday from 5:00-7:00 PM in the Matarese Funeral Home, 325 Main St. Ashland.

Chamber Board Recommends Against Audio and Video Surveillance Policy


Editor's Note: Below is the verbiage of the proposed change in the Town of Hopkinton's alcohol license policy. Opinions in a letter to the editor are welcome :

6. Security Cameras. All licensees shall install security cameras that record continuous video footage. Cameras recording still images at various time intervals will not satisfy the requirements of this section. The number and position of such cameras shall be adequate to capture each point of sale from the perspective of both the employee and the customer. In addition, Section 15 licensee shall have audio surveillance recording technology to capture conversations occurring at the point of sale between the employee and the customer. Section 15 licensees shall place a conspicuous sign at the door of the establishment, the point of sale, and under each camera, stating that the cameras record oral conversations, as well as video footage. If a microphone is located at the point of sale, signs shall be located at the door of the establishment and at the point of sale alerting individuals that a microphone is located at the point of sale that records oral conversations.

Hopkinton Garden Club Wreaths for Project Just Because


Volunteers from the Hopkinton Garden Club decorated holiday wreaths for beneficiaries of the Hopkinton based charity Project Just Because. Approximately two dozen wreaths were assembled and donated to Project Just Because for holiday deliveries. This annual wreath making program is one of several community projects sponsored by the Hopkinton Garden Club.

Charter Review Forum

Dear Editor,

Just a reminder that the last public forum for the Charter Review will take place on Wednesday, Dec 7 at the Senior Center at 7 PM.

The revised Charter is attempting to make the Town Clerk’s position appointed vs. elected. Also, while the revised Charter keeps all town Boards elected, Board appointments must go through Personnel based on recommendations from the Town Manager.

State Police and Local Emergency Responders Rescue Lost Hiker in Russell


December  3, 2016 --This afternoon, state police and local emergency services personnel responded to a report of a missing hiker on Tekoa Mountain in Russell.

At about 3:45 p.m., a 23-year-old woman from East Longmeadow, who became lost while hiking on Tekoa Mountain in Russell, called 911 for assistance. A state police helicopter and K-9 responded to the area. Members of the Huntington Police Department and Russel Fire Department set up a command post off of Route 20 at the Old Strathmore Paper Mill.

At about 5:00 p.m., the state police helicopter located the lost hiker on the mountain and directed emergency personnel to her location. A search team consisting of MSP troopers and members of the Russel Fire Department assisted the woman down the mountain while the helicopter provided necessary lighting so they could traverse the rough terrain. November 3, 2016 -- Two cruisers took part in a motor vehicle stop  on Main Street that ended up with the stopped vehicle leaving the scene on a large flatbed truck. The black cruiser is the newest. Its rear-facing light bar can be dimmed in situations where it is stopped, to allow passing vehicles increased visibility.

Two Car Crash Route 495 North in Chelmsford with Fatal Injury

December 3, 2016 --At approximately 6:40 a.m., troopers from the State Police Barracks in Concord responded to reports of a head-on collision on Interstate 495 Northbound south of Exit 33 in Chelmsford.

Preliminary investigation revealed that a 2000 Ford Focus was traveling on Interstate 495 Southbound, when for reasons still under investigation it left the roadway, crossed the median and struck a 2017 Toyota Camry travelling of Interstate 495 Northbound. The operator of the Ford Focus that crossed the median has been determined deceased at the scene. The operator of the Toyota Camry that was struck was transported to Lahey Clinic with serious injury.

All travel lanes of Interstate 495 Northbound in Chelmsford are currently (6:40 p.m.) closed for reconstruction. The Southbound travel lanes remain open.

The remaining facts and circumstances of the crash are currently under investigation by troopers from the Concord Barracks. Troop A Headquarters, Andover Barracks, State Police Collision Analysis Reconstruction Section (CARS), State Police Crime Scene Services Section (CSSS), Chelmsford Fire & EMS, Westford PD, and the Massachusetts Department of Transportation (Mass DOT), all assisted on scene.

9:55 pm A caller reported being assaulted by an unprovoked attack at a West Main Street restaurant. Officers attempted to make contact with the individual at their residence but no one was home.

5:48 pm A caller reported seeing a suspicious person with a ski-mask and skateboard leaving a West Main Street business. Two officers checked the area with a negative find.

5:12 pm Officer Panagiotis Hontzeas stopped a motor vehicle on West Main Street and subsequently arrested a 39 year-old male from Northbridge and charged him with OUI Liquor, 2nd Offense, No Inspection/Sticker and Drinking Alcohol From an Open Container in a Motor Vehicle.

6:00 pm Two callers reported a motor vehicle accident with possible injuries on Hayden Rowe Street. Subsequently, a 53 year-old female from Hopkinton was arrested and charged with OUI Liquor, 2nd Offense, Negligent Operation of a Motor Vehicle and Marked Lanes Violation.

4:17 pm Three officers responded to Main Street to assist with a motor vehicle accident with personal injury.

11:49 am A 911 caller reported that two males assaulted him by hitting him in the face on Bridgeton Way. Four officers responded and advised that three criminal applications were issued.

Youth Commission Vacancy

The Hopkinton Youth Commission is charged with identifying the emerging and ongoing needs of Hopkinton’s Youth and families. The Commission is responsible for creating community-wide opportunities that support long term well-being of all youth. Programs and activities supported by the Youth Commission shall promote an overall benefit to all youth and families. Members shall be residents of the Town of Hopkinton, who are interested in working with youth and learning about issues facing Hopkinton youth. Members shall seek to improve the health and wellness of youth by responding to community health needs. This vacancy shall be for a three-year term.

John L. Drowne, 61

John L. Drowne, 61, died unexpectedly on his property on November 26, 2016. Born in Natick, he was the son of the late Lewis and Jeannette (Beauchene) Drowne. He was employed for many years with Market Basket of Bellingham, T&M Landscaping of Hopkinton, and Label ID of Hopedale.

He is survived by his daughters Elizabeth Drowne of Hopkinton and Jessica Drowne of Milford. As well as granddaughters Lillian and Ella. He also leaves his siblings Leon Drowne, Carol Guthrie and her husband William, Nancy Mercer and her husband Dan, brother-in-law Rick Taylor, Jim Alexander and his wife Ann, Joann Esser and her husband John, Gloria Petrin and her husband Frank.

Calling hours will be Sunday, December 4, 2016 from 4:00 to 5:30 p.m. at the Callanan Cronin Funeral Home, 34 Church Street. A service in the funeral home will take place at 6:00 p.m.

9:37 pm An anonymous caller from Hayward Street reported that people were growing marijuana plants outside and people were being loud going in and out of the house. Two officers responded and advised that there was no disturbance.

8:08 pm Two officers assisted the Ashland Police Department with making a warrant arrest on East Main Street.

9:31 am A motorist reported that a man jumped out into the roadway at her vehicle and another vehicle on West Main Street. Two officers checked the area but could not locate the individual.


Monday, November 28, 2016

10:05 pm A caller reported that an erratic operator on Hayden Rowe Street was crossing the double yellow lines and that he could smell alcohol. Officer Alex Cruzvergara responded and advised that the operator passed field sobriety tests.

9:02 pm A resident of Ash Street believed that someone was in her house. Three officers responded and advised that the house was secure.

8:28 pm A 911 caller reported almost getting hit by a vehicle while riding his bike on Hayden Rowe Street and the operator threatening to kill him.

6:26 pm Three officers assisted the Framingham Police Department with arresting an individual on East Main Street for a restraining order violation.

3:58 pm A caller reported that an erratic operator in the area of School Street was passing vehicles, speeding and got into an argument with another operator. Officer Matthew Santoro responded to check the area.

12:26 pm Three officers responded to Dale Road to assist the Framingham Police Department with arresting an individual and transporting them to the courthouse.

1:24 am A caller reported a bumper and glass in the roadway on West Main Street. Two officers responded and advised that a mailbox was hit. They located the vehicle in a parking lot and subsequently arrested a female and charged her with License Not in Possession, Leaving the Scene of Property Damage, Negligent Operation of a Motor Vehicle, OUI Liquor and Marked Lanes Violation.

MassBay Community College Offers Winter Intersession Courses


     WELLESLEY HILLS, MA (November 30, 2016) – MassBay Community College is pleased to announce that registration is open for winter intersession courses. Winter intersession courses are two-week intensive courses offered for credit and non-credit at MassBay. This is a chance for high school students, area college students visiting on winter break and/or enrolled MassBay students to take courses in a short timeframe to help get ahead in their studies, earn college credits quickly, or get a step closer to graduation.

“Intersession is a wonderful opportunity for students to take care of general education requirements or pre-requisites for advanced coursework,” said MassBay Director of Admissions Alison McCarty. “Students interested in any of our nursing programs, for example, can take Biology 101 in just 10 days over Winter Intersession in order to be able to take Anatomy & Physiology and Microbiology in the spring. That’s a great way to get ahead.”

Winter intersession courses start January 3rd and classes are held Monday – Friday for two-weeks at the Framingham and Wellesley Hills campuses. Courses that are available range from Biology, Computers and Technology, Freshman English, American Literature, Introduction to Statistics, Principles of Management, Principles of Marketing, Human Growth and Development, Introduction to Sociology, Beginning Spanish, Drugs and Society, and more.
