School Committee Votes 4-1 to Not Return Overage to Town

Getting public records from the School Committee "...is like pulling teeth." ~ Ed Harrow

Kudos to Interim Superintendent Dr. Steven Hiersche

by Muriel Kramer

June 22, 2013 — The School Committee re-organized at its meeting this week, electing Nancy Alvarez Burdick to continue as Chairwoman and Jon Graziano to serve as Vice-Chairman.  Newly elected SC member Ellen Scordino nominated Scott Aghababian and Jean Bertschmann nominated Nancy Alvarez-Burdick; in discussion Aghababian highlighted his desire to see the members of the SC act more as a Board of Directors versus being so actively involved in the day to day business of the administrators in particular.  “I think our town at some of our recent elections has shown us they aren’t necessarily happy with the direction this board takes.  Some are saying we put extra pressure on our administrators the way we are acting.”

For her part, Nancy Alvarez Burdick agreed in part, but held that a lot of changes had been put in place this year while also suggesting there is always room for improvement.  In further discussion, Aghababian suggested his level of concern related most to the transition upcoming as the new Superintendent begins her tenure.  “It’s up to all of us to make sure she is successful; at the same time I would be concerned if any of us spent too much time directing her.  Presumably we have hired someone who knows how to do her job.  I agree with Nancy that the Chair has to be a resource for the Committee.”

Nancy responded, “We don’t need to direct our new Superintendent.  The agreement we have has the ability to ensure success without our directing.”  After discussion, Alvarez-Burdick was elected, with Graziano, Jean Bertschmann and Alvarez-Burdick voting yes, and Scordino and Aghababian voting no. Graziano was unanimously chosen to be Vice-Chairman.  Alvarez-Burdick reported that in its working session held earlier, the SC had decided to have some members focus work on two major initiatives and report back to the committee regularly. Scordino and Bertschmann will focus work on a re-work of the strategic plan, while Graziano and Aghababian will work on budget issues for the committee.

New Superintendent Cathy MacLeod begins work in July, so the SC took a few minutes to thank Interim Superintendent Steven Hiersche for his contributions this past year at a time of turmoil and uncertainty for the District.  All had words of praise and appreciation with Aghababian offering, “You mended a lot of fences. “  They all offered Hiersche their best wishes for the future.

June 22, 2013 — Hopkinton Historical Society Boston Marathon charity runner Rupal Shah, a native of Tanzania, shows of her medal form the 2013 Boston Marathon flanked by Ray Gendreau on her right, and Dave Spengler on her left at the organization's annual Strawberry Social last night. He was holding a sign with her name and number on it as she ran by.

Superman Needs Home

Baypath received a call on Sunday afternoon from Bill Proctor, our Hopkinton Animal Control officer. He received word that a little 30 lb black dog had been found on the side of the road in Hopkinton. He said he thought he might have been hit by a car. He was alert, but had some wounds on him. We told him to bring the little guy by so we could scan him for a chip and check out his wounds. We opened the door of Bill’s truck and found the poor thing, whose only identification was a Superman collar, curled up in the passenger seat.
     It was late
Sunday afternoon and the vets’ offices were closed so we decided to bring him into our medical room. Holly Miller, a Hopkinton resident, friend of the shelter and surgical vet tech, came down to help us clean his wounds and bandage him up. He had several spots of road rash on his under side, a few gashes up his legs and a front left paw that was pretty torn up. Although he was obviously in a great deal of pain, the sweetheart tried to show his appreciation by nuzzling us and giving us little licks. He was also not opposed to accepting pieces of rotisserie chicken from us! Feeling right at home, he was eager to take a load off in the comfy bed we made up for him. Over the past few days, we have had members of our local animal care community in to monitor his progress. He continues to heal and bond with the staff and volunteers here. He loves to interact with the people and his ears perk up as soon as he knows he’s headed out on a walk! Superman is a reminder of the good that can come when our community works together to help a dog in need. Please spread the word about our own little survivor that is now looking for a family of his own! For more information please visit our website

June 19, 2013 — This Downtown denizen inspects a storm water drainage tube in the driveway of the exit from Bill's Pizza, which resembles a tunnel it might like to take shelter in whenever the need arises. The photo is a good example of a shallow depth-of-field inherent with the use of a zoom lens, putting little else other than the subject in focus. It is also a good example of weighted balance in a composition, the diagonal lines splitting the image into three fairly equal sections.

Abutter Wants Dunkin Changes

Editor:

Many of the residents on Elm Street have lived here for more than 50 years, they have modest homes that are close together and now are faced with a huge negative impact to their neighborhood. They are frustrated that their town doesn’t seem to really understand the problems that this proposed Dunkin Donuts will cause. Yes, Lights are an issue, but for us, the more immediate concern is the traffic nightmare about to come true.

1) Extreme issues with Elm Street traffic.

Neighborhood would like to eliminate proposed entrance from Elm Street.

This is not a “rear entrance” as it is stated on DD’s proposal - it’s 1 of 2 main entrances. It is the only one that traffic off of I495 will be using...as well as all East bound Main St. traffic, all traffic generated from the new “Acres” development (new Lumbar St. apartments/condo’s tennis & racket club), also from the new expansion on Elmwood Park. And, there is more property on West Elm that is slated for Condos (as stated in the Traffic Survey for the Lumbar St. expansion)

a) Specific Traffic Problem: When heading East on Elm Street the 180 degree turn from Elm onto High will be extremely difficult. When a vehicle is at the proposed stop sign, a vehicle cannot make that 180-degree turn without running into the vehicle at the stop sign. Also, the Site Distance from the proposed stop sign looking West on Elm is very limited....it will be impossible to safely exit High Street. Traffic will back up exponentially and “turn arounds” in our driveways and lawns will be constant at all hours.
b) Dunkin Donuts states there will be significant foot traffic generated: There aren’t any sidewalks in that part of Elm and High Streets, which is already a major problem for pedestrians with current traffic flow.

2) Hours of operation need to be reduced.

4:30AM to midnight translates into 4AM until 12:30AM...not necessary in a residential setting. The Traffic impact study just completed states that weekday rush hour is 7:30AM to 8:30AM, 4:45PM to 5:45PM. Dunkin Donuts states that 4:30AM to midnight are the existing hours for the Gas Station Dunkin Donuts...this proposed Dunkin Donuts will not be in a Gas station, it will be up against our homes and neighborhood!

3) Height of Lights need to conform to the surrounding existing businesses.

Hopkinton does not have any town ordinances regulating height of business lights. The proposed lighting is 22ft and 15ft.....much higher than the existing lights at the current Dunkin Donuts which are 12-feet. Dunkin Donuts is sighting safety issues if the lights are lower, however that is not a logical argument considering they have had 12-ft lights for years at the current site.

Please attend the next Planning Board meeting on Monday, June 24 at 7:30 to let your views be heard!

Respectfully, Amanda and Patrick Faucher

Milford Regional Dedicates Take The Stairs Mural

The completion of an impressive mural to promote healthy living in one of Milford Regional Medical Center’s stairwells was celebrated at a dedication and ribbon cutting ceremony held at the Medical Center on Tuesday, June 18.

The creation of a mural was the brainchild of the Medical Center’s Healthy Balance Committee as part of an initiative to inspire hospital employees to maintain and improve their health by “taking the stairs.” The focus on health became a community project when community muralist Tova Speter got involved along with the Painting and Design students from Blackstone Valley Technical High as well as their instructors. Hospital employees worked side by side with BVT students and the muralist to complete this project.

Recognized at the dedication was the hospital’s Colleague Giving Program as well as community partners who provided donations to make the project possible.

DD Proponent not Open to Lowering Lights
"It's [entire proposal] unworkable"  - Sandy Altamura

June 19, 2013 — According to Design Review Board Chair Jeanette Thomson, a consultant for the Dunkin' Donuts proposed for 78 Main Street presenting their plans to that board last night, offered to help the town get their lighting bylaw written to be less vague, a notion more than one person in the room shared.
The board recommended that the lights be lower than on the Dunkin' Donuts plan, a suggestion that most developers receive upon meeting with Hopkinton planners.
The board has a list of recommendations for changes to forward to the Planning Board for it to consider before it approves the plan. Among the criteria for most plan approvals is that it does not change the character of the neighborhood. Nearby Elm Street resident and former Planning Board member Sandy Altamura was on hand at the meeting.
"You shouldn't dump traffic into a residential neighborhood," she said, referring to the exit onto Elm Street.
Mrs. Altamura also listed the lighting and hours of operation as objectionable.
              "It's unworkable,": she concluded.
The proponents will meet again with the Planning Board, which will review the suggestions of Design Review. Ms. Thomson said the proponents did not agree to lower the lights.

June 19, 2013

HopFlash#1  Yesterday morning, with westbound traffic backed up on Main Street to the east and northbound on Grove Street, more than would be expected as a result of the construction, a Hopkinton police officer noticed that the lights at Main/Cedar/Grove were giving the pedestrian light favored status in every cycle of the light, even when it was not manually activated. A detail police officer ran the lights from the electronic control panel until the unit was repaired.

HopFlash#2 Workers were taking required test borings from the weedy lot on Main Street that has been empty since the Central House was torn down years ago. One of the workers said such work, called a 23E, is often done at the request of a bank when a property is changing hands.

Police, Water, High on Agenda

June 19, 2013 — Despite being perplexed over the consultant's presentation during much of it, the Selectmen asked the tough questions to get to the bottom of it, and ultimately voted to raise water rates by 7.7% and the sewer rates by zero.

Human Resource Director Deborah Hilton-Creek gave the Selectmen her recommendations for the process of hiring a new Chief of Police. Chief Rick Flannery, a 35-year veteran of the department, will be signing off for his last time on June 30, 2013.

Ms. Hilton-Creek recommended that Lt. Charles Wallace be appointed as Interim Chief following negotiations with him on a contract. Another recommendation includes a specific group of six search committee individuals: "1 BoS member; the current Chief of Police; Personnel Committee member; HR Director; and, Chief of Police from a nearby town; for a total of not more than 6 members."

Among other recommendations is the hiring of a search committee which will seek the best candidates from the region.

2013 Boston Marathon Champion Lelisa Desisa to Gift His Championship Medal to the City of Boston in Tribute to All Victims of the April 15 Tragedy
Tribute to be held on the Boston Common on June 23, 2013, at 10 a.m.

BOSTON, MA, June 18, 2013—John Hancock Financial and the Boston Athletic Association today announced that the 2013 Boston Marathon champion, Lelisa Desisa of Ethiopia (HopNews file photo 2013 at Start), will gift his championship medal to the City of Boston, on behalf of all Boston Marathon runners, to honor the victims and families affected by the tragic events of April 15, 2013.

Desisa will present his medal to Mayor Thomas M. Menino on June 23, 2013, at 10 a.m. on the Boston Common, near Charles Street. Desisa will make the tribute after competing in the B.A.A. 10K, which begins at 8 a.m.

In a meeting with U.S. Secretary of State John Kerry in Ethiopia last month, Desisa announced his intention of returning to Boston to gift his medal to the City.

“Less than two hours after I had crossed the finish line as this year’s champion, my joy turned to sorrow as I learned the tragic news of the death and the injury to so many innocent people. This day brought pain to many families and tremendous sorrow into many homes,” said Desisa. “As a gesture of my solidarity with the victims of this senseless act of violence, I will return to Boston and gift my medal to the people of Boston in honor and in memory of those who suffered and those who died on that day.”

“My message to all of you is that sport should always be a source of pleasure and enjoyment, healthy recreation, and positive competition. Sport holds the power to unite people and to connect people from all over the world with one another, allowing them the opportunity to share in their common humanity and to celebrate the richness of our world’s cultural diversity.”

At the 2013 Boston Marathon, Desisa was among 32 athletes from 11 countries competing on the John Hancock Elite Athlete Team for the 117th running of the race.

“When the world turned its eyes to Boston in the days and weeks following the marathon, the resiliency of our city, the courage of our first responders, and the strength of the many survivors were on full display,” Mayor Menino said. “Since then, countless acts of kindness and generosity have lifted our spirits and inspired us. On behalf of the City of Boston, we thank Lelisa for his thoughtful and moving gesture.”

"Lelisa's return to Boston and his participation in the B.A.A. 10K will mark yet another admirable gesture that we have been witness to in the weeks following this year's Boston Marathon," said Tom Grilk, B.A.A. Executive Director. "Lelisa's participation is itself a tribute to all those affected by the events of April 15 and the aftermath, and we look forward to welcoming and thanking him for his compassion."

“Lelisa is a remarkable young man whose symbolic gesture embodies the heartfelt concern of so many people around the globe,” said Rob Friedman, head of Sponsorship and Event Marketing at John Hancock. “We are humbled by his action and join him in respectfully honoring the victims of this senseless tragedy.”
