Selectmen Vote to Put 8+ acre, $2 million 203 Pond Street Purchase on
Ballot All we are buying are the 12 lots, not the surrounding land — Selectman Ben Palleiko Motions specifies "portion" of land, not entire parcel Two members step off of board February 4, 2015 — The remaining three members of the Board of Selectmen voted to put the purchase 203 Pond Street on a Special Town Meeting warrant last night after two of the five, Chairman Todd Cestari, left, and member John Coutinho, right, recused themselves. They stepped from the board as a result of the offer of a gift of land from the estate of Ora Cheney being tied to the purchase of the property known as 203 Pond Street, aka the Coolidge property. But the entire parcel is not part of the consideration for purchase, only the 12 lots approved in the Open Space Landcape Preservation Development approved by the Planning Board last year. The property is taxed under the guidelines of Chapter 61 of Mass General Laws, which allows farm and forestry land to be taxed at a lower rate. When that property changes use or has received a bona fide offer to purchase, the town must be given a chance to match it in a right of first refusal. Mr. Cestari invited Finance Director Chris Howell to speak on funding possibilities, which included an outright cash purchase that would raise taxes for a year. That, they agreed, would raise taxes by 4%. "We need to determine the funding source," said Mr. Cestari prior to stepping off. Another way to fund the purchase would be with a debt exclusion, which would bond the purchase over a period of time, ten or twenty years. The third way was through grants, although they were not specific on which grants. "The middle is what's being sold," said Selectman Ben Palleiko. "On the outside is not being sold. It is sort of being conveyed in a separate transaction potentially. Which goes to the pragmatics of the transaction. We need to be sure we get the whole thing, and not just the center."
The Board directed the Town Clerk to
cause the following question to appear on the ballot for the
March 10, 2015 Special Town Election: “Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to acquire a fee interest in a parcel of land shown as Lots 1 through 12 inclusive on a plan of land entitled Definitive Subdivision Plan, Open Space and Landscape Preservation Development, prepared by Tunison Dias, Inc., and approved by the Hopkinton Planning Board on September 25, 2104, being a portion of the land shown on Hopkinton Assessors Map R21 Block 12 Lot 0 and commonly known as “203 Pond Street” in Hopkinton?” Approved 3-0.
According to Town Manager's Operations Assistant Jamie Hellen, there may be a need for more than one article on the warrant that was approved last evening, for the Special Town Meeting scheduled for March 3, 2015. The town must exercise its right of first refusal by March 14, 2015, in order to purchase the property. Mr. Hellen said that the selectmen ordered the Town Manager to make sure that all of the variables are considered before crafting the article; which pieces are to be conveyed to the town, and which to the Sudbury Valley Trustees. According to the Purchase and Sale agreement between the sellers and Diamond Builders, Inc. of Canton, only the lots, which total 8+ acres, are being conveyed to the purchaser for a total of $2 million, and the other 32.43 acres of open space will be conveyed to Sudbury Valley Trustees, although the document does not provide a mechanism to do that. The town is being offered a chance to match the offer from the developer of $2 million, which would convey only the 12 lots, the 8+ acres, to the town. |

Henry Vincent Paradis Jr., 86
Henry Vincent Paradis Jr., 86 , of Hopkinton, passed away Sunday, February 1, 2015. Born in Framingham he was the son of the late Theresa G. (Murray) Paradis and Henry V. Paradis, Sr. He was the husband of Alice M. (Ellis) Paradis who passed away in January 2012.A longtime Hopkinton resident, Henry served in the Navy and had worked as a precision machinist in Ashland. He enjoyed gardening and was a good baseball player in his younger years. He is survived by his daughter, Karen E. Martin and her husband David F. of Marlborough; 2 grandchildren, Sean Martin and his wife Kaitlyn of Auburn, and Kami Guthrie and her husband Bryan of Northborough as well as 1 great-grandchild, Lila Grace Guthrie. He is predeceased by a sister, Jeanne Tracy and his great-grandson, Connor Kilrain.
A funeral service will take place on Saturday, February 7th at
9:00a.m. at the Chesmore

February 3, 2015 — Kent State University alum Timothy Kilduff is a proud graduate showing off a gift from his son, who acquired it at Kent State. For those who do not read backwards, the back of the jersey says, "Edelman," for New England Patriots receiver Julian Edelman, who also attended Kent State. It doesn't stop there. According to a Kent State news site, alumnus Josh Kline attended the school at the same time as Edelman, and is now a right guard for the Pats. Yes, there is even more! Patriots cornerback coach Josh Boyer was an assistant in Kent State's football program in 2002 and 2003. Fredrick Berger, 94
Fredrick Berger, 94 , of Hopkinton, passed away Thursday, January 29, 2015. Born in Boston, he was the son of the late Helena R. (Soloman) and Carleton K. Berger. He was the loving husband of the late Pauline (Soroka) Berger who passed away in 1980.Fred had worked at Crandall Hicks Company as a Salesman. He loved spending time with his family and was an avid Bruins Fan. He enjoyed playing hockey until he as 86 years old and had last played with the Rusty Blades, based in Worcester. He loved traveling to Santa Rose, CA to play in Charles Schulz's Snoopy Hockey Tournament for a number of years. Fred will be forever cherished and greatly missed by his daughter, Nancy Miller of Hopkinton; his grandchildren, Cassandra Place and her husband Keith of Clinton, Derek Miller of Northborough, Scott Miller and his longtime girlfriend Courtney Sweeney of Hopkinton, and Heather Leon of Whitinsville. He also leaves behind 4 great-grandchildren, Kylie Mayne-Place, Elijah and Issaac Leon, and Jeremiah Place. He was preceded in death by his brother, Soloman. Visitation will be held on Thursday, February 5th from 5-8p.m. at the Chesmore Funeral Home of Hopkinton, 57 Hayden Rowe St. A funeral service will take place at the funeral home on Friday, February 6th at 11:00a.m. Burial will follow at Mt. The operator of a red Cadillac got out and started banging on the vehicle of the caller, who said she felt threatened.
January 31, 2015 12:39 pm A woman called, who has complained before, of vehicles parking on Rafferty Road making it impassable. Officer Griffin reported that the road is safe and passable, which was related to the caller, who declined to speak with an officer an hung up, displeased with the outcome. 9:00 am Officer David Shane spoke with a Pond Street resident about a possible phone scam by someone purporting to be representing the United States Marine Corps.

January 31, 2015 — A police officer speaks with the driver of a delivery van — whose role in this crash, if any, is unknown — while four young men gather next to the vehicle in which they were apparent occupants. The vehicle went off of the road and into soft and light snow that was pushed there following the recent blizzard. Because the snow is soft, the vehicle plowed into it and became stuck. Oftentimes, "old" snow that has been on the side of the road for much longer, hardens from melting and freezing cycles, and from sublimating, turning a snow bank into a treacherous mass that can cause a vehicle in the same situation to flip over onto its side or roof, instead of sink in. |

Officer Philip Powers located the deer and advised that it appeared to be young and was hard for it to travel but it was moving along. 8:22 am Two officers responded to Downey Place to assist the Fire Department with a CO detector activation. 7:08 am Two officers assisted the Fire Department with a report of the odor of natural gas on Woodview Way. |

Gordon--as he likes to be called-- most

INCIDENTS (More recent, first) Tuesday, January 27, 2015 9:33 pm Aaron O'Neil conducted a courtesy transport of an individual. 12:22 pm Plow operator reported youths making forts in the parking area of the High School, and refused to leave when asked. Believing it to be dangerous, he called police, and Officer Thomas Griffin arrived to order the youths to leave. 12:32 am Hopkinton Highway Department requested the traffic signals in the center of town to be put on flash mode.
Monday, January 26, 2015 8:09 pm Officer John Corridan spoke with an individual who walked into the station needing counseling with a family matter. 6:13 pm Caller reported a hit and run on West Main Street, but the responding officer could find neither the hitter nor the hit. 5:15 pm An individual reported her North Face jacket stolen from the high school locker room. 1:19 pm A woman called to report that the woman in a vehicle next to hers was drinking from a wine bottle. Officer William Burchard was first on the scene and requested another officer respond with the Portable Breath Tester, which Officer Stephen Buckley delivered. Officer Griffin also responded to the scene. Following the breath tests, the woman was driven to her home. 1:19 pm An individual, whose gender is not revealed in this version of the police log, found money on the floor at an undisclosed bank. The bank suggested the individual bring the money to the police station, where the bank will direct the owner of the money if he/she returns looking for it. 7:57 am A Colella Farm Road father reported his 17 year-old daughter did not return home the prior night. She was entered into the NCIC [National Crime Information Center]. |
