Middlesex Sheriff’s Office Receives Accreditation

Middlesex Sheriff’s Office Receives Accreditation from the American Correctional Association Recognition of excellence in the field of corrections awarded by the oldest, most prestigious correctional membership organization in the United States.

BILLERICA, Mass. – August 17, 2015 - For the first time in the history of the Middlesex Sheriff’s Office (MSO), the agency has received accreditation from the American Correctional Association (ACA). The announcement came Sunday, August 16, after Sheriff Peter J. Koutoujian and key policy and standards staff from the Middlesex Sheriff’s Office presented before the Commission on Accreditation for Corrections panel for a final accreditation decision at the ACA annual conference in Indianapolis.

“This is a monumental day for our staff and the history of the Middlesex Sheriff’s Office,” said Sheriff Koutoujian. “This time last year, our office was in the midst of major change as we safely departed the Middlesex Jail in Cambridge and transitioned to the House of Correction in Billerica. Almost one year to that date, we continue to move the MSO forward by achieving this incredible milestone.”

This important recognition is bestowed upon facilities that the ACA believes are the “best of the best” in the correctional field. The Middlesex Sheriff’s Office has been working since 2011 toward accreditation, culminating in a successful audit by the ACA earlier this summer and the presentation today. The MSO earned perfect 100% scores on 374 mandatory and non-mandatory standards reviewed by ACA.

“This recognition, bestowed to us Sunday, will be a reminder to all those who enter our facility of the professional work environment we collectively strive for every day,” said Sheriff Koutoujian. “This could not have been possible without the hard work, dedication and collaboration of every employee of the Middlesex Sheriff’s Office.”

After checking out the new path, we'll retrace our steps back to Chamberlain.

The Center Trail Art Walk is underway, so we'll see a variety of artwork and sculpture along the trail.

We'll begin the walk at the trailhead on Chamberlain. There's limited parking there along the street, or you can park in Lot K on the Loop Road (just past Hopkins School), and walk the short distance along the trail to Chamberlain. ~ TrailsClub

Lowell Man Arraigned On Armed Robbery And Rape Charges
Allegedly lured victims over internet sex meeting site

WOBURN – August 11, 2015 - Middlesex District Attorney Marian Ryan and Tewksbury Chief of Police Timothy Sheehan have announced that Christian Cepeda-Ortiz, 22, of Lowell, was arraigned in Lowell District Court today on charges of armed kidnapping with sexual assault, armed robbery, aggravated rape, armed assault with intent to rob, and witness intimidation.

Judge Ellen Caulo scheduled a 58A dangerousness hearing for Monday, August 17.

“The defendant allegedly used online services to target victims,” said District Attorney Marian Ryan. “Anyone who answers online ads should take the same precautions they would for meeting any stranger. The proliferation of websites like Backpage.com  has enabled predators to pinpoint potential victims. One of our concerns at this point, is whether others may have suffered similar abuses.”

“I want to emphasize how dangerous posting on these sites like Backpage.com can be. Unfortunately many people underestimate the risks that are involved. I am very proud of the work done by the Tewksbury officers involved in this case,” said Chief Sheehan.

At approximately 5:30 p.m. on Saturday, August 8, Tewksbury Police responded to a reported robbery at The Holiday Inn on Highwood Drive. They learned that two victims had made arrangements to meet with the defendant during their meeting the defendant allegedly robbed the victims at knifepoint before fleeing.

Authorities also believe that the defendant is connected to a June 30 incident at a Motel 6 in Tewksbury where a female victim communicated with the alleged defendant through Backpage.com, and was subsequently sexually assaulted and robbed at knifepoint.

The Tewksbury Police Department and the Middlesex District Attorney’s office are now conducting a joint investigation into these matters.

These charges are allegations and the defendant is presumed innocent until proven guilty.

The prosecutor assigned to this case is Suzanne Kontz. The Victim Witness Advocate assigned to this case is Kathleen Keefe.

The detectives involved are Tewksbury Detective Brian Farnum and Detective Ed Jackman. Anyone who may have information regarding these or similar incidents is asked to call Tewksbury detectives, at 978-851-7373.If you wish to remain anonymous please call the Tip Line @ 978-851-0175 or send an email to tewks_detectives@tewksbury-ma.gov

Agreement Signed for Pulte to Build 425 More Homes
Legacy Farms Road North to be completed by Thanksgiving

August 11, 2015 — Roy MacDowell, manager of Legacy Farms, and  Reid Blute, Vice-President of Land Acquisition for Pulte Homes announced jointly today that the parties have signed an agreement for Pulte to build 425 homes on the North side of Legacy Farms. The homes will be attached and detached condo-style homes, and will include no single family homes.

"We want to minimize competing with ourselves," said Mr. Blute today in the Pulte sales office with Mr. MacDowell. He said new architecture will differentiate the homes from the 275 being built on the South side of the development.

"Eventually, people will be selling their homes [on the South side], and we don't want to be selling the same product, only new, on the other side of the street.

"We put a lot of work into the developing of the plans. If a design is not functional and livable,  people are not going to buy," he said.

Mr. MacDowell added that  he is about to tear down property at 83 East Main Street, and is seeking a commercial use, such as a restaurant. He also added that Hawthorne Senior Living is progressing well, but there is another 6 acres of land at that site that is also available for use.

He said a local restaurant would go well there, too.

Mr. Blute said the target for breaking ground on Legacy Farms North is springtime.

Neither man would divulge the price of the land, which will be developed in parcels over time.

However, if past is prologue, the purchase price will be public record and will be reported on these pages in near real time.

NOTE: Photo above is of existing interior of Pulte model home next to sales office.
