North Reading Man Arraigned for Impersonating a Licensed Engineer
District Attorney Ryan Asks Public to Contact Her Office if They Believe They May Be a Victim

WOBURN – June 20, 2014 — Middlesex District Attorney Marian Ryan, North Reading Police Chief Michael Murphy, and Massachusetts Division of Professional Licensure Director Mark Kmetz, announced today that as a result of an investigation, a North Reading man was arraigned on charges related to the unlicensed practice of engineering and land surveying.

Martin Finch, 34, of North Reading, was arraigned in Woburn District Court on charges of larceny over $250 (two counts), identity fraud (two counts), and the unlicensed practice of engineering or land surveying. Woburn District Court Judge Sarah Singer released Fitch with conditions that he refrain from engaging in the practice of engineering or land surveying and have no contact with the victims.

The defendant’s next court date is August 8, 2014, for a pre-trial conference.

Authorities allege that for approximately one year, Finch was engaging in the unlicensed practice of engineering and land surveying. DPL states that Finch has never been licensed by the Commonwealth and does not hold any licenses from other jurisdictions. It is alleged that the defendant would represent himself as a licensed engineer and land surveyor, taking client money, and charging for fraudulent certified plot plans. The defendant allegedly stole the identity of licensed professionals by utilizing their names, license numbers, and the likeness of their engineering and/or land surveying stamps. DPL’s Board of Registration of Professional Engineers and Land Surveyors licenses qualified individuals to practice engineering and land surveying as professions in the Commonwealth of Massachusetts.

On behalf of the Board, DPL investigated complaints related to the unlicensed practice of engineering and land surveying by Finch. The DPL continued this investigation by bringing it to the attention of law enforcement in North Reading Police Department and subsequently this was brought to the attention of the Middlesex District Attorney’s Office which worked cooperatively to investigate, obtain and execute a search warrant of the defendant’s home office. Finch operated a home office in North Reading.

The public is asked to contact the Special Investigations Unit of the Middlesex District Attorney’s Office at 781-897-6700 if they believe that they may have been a victim of Finch conducting unlicensed engineering or land surveying on their behalf.

Greyhound Friends to Host 8th Annual International Greyhound

Greyhound Friends will be the hub of the greyhound community when leading members of the International greyhound welfare community meet at the 8th Annual International Greyhound Update.

The event, organized to discuss current issues relating to greyhounds, lurchers, Spanish galgos, and hounds around the world, will feature representatives from Spain, Ireland, Argentina, Italy, Florida, and the Midwest and New England regions of the U.S. Each presenter will give updates related to their regions. Dr. Rod Poling and Dr. Guillemo Couto will discuss updates on health issues for greyhounds, galgos, hounds, and lurchers. Dr. Poling will speak during Saturday’s festivities and Dr. Couto will be speaking on Sunday at a brunch held at the Sherborn Inn (a $40.00 donation will cover the brunch cost and contribute toward airfare for the international guests and dogs shipped from overseas).

The Saturday event at the Greyhound Friends Kennel is open to the public and a $20.00 donation is requested. Lunch will be served and there will be plenty of time to speak with attendees and presenters. The kennel will be open and everyone is welcome to visit the dogs and check out items in our store. State Police Continue Campaign Against Distracted Driving

Through June 28, the Massachusetts State Police are redoubling their efforts to enforce laws prohibiting distracted driving. Troopers will particularly concentrate on detecting and citing drivers observed violating the Commonwealth’s ban on texting while driving. Troopers in marked and unmarked vehicles will show zero tolerance for offenders.

“Massachusetts drivers should understand that this initiative is not focused on revenue enhancement, the goal of the operation is to educate the public, support the media campaign, and save lives,” said Lieutenant Stephen Walsh, commander of the State Police Andover Barracks and the Operational Officer of the initiative. “Unfortunately, many motorists will not comply with the laws focused on distracted driving without the very real threat of penalties.”

The crackdown is part of a two-year demonstration project in conjunction with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA). The initiative is designed to develop enforcement strategies and test the effectiveness of a variety of enforcement techniques in curtailing distracted driving behaviors, specifically “texting” behind the wheel.

In Massachusetts, it’s illegal for anyone to compose, send or receive electronic messages and data while driving, and it’s illegal for drivers under 18 to use a mobile device while driving. The laws, which went into effect in 2010, are in place for a reason: distracted driving has become a deadly epidemic in America. According to NHTSA, in 2012, 3,328 people were killed and 421,000 more were injured in crashes involving distracted drivers in the United States.

Massachusetts isn’t immune to the disturbing trend. To address the problem, in 2013 Massachusetts State highway safety officials partnered with NHTSA on this pilot project designed to curtail distracted driving behaviors. The campaign, tagged “Text With One Hand, Ticket in the Other,” is a four-phase high-visibility enforcement program which pairs law enforcement efforts with media, public education, and awareness initiatives focused in twelve communities covered by the Andover Barracks of the Massachusetts State Police, specifically, Andover, Dracut, Dunstable, Lawrence, Lowell, Methuen, North Andover, North Reading, Reading, Tewksbury, Tyngsboro and Wilmington. Phases 1 and 2 took place in June and September of 2013 and were very successful; the combined waves resulted in 2,270 distracted-driving citations.

Proven data driven enforcement strategies include roving marked and unmarked patrols, plain clothes spotters at intersections, and stationary vehicles strategically situated. “We have developed enforcement strategies that work and continue to hone the skills of our Troopers in identifying and citing offenders,” said Lieutenant Walsh. “Drivers take notice and many acknowledge that the observed behavior is dangerous. Our hope is that they change their behavior permanently, not just during the crackdown.”

Remember, if you violate Massachusetts law by composing, sending or reading an electronic message while driving, you will get a ticket. Fines start at $100 for the first offense and go up to $500 for repeat violations. Even worse, you put your life and the lives of others at risk—all to send a text.

June 19, 2014 — Architects Scott Richardson, left, and Steve Lewis of the world-renown GRLA (Gorman-Richardson-Lewis Architects) pose beside their conceptual rendering of the new Hopkinton Center for the Arts. The building on the right is the renovated and restored barn that will be used for classrooms when complete. On the left is the addition that ground was broken on recently. It is being built by Hopkinton builder Brian Gassett.

      When complete, the addition will hold a 200 seat performance center. The total cost of the project, according to Mr. Richardson, is $1.2 million, and will be "satisfactorily complete" by the end of this year. The HCA hosted an after-hours meet and greet for the Hopkinton Chamber of Commerce this evening.

   Richard James Bartlett, 71

Richard James Bartlett, 71, of Hopkinton, passed away Tuesday, June 17, 2014. Born in Framingham, he was the son of Arline R. (Newman) and Ernest C. Bartlett. He was the husband of Wendy (Varnum) Bartlett of Hopkinton.

Dick was a Hopkinton Fire Fighter who was one of first two permanent firefighters in Hopkinton and retired as a Lieutenant. He later worked at E.J. Murphy for many years in Woodville. Dick had a passion for photography and was a contributor of many fire scenes to many media outlets. He also worked as a photographer for Norfolk Hunt Club, was the official photographer for the Hopkinton and Ashland Fire Departments, assisting with fire investigations, and photographed weddings and many events. He also had a passion for trains and tractors.

Besides his wife, he leaves behind a sister, Jane and her husband Danny K. Barrett and their son, Danny K. Jr. Cousins Mary Terry and her husband William of Florida, James Bartlett and his wife Ellen of Vermont and Robert Bartlett and his wife Rachel of Hopkinton.

11:31 pm Sgt. John Porter responded to a motor vehicle accident with personal injury on Saddle Hill Road.

11:26 pm The Southborough Police Department requested an officer check a residence on Riverbend Road for a sixteen year-old who was involved in a domestic related incident in their town. Officer Jacob Campbell responded and subsequently placed an individual into Protective Custody.

10:07 pm Officer Jacob Campbell checked and spoke with the operator of a motor vehicle on Elm Street.

8:18 pm Officer Jacob Campbell assisted the Fire Department with an alarm activation on Main Street (photo).

5:12 pm A postal worker requested a well being check for a resident of Walcott Valley whose mailbox has been full for a week. Officer Philip Powers responded and spoke with a neighbor who advised him that the resident's vehicle was not on the property.

4:07 pm Officer Matthew McNeil issued a verbal warning to an individual on Meserve Street who was operating a dirt bike on the roadway.

12:10 pm A resident of Rosewood Lane reported a hit and run incident. Officer Linda Higgins responded and advised that the incident happened in Natick.

9:14 am An employee of a West Main Street gas station reported a car fire at a pump. Two officers responded and advised that the fire had already been extinguished.

Motor Vehicle Stop in Sturbridge leads to the Seizure of a large Quantity of Pills

June 19, 2014 — Yesterday, at approximately 5:15 p.m., Massachusetts State Police Troopers Nicholas D’Angelo and Poomjai Pollawit, assigned to the State Police Barracks in Sturbridge, were on patrol on Route 84 in the town of Sturbridge when they stopped a white Honda Accord for motor vehicle violations. The operator was identified as GABRIEL MORA, 23, from Lynn, MA.

As a result of an investigation and subsequent search of the motor vehicle several plastic bags containing narcotics were located. Troopers located a large quantity of pills believed to be a Class B substance. Trooper Michael Clement and K9 Trooper Jeff Johnson assisted with the motor vehicle stop.

MORA was placed under arrest and transported to the State Police Barracks in Sturbridge where he was booked and held on $50,000.00 bail until his arraignment in Dudley District Court.

GABRIEL MORA was charged with the following offenses:
1) TRAFFICKING IN CLASS B HEROIN/MORPHINE/OPIUM
2) STATE HIGHWAY TRAFFIC VIOLATION
3) MARKED LANES VIOLATION

11:42 pm A caller reported that a Jeep was driving erratically on West Main Street. Officer Matthew McNeil responded and spoke with the operator.

7:14 pm A resident reported construction on Ash Street in violation of the town by-law. Officer Matthew McNeil responded and advised all was quiet upon his arrival.

6:28 pm A 911 caller from West Elm Street reported two teens were in his back yard with a rifle. Officer Jacob Campbell responded and spoke with both teens who had a pellet rifle.

4:13 pm A 911 caller reported a motor vehicle accident with personal injury on Ash Street. Officer Matthew McNeil responded and wrote a report.

3:30 pm A Hayden Rowe Street resident reported vandalism to his boat. Officer Matthew McNeil responded and wrote a report.

3:03 pm A caller reported a possible intoxicated individual on Clinton Street. Two officers responded and spoke with the person.

2:41 pm A resident reported that a car was parked on Holt Street blocking a fire hydrant. Officer John Moran responded and issued a parking citation.

1:13 pm A motorist reported that an erratic operator was speeding and passing several vehicles on East Main Street. Officer Thomas Griffin located the vehicle and subsequently issued the operator a complaint application for a suspended license.

10:04 am Officer Philip Powers stopped a motor vehicle on Main Street and subsequently arrested a 37 year-old male from Framingham and charged him with a Passing Violation and Operating a Motor Vehicle With License Suspended, Subsequent Offense.

9:12 am Officer Thomas Griffin responded to a motor vehicle accident without personal injury on Maple Street.

8:31 am Officer John Moran checked and spoke with the operator of a motor vehicle on Route 495.

8:15 am A caller reported that vehicles belonging to a crew working on a house on Wood Street were blocking the view of vehicles exiting the street. Officer John Moran responded and advised the workers to move their vehicles.

12:49 am Officer John Moran checked a motor vehicle that was parked on Hayden Rowe Street.

12:34 am A motorist reported a dark object in the roadway on East Main Street. Officer John Moran responded and advised that it was a dead beaver.

5:24 pm A caller reported finding a lost dog on Fenton Street and returning it to its owner.

1:44 pm A motorist reported a female walking on West Main Street with a cardboard sign trying to get to Maine. Officer Patrick O'Brien advised her of the bus and train in Framingham but she declined and stated that she would make her own arrangements.

12:41 pm Officer Gregg DeBoer assisted a disabled motor vehicle on West Main Street.

6:31 am A Spring Street resident reported hearing what sounded like gun shots coming from a moving vehicle which possible could have been the vehicle backfiring. Officer Philip Powers responded and checked the area with a negative find.

B.A.A. Announces 2015 Boston Marathon Registration Dates
Registration Opens September 8. Field size limit to be determined.

BOSTON - Registration for the 2015 Boston Marathon will open on Monday, September 8, 2014 at 10:00 a.m. ET. The B.A.A. will use the same process to register qualified runners as it used for the Boston Marathon in 2012, 2013 and 2014, allowing the fastest qualifiers in their gender and age group to register first.

The 119th Boston Marathon will be held on Monday, April 20, 2015, Patriots’ Day in the Commonwealth of Massachusetts, and will mark the 30th consecutive year that the event will have John Hancock Financial as its principal sponsor.

Registration will be held entirely online at www.baa.org . The qualification window for the 2015 Boston Marathon began last year on September 14, 2013.

Summer News Notes from the Woodville Trailbusters 4H Horse Club and
Woodville Crafty Cats 4H Club.

The clubs are already working on props for their 7th Annual Haunted Trail Walk in October. This year, scenes will be about GhostBusters, Plant Shop with many different flowers of all types, sizes and colors. Some may really like people too. Doctor McGregor has been experimenting in his garden with veggies. Shoot-out at the corral and cemetery with legendary outlaws. The torture chambers have an added feature. The Addams family will have some members visiting the walk.

The clubs are always looking for new members and just new friends of all ages. They meet on Wed evening 6pm to 7 pm. At 25 Winter St. Hopkinton.

The horse club is working on their mounted drill team which will be performing at the Annual Middlesex County 4H Fair in Westford, Ma. On August 22, 23 and 24th.Members will also be riding their mounts in the 3 day horse show. Some members will be showing their poultry and all members have many items entered in the Static Bldg. - arts, crafts, needlework, sewing, photography, gardening,
flower arrangements, scarecrows, veggies, woodworking, knitting and many more things. The fair is open to the public all three days and 4H would love to have as many people come and support.

Checkerberry Acres Farm is running a camp this summer for 4 weeks in July on Tues, Wed and Thurs to show kids what its like to take care of chickens, ducks, rabbits and horses. Everyday animals will be worked with, pony and horses can be ridden if a child wishes too, a craft will be done everyday, games and lots of fun. If animals and outdoors is not your thing come and join us just for crafts after lunch and some games. If coming for crafts and fun its 12 noon to 2pm and the charge is $10.00 per day. Morning Arrest

June 17, 2014 — Motorcycle Patrol Officer John Moran falls in behind another cruiser taking a prisoner to the Police Headquarters this morning. The individual was pulled over and found to be allegedly driving with a five-year suspended license for Possession with Intent to Distribute in a School Zone. Several officers arrived for backup.

NOTE: In the original reporting of this incident, a sensational account by a heretofore credible hearsay witness was included, breaching our usual empirical standards. After further investigation, it is clear the account was not accurate. Our apologies.

Paul Taylor Doherty, 87

 

Paul Taylor Doherty, 87, of Hopkinton, passed away Sunday, June 15, 2014. Born in Boston, he was the son of the late Doris (Taylor) and Gerald Doherty. He was the husband of the late Angel (Vartanian) Doherty who passed in 2005.

A WWII Navy Veteran, Paul was a teacher in Southborough for 28 years and was the founder of Angel's Garden Center in Hopkinton. He was a graduate of Umass Amherst and a graduate of the University of Wisconsin Madison where he received his Master's Degree. He served on Hopkinton's Conservation Committee and was a choir member at St. John the Evangelist Church.

He is survived by his children, Steven G. Doherty of South Boston, Jeffrey Doherty and his wife Dayle of Hopkinton; brothers, Dr. Eugene A. Doherty and his wife Joan of Norwood, Bernard Doherty and his wife Ann of Harwich; 3 grandchildren, Dorothy and Leigh Manley and Alexandra Doherty and a sister in law, Eileen Doherty of Nebraska and a son in law David Manley of Sterling. He is predeceased by a daughter, Doris Manley; his siblings, John Doherty and Gerald Doherty.

Visitation will be held on Thursday, June 19th from 4-8 p.m. at the Chesmore Funeral Home, 57 Hayden Rowe Street. A funeral mass will take place on Friday at 10:30 a.m. at St. Gabriel's Church in Upton. In lieu of flowers, donations may be made to Paul Taylor Doherty Scholarship Fund, Unibank, 113 Main St, Upton, MA 01568.
