CPC Makes Final Decisions Coolidge, Pratt, Library requests denied by Robert Falcione January 16, 2015 — The Community Preservation Committee [CPC] had sixteen requests for funding to decide on Thursday evening. Those that passed will be recommended to Town Meeting for a positive vote. The committee voted unanimously to fund $15,000 for the preservation of town records, and then spent some time discussing the acquisition of hundreds of feet of an old railroad bed from Betty Wycoff to add significantly to the proposed rail trail that begins across from Hopkinton Lumber. This portion goes from Granite Street nearly to the town line with Milford. The committee was told that the $135,000 price tag was consistent with the appraisal, and the committee gave the thumbs up, with Vice-Chair Jeff Doherty as the lone dissenting vote. The next item of note was a request for $600,000 to assist with the $2 million purchase of 203 Pond Street, known as the Coolidge property, that would thwart an approved 12-unit subdivision proposed under Chapter 61 that grants a town the right of first refusal for farm land that had benefitted from a reduced tax rate and was now subject to a bona fide purchase and sale. Member Ron Clark suggested that either the Selectmen, or the State could buy it. Another element of the proposed funding for the property is a $400,000 state grant, which Mr. Clark addressed next. "You might fall into the Whitehall Estates situation, where we were promised $500,000 and never saw it," Mr. Clark said. He was referring to the purchase of a piece of property in Woodville for $2.65 million; part of the funding mechanism was a state grant for $500,000 that never materialized. It was, ironically, John Coolidge who made that very grant pitch to Town Meeting a few years ago. Member Ken Weismantel offered a motion to reject the request for the funding, and it was rejected, 6-2. Further down the list, the committee voted 5-3 to recommend funding, by bonding over ten years, a request for $500,000 for a concession area, restrooms and a storage shed at the Fruit Street Athletic Fields. The committee rejected supporting a request for $900,000 to purchase the development rights from an heir of the estate of Joe Pratt, son Thomas Pratt, who has an contingency to purchase from the other heirs . The Pratt family proposed that the land be kept for farming, and part of it for a proposed town water well. But the committee said there was nothing tangible to the offer, such as land, and so voted to deny the requested funding. The request for $500,000 for library "Renovation Aspects" was rejected 7-1 in spite of a very animated and enthusiastic pitch by Mr. Clark. "This is the only opportunity this committee has to give money back to the taxpayers," he said. Mr. Clark moved to fund the $500k with a ten year bond. Chairman Henry Kunicki said, "They have the money to build it. Just because we have money left over doesn't mean we have to spend it." Committee member Ken Weismantel said, "We could use the money for something else." Mr. Doherty said, "They haven't met the 1,000 home threshold," referring to the 1,000 Homes for the Hopkinton Library campaign. "So, now they want our free money," he said. "Why not give the taxpayers back their money," Mr. Clark again pitched, but ended up the only vote in favor. CPC money comes from the Community Preservation Act, under which a town can opt-in to set aside up to 2% of taxes collected to be used for various reasons such as preservation of open space and historical buildings, or records; recreation, both passive and active, as well as community housing. When the town of Hopkinton first opted in, the state's contribution was a 100% match. The state's share has steadily reduced over the years. Chief Financial Officer for Hopkinton Chris Howell was on hand last evening and noted that the match was no longer 100%. In an email this morning, he writes, "Last year the match was 52.2%. In 2015 the match is 31.5%." |

January 15, 2015 — On my way to Montreal this week, I stopped by Bretton Woods, NH, and for my first time, caught the Mount Washington Hotel in very clear weather, to the point where you can see the Presidential Mountain Range and Mount Washington Observatory in Blue Sky. The weather here is usually cloudy and it can be tough to see the Peaks. Mount Washington is the Highest Point in the Northeast and held the record for Wind Speed at 231 MPH recorded until 1996. — John Collins |

Maynard Man Arraigned On Allegations Of
Threatening To Hurt Students
January
15, 2015 — WOBURN – Middlesex District Attorney
Marian Ryan has announced that a Maynard man has
been arraigned on several charges in connection
with allegedly threatening to harm students at
Maynard High School.
Joseph Brooks, 19, of Maynard, was arraigned
today before Concord District Court Judge Lynn
Coffin Brendemuehl on charges of making a bomb
threat, threatening to commit a crime, and
disturbing a school.
Judge Brendemuehl ordered the defendant’s bail
to be set at $7500 cash and ordered that
conditions include that Brooks not possess
dangerous weapons or firearms, that Brooks stay
off the property of Maynard High School, and
that the defendant have no contact with any
Maynard High School students, victims, or
witnesses named in the police report. In
addition, Judge Brendemuehl revoked bail for
ninety days for Brooks on a previous pending
court case. In that previous case, an
alleged assault, Brooks faces a charge of
accessory before the fact.
The next court hearing for Brooks is scheduled
for Wednesday, January 21.
“Threats reportedly made using social media are
just as alarming as those made in person or
verbally over a telephone,” said District
Attorney Ryan. “We are grateful that in
this particular situation, everyone acted
immediately; individuals heard about an alleged
threat, they notified school officials, and then
police officers went looking for the suspect at
his place of work and then at his home.”
Maynard Police Chief Mark Dubois added, “As soon
as our department learned that the defendant had
allegedly made a threat against students at the
high school, police officers began their
investigation and followed through in arresting
the defendant. We appreciate the close
partnership with school officials in helping us
to act on this reported threat so quickly.”
Authorities say that on Wednesday, January 14,
they received information that Brooks allegedly
sent a phone text message to individuals last
fall which included a threat that Brooks planned
to “shoot up” Maynard High School and harm
students reportedly at the end of the school
year in 2015. Acting on that information
yesterday, Maynard police officers arrested
Brooks at his residence in Maynard. These charges are allegations and the defendant is presumed innocent until proven guilty. |

Commission has a 14 year history of advocating
and creating meaningful programs for Hopkinton’s
youth. One of the events that has been a
hallmark of our work is the Martin Luther King
Day of Giving Back, calling all Hopkinton Youth
to “Make it a day on, not a day off.” This year, the Youth
Commission will once again begin the day at the
Middle School with a 9 AM continental breakfast,
and then all are welcome to join us at 9:45 to
hear our wonderful speaker/performer, Johnny the
K, speak and entertain us about character and
why it is important! After the speaker, Boy
and Girl Scouts and High School and Middle
School students will go out into the Hopkinton
Community to make a difference in the community
by “making it a day on, not a day off”, or will
participate in service activities in the Brown
Gym. All are welcome! Activities around town
will benefit Respite Center residents, Senior
Housing residents, the Historical Society
Building, Hopkinton Public School grounds and
more. Those young people not involved in a group
service project may come to the Brown Gym at the
Middle School to take part in various service
projects that serve our community needs, as well
as those of the larger community. Indoor
activities hosted by some Hopkinton churches,
Scouts and High School/Middle School Clubs,
include writing letters to overseas servicemen
and women, making cancer care bags to encourage
and bring smiles to those dealing with cancer
treatments, and making fleece blankets for
homeless or needy families distributed through
Project Just Because, which will also have a
food and toiletries collection running at the
event. The Blood Drive will
be held in the Middle School Cafeteria from 8 AM
– 4 PM this year. Let’s ask not what our
community can do for us, but what we can do for
our community!

Murchie Wins National Geographic Local
Competition January 13, 2015 — Today, Hopkinton Middle School held the National Geographic Geo Bee finals, a competition of geography facts for public schools, private schools, and home schools in the United States Atlantic and Pacific territories, and Department of Defense Dependents Schools (DoDDS). Schools with students in grades 4-8 are eligible to participate in this educational and entertaining contest. The grade 6 students who made it into the final round were Patrick Crantz, Lauren Pantazes, Grace Prucher, and Alex Mickanin. Grade 7 finalists were Alex Matsoukas, Cody Ottinger, and Yvonne Miller. And, grade 8 finalists were Connor Murchie, Matthew Long, and Drew Nealon. The winner of today’s school championship round was 8th grader Connor Murchie. Connor will now take the written qualifying test. If the school winner has a qualifying test score, he/she will join the top 100 ranked students in each state to represent their school in the state Bee, held on March 27, 2015. The state champions attend the national championship in Washington, D.C., May 11-13, 2015. The winner of the entire
competition receives a $50,000 scholarship, a
lifetime subscription to National Geographic
magazine, a Galápagos trip, and $500
cash. The 2nd place winner receives a $25,000
scholarship and $500 cash. The third place
winner receives a $10,000 scholarship and $500
cash. The 4th -10th place winners receive $500

Sunday, January 12, 2015 8:40 pm During a routine check of Downtown Business District, Officer Arthur Schofield secured two unsecured doors. 7:11 pm Attempting to serve a warrant on Woodview Way, Officer Aaron O'Neil learned the individual no longer lives at that residence. 12:27 pm A Cross Street resident reported an injured deer walking on three legs ran off into the woods. 10:20 am During routine checks, Officer Matthew McNeil discovered that someone had driven on the Astro turf of the Fruit Street athletic field, but failed to cause any apparent damage. 9:48 am A citizen walked into the station expressing concern that a mail truck was driving down Main Street on Sunday. 9:18 am Officer Matthew McNeil assisted the owner of a Lumber Street business regarding trespassers. 8:10 am Officer William Burchard spoke with the owner of a Hayden Rowe Street shop regarding suspicious activity happening there.

State Police Videotape Search for Lost Hiker
Early Sunday evening, Carver Police requested State Police Air Wing to assist them with searching for a missing hiker who was lost in the wooded area near the Plymouth airport. The Air Wing responded and located the man, who had started a small fire, in an attempt to stay warm. Troopers Mark Spencer and Eric Fairchild, the crew of Air 2, guided first responders on the ground to the man. He was successfully guided out of the woods. In this video you will see the lost hiker, the fire he lit for warmth, as well as the first responders on the ground, being guided in by the State Police Air Wing.

Helen A. Haven, 91 , of Hopkinton, passed away Sunday, January 11, 2015 at Countryside Nursing Home in Framingham. Born in Framingham, she was the daughter of the late Joseph and Adele (Zambelli) Tedeschi and Lena (Dieana) Tedeschi. She was the wife of the late Donald Lyman Haven.Helen was a former resident of Ashland and the Hopkinton Housing Authority and had lived at Countryside Nursing Home in Framingham since 2010. She had worked for Telechron for 19 years and also worked in many local establishments. She loved animals, family, her grandchildren and great-grandchildren. She was very kind and compassionate and enjoyed knitting. She is survived by her children, Lynn Haven of Leyden, MA, Paul Haven and his wife Lorrie of Framingham, Joe Haven and his wife Laurie of Hilton Head, SC, and Brad Haven and his wife Jayne of Millis; her twin sister, Alma Acton of Harwich; 10 grandchildren, Katherine, Matthew, Donya, Adam, Brittney, Julie, Tracey, Michael, Elizabeth, Danielle and 4 great-grandchildren, Anna, Maggie, Nathan and Jacob. She is predeceased by her sister, Josephine Rio, formerly of Hudson. Incident Log Saturday, January 10, 2015 11:30 pm A caller from Wood Street reported that an erratic operator passed several stop signs, almost hit a telephone pole and stopped in the middle of the road at one point. Two officers responded and spoke with the operator and the operator's parents. 8:12 pm Officer Philip Powers responded to assist the Fire Department with a fire alarm activation at the High School. 7:19 pm A resident of Mayhew Court reported that her daughter hasn't come home since yesterday after school and would not respond back to her texts. Officer Philip Powers was able to located her daughter who stated that she would return home after she eats dinner. 2:38 pm Two female walk-in's spoke with Officer Stephen Buckley regarding a restraining order. 10:15 am A walk-in returned a cell phone that he found near a construction site on West Elm Street. 9:15 am Officer Thomas Griffin assisted a walk-in with finger printing.
Friday, January 9, 2015 6:14 pm A walk-in spoke with Officer Matthew McNeil regarding an on-going civil matter. 4:41 pm A resident reported that her son had witnessed a motor vehicle hit a fire hydrant on Greenwood Road, causing it to break off the base, then continue on driving. Officer Stephen Buckley responded to check the hydrant and advised that the Fire Department received a call from the operator's mother reporting the accident. 8:33 am A caller reported that the same red truck that always speeds on Saddle Hill Road passed a school bus today which was the second time the vehicle was witnessed doing so. Captained by Renee Salois, Bridget Coffey, Kenny Lowell, Andrew Madigan, Nikki Annenburg and Jenna Thyne they beat Norwood by 1 point Sunday morning. Diver Reece Donahue shattered the league and school record record with his outstanding diving. The season is winding down quickly. Woman Charged With 6th OUI Offense January 11, 2015 — Just after midnight this morning, Trooper Richard Frigon, assigned to the State Police Barracks in Holden, stopped a Toyota Camry on Route 9 in Worcester for speeding, failing to yield, and a marked lanes violation. The operator of the vehicle, 48-year-old LISA B. COOK of Worcester, failed field sobriety tests administered by Trooper Frigon. COOK was agitated and became combative while being arrested for operating under the influence of alcohol. COOK was booked at the State Police Barracks in Millbury and was held on $20,000 bail for operating under the influence of alcohol, 6th offense. COOK was also charged with reckless operation of a motor vehicle, speeding, failing to keep within marked lanes, and failing to yield at an intersection. |

State Police Arrest Wales Man After Pike
Pursuit Ending In Framingham January
10, 2015 — Just prior to 1:00 p.m. this
afternoon, State Police received a report of a
Honda Accord traveling highly erratically on
Route 90 East in Auburn. Moments later,
Lieutenant David Wilson located the vehicle and
observed it to be swerving all over the roadway.
When Lieutenant Wilson attempted to stop the
vehicle, it sped off at a high rate, causing him
to lose sight of it. The vehicle was located a
short time later, unoccupied, having crashed
into the wood line off the ramp at exit 12 in
Framingham. After a subsequent search of
the area, troopers located the driver and sole
occupant, 44-year-old EDWARD ARNOLD of Wales, as
he was walking on the ramp to Route 9 West in
Framingham. He was placed under arrest for
Operating Under The Influence Of Drugs
(4thOffense), Failure to Stop for a Police
Officer, Reckless Operation, Operating After
Revocation, Speeding, Driving in the Breakdown
Lane, Leaving the Scene of a Personal Injury
Crash, and Failing To Stay Within Marked Lanes. ARNOLD was transported to
Newton Wellesley Hospital for treatment of
injuries sustained in the crash. Following his
treatment, he will be held pending bail /
arraignment in Westborough District Court on
Monday. Owen F.
O’Neil, 58, of Hopkinton passed
away Thursday, Jan 8th. Born in Central NJ; Owen
was preceded in death by his parents, Thomas and
Aphrodite (Angelopoulos) O’Neil and his sister,
Mary Linda O’Neil. Owen is survived byhis wife
of 28 years, Lee Doucette, and his two children,
Kailee and Owen, as well as several close
cousins, family and friends. |

Rollover Crash on
Route 290 ramp in Worcester
January 10, 2015 — At
about 8:25 a.m. today, State Police from the
Holden barracks responded to a two-car
rollover crash on the ramp from Route 290
West to Route 146 South in Worcester.
Information collected in the investigation
by Trooper Michael Cotton indicates that
64-year-old Edwin Cruz of Worcester was
traveling on the ramp in a 2001 Jeep Grand
Cherokee when he came upon a 2011 Toyota
Highlander, which was stationary in the
roadway. Cruz took evasive action to attempt
to avoid a collision but was unsuccessful
and his vehicle ultimately rolled over and
crashed. |

January 9, 2015 — Hopkinton's Teddy Doherty, a junior at Boston College was named a nominee yesterday for the Hobey Baker Memorial Award, college hockey's most prestigious award. The award is given to the top NCAA men's ice hockey player.
A defenseman for the Boston College Eagles, Teddy Doherty has earned his nomination during a stellar junior season so far on the ice. The selection process for the award is in three parts. First, the head coaches of NCAA Division I schools nominate the top three players in their league. College hockey fans also vote online at this time with fan voting an important factor in the balloting outcome. The top 10 candidates are announced in a few weeks, followed by the top three.
Doherty is leading the Eagles this season with 15 points (5 goals, 10 assists) and scored the game-winning goal against Dartmouth this past weekend to help clinch the Ledyard Classic trophy. Doherty was named the Tournament MVP for his three-point weekend.
