January
12, 2011 — Last night at 8:45 p.m., Massachusetts State Police arrested
a fugitive who had held a gun to his girlfriend's head and threatened
her life in front of their young daughter.
Members of the Massachusetts State Police
Violent Fugitive Apprehension Section located and apprehended DANIEL
DUBIE, 28, of
Framingham after
stopping his car in Ashland.
On January 4, DUBIE retrieved a handgun and
proceeded to load it in front of his girlfriend and three-year-old
daughter. He then placed the loaded weapon to his girlfriend’s head and
threatened to kill her. With his daughter pleading with him not to hurt
her mother, DUBIE fled the area.
With information provided by the Framingham
Police Department and its own intelligence, the Massachusetts State
Police Violent Fugitive Apprehension Section set up surveillance on a
house on Raymond Marchetti Way
in Ashland.
At approximately 8:40 p.m. troopers observed
DUBIE enter a motor vehicle and leave the area. Troopers followed him
for a short distance, then executed a plan to box in the car without
putting the public at risk. They then apprehended DUBIE without
incident.
DUBIE is charged with two counts of assault
and battery with a dangerous weapon, witness intimidation, and threats
to commit a crime. He has been turned over to the custody of the
Framingham Police Department. Troopers at the scene were assisted by the
Ashland Police Department.

January 12, 2011 — Last night Eagle Scout
James Regan was honored by the Board of Selectmen for his achievements;
his Eagle Award project included over 400 hours of work researching
Hopkinton Springs Hotel--the first luxury hotel in New England located
off what is now Spring Street. That history is now recorded for all to
appreciate on three placards located at the site; James funded the
placards by holding a rummage sale as part of the project. Acknowledging
James’ efforts and evident leadership skills, Selectman John Mosher
commented, “We wish you well on the application of all your skills in
the future.”
Chamber of Commerce Bids to Lead Economic
Development Effort
The President of Hopkinton’s Chamber of
Commerce, Bob McGuire, and the Chamber Director Tim Kilduff, pitched the
idea that the Chamber of Commerce could effectively lead the effort to
champion Economic Development for Hopkinton.
McGuire and Kilduff gave an
overview of the Chamber’s mission.
The Hopkinton Chamber of Commerce is
dedicated to helping all businesses succeed. Emphasizing the Chamber’s
networking abilities, dedication to helping businesses succeed and their
marketing resources, they asserted that the Chamber was a natural choice
to help the Selectmen achieve their goal to better market Hopkinton and
build the commercial tax base. “Honestly, we are looking to help in any
way we can to support the Board and the Town,” according to McGuire.
Elementary School Building Project Update
Voters will be asked in March to support
funding for a new elementary school on Fruit Street; that cost is
estimated at approximately $38 million for a 90,000 square foot facility
that will include an early childhood learning center. According to Town
Manager Norman Khumalo, the town is anticipating approximately a 43%
reimbursement from the Massachusetts School Building Authority (MSBA).
The schematic design was
submitted to the MSBA on December 29th;
their final decision project going forward is expected February 9th.
To support the project, the
School Committee and School Department has initiated an information
campaign; the first forum is scheduled for 7PM Wednesday night January
12th (snow date
January 18th)
at Center School. Additionally there are over 40 neighborhood coffees
scheduled to afford residents an opportunity to get more information
between now and Special Town Meeting. For more information on the school
project, districting or the information sessions, log onto
https://sites.google.com/a/hopkinton.k12.ma.us/hesbc;
the web page is being regularly updated as information becomes
available.
Addressing the attendant hot topic of
districting the elementary schools, Dr. Phelan recapped that the initial
decision was made in 2002 and that districting has remained a goal of
the department since. The web page and information sessions are intended
to address questions and comments about districting as well as the
building project.
Addressing the cost, Selectman Ben Palleiko, asked for more information
and detail to support the costs. “I actually looked into this myself
today.” The High School built 10 years ago for $34 million with a better
than 60% reimbursement is a 200,000 square foot facility. The proposed
new school is less than half the size and projected to cost more. “Why
have costs risen so dramatically? Inflation alone doesn’t account for
that.”
Hopkinton Public Library Grant
Application
The library expansion project is also moving
forward on schedule receiving a unanimous vote of support from the Board
of Selectmen to submit the grant application as presented by the
Permanent Building Committee. The project is estimated to cost $10.3
million; the plan is that $4.6 million will come from the grant, and
$5.7 million will be shared by the town and private donations. Speaking
for the trustees and library supporters, Laura Barry confirmed that they
are proposing $2 million in private fundraising. “Given this building at
that location; I think it is an achievable goal.” The town will then be
asked to raise and appropriate $3.7 million for the project.
The expansion project will preserve the
existing library and add a two story addition encompassing the property
now owned by the library trustees at 9 Church Street. The finished
building will have 22,000 square feet with parking in the back on Church
Street. To accommodate accessibility requirements, the main entrance
will be on Church Street, but the original entrance facing Main Street
will be maintained for both aesthetics and occasional use as necessary
or desired.
The grant application must be
submitted by January 27th
and a decision is expected in July. If the grant is received, the Town
will have 6 months to raise and appropriate the necessary additional
funding.
The Selectmen all applauded the efforts of the committee and the Library
Trustees in particular for both moving the project forward and
maintaining the current location. Calling the current library building
“a cornerstone of downtown”, Chairman RJ Dourney, emphasized, “We really
applaud what you did.”
The Selectmen voted to open the warrant for
annual Town Meeting, May 2, 20111; The warrant will close Thursday
March3rd at 4:30 PM.
MASSACHUSETTSSTATE
POLICE STORM PREPARATIONS
In
anticipation of tomorrow’s snowstorm, the Massachusetts State Police are
prepared to hold over troopers from the midnight shift (which runs from
11 p.m. to 7 a.m.) and the day shift (7 a.m. to 3 p.m.), depending on
weather and road conditions, traffic volume and any other circumstances
affecting public safety. The decision whether to hold over personnel at
the end of their shifts will be made by individual Troop commanders
based on conditions and circumstances in each of the five geographic
Troops, as well as at the Turnpike and Airport Troops.
Additionally, we will
assign troopers from specialty units such as the Collision Analysis and
Reconstruction Section, Commercial Vehicle Enforcement Section, and
other units to supplement road patrols out of the barracks.
State Police are also
pre-positioning tracked support vehicles – which are capable of
traversing deep snow and icy terrains, as well as flooded areas --
around the state to be deployed as needed. The tracked vehicles, known
as SUS-Vs, can be used to reach and transport stranded people or
transport supplies or emergency personnel.
State Police urge Massachusetts residents
to refrain from driving tomorrow if at all possible. If people do
have to drive, we urge them to go slowly and to leave adequate space –
at least three vehicle lengths – between their vehicle and the vehicle
in front of them. Motorists should also be prepared by having a cellular
phone, a blanket and a flashlight with them should they become stranded.
Anyone in distress should call 911 on
a cell phone to be connected with a State Police Communications Center.
We also remind citizens to check on elderly neighbors or others who may
need help, especially in cases of power outages.

2011 — Hopkinton artist Dustin Neece, creator of what he calls the
Marine
Corps Painting that was unveiled October 20, 2010 at an invitation only
event at the First Congregation Church, has loaned his masterpiece to
Rob Phipps of the namesake insurance agency at 80 Main Street. Mr.
Phipps agreed with Mr. Neece to the showing so that the general public
has a chance to see it before it leaves town, perhaps forever, Mr.
Phipps says.
Mr. Phipps' heart is woven throughout the painting of a lone soldier at
Iwo Jima, the bloodiest battle the Marine Corps has fought. His father,
Paul, fought there and survived, as did every Hopkinton veteran who went
there. In addition, his son Michael was one of the models for the
painting. And as if those connections weren't enough, Rob Phipps' father
and mother, Paul and Ruth Phipps, were married at Quantico before he
left for war.
In the photo on the right, Mt. Suribachi in the background and a fiddler
entertaining the officers, Mr. Paul Phipps sits on the beach at Iwo Jima
(Arrow). Suribachi is the location of the famous flag raising on its
peak, three Marines pushing and one reaching to push.
Mr. Neece's painting of the lone Marine is expected to visit the Marine
Corps Museum at Quantico, Virginia at the beginning of February, Mr.
Phipps said today. Mr. Phipps said that everyone is welcome to visit the
painting.
"We're not doing this to sell insurance," he said.

School District Launches Two New Websites
to Communicate Plans
January 10, 2011 — As part of the School
District Strategic Plan, the School Committee, administration, and staff
continue to work toward effectively communicating their plans,
priorities, and progress to students, staff, families, and the
community. On January 6, the Hopkinton Public School District posted two
new informational pages. The new pages are designed to provide
information to the public regarding two current initiatives: the
Elementary School Building Project, and the search for a new
Superintendent of Schools.
The Elementary School Building Project page
contains information regarding the history of and projections for the
proposed new elementary school on the Fruit Street site; Frequently
Asked Questions and Fact Sheets; key documents such as the Feasibility
Study and interior and exterior building renderings; information
regarding rationale for moving to a neighborhood school configuration,
including information regarding the public planning process for that
project; all information regarding the Hopkinton Elementary School
Building Committee (HESBC); cost estimates; and other useful educational
links.
The Superintendent Search page contains
information regarding the search process; the brochure advertising the
position; an online application; important links and information
regarding the School district and town of Hopkinton; and information
regarding the Screening Committee.
Both pages can be accessed directly from the
district website:

Thank
You for Tremendous Toys for Tots Outpouring
January 7, 2011 - The United States
Marine Corps Toys for Tots program and the Massachusetts State
Police would like to thank the citizens of
Massachusetts for your generous donations to
Toys for Tots. The despicable theft that occurred at the Essex and
Middlesex Toys for Tots program storage container on Dec. 19 had a
direct impact on the program’s toy distribution. However, thanks to the
media, the volunteers and the generous contributions from the community,
Toys for Tots was able to start filling orders immediately. Without the
community support Toys for Tots would not have been able to supply all
the needs of the children in our area this year. The overwhelming
response has taken our breath away and honestly there are no words to
describe how humbly grateful we are. Again, thank you for your support.

New School
Estimated at $37.9 Million
State
expected to cover about 37%
by Heather Kelley
January 7, 2011 —
At last night’s School Committee meeting, Chair Rebecca Robak provided a
brief summary of the status of the Elementary School Building
Committee’s submission to the Massachusetts School Building Authority.
“We’re following the process,” said Robak. Superintendent Jack Phelan
added that the project “has gone through a very intense, critical
review.” The Committee is set with its February 9th meeting
date with the MSBA, at which point Hopkinton will learn if the plan for
the proposed Fruit Street school has passed muster. If it has, the MSBA
will disclose what share of the cost the state will bear, and what the
town will be left to shoulder, should voters approve the measure at a
March Special Town Meeting. The total project is currently estimated to
cost $37.9 million, with the MSBA expected to cover in the area of $14
million.
The School Committee launched a new page on their web
site devoted to the new elementary school project, which can be found at
https://sites.google.com/a/hopkinton.k12.ma.us/hesbc/.
While a lot of information is available, Member Jean Bertschmann
cautioned that some items, such as the project photos of the exterior
and interior, are still in the schematic design phase. “These are not
final,” Bertschmann said. Also on the page is a link entitled
“Informational Forums,” which lists the office hours, principal’s
coffees, and community forums where members of the School Committee will
be available for questions and discussion. A community forum is
scheduled for Wednesday, January 12th (snow date January 18th)
at 7 pm at Center School. A tour of the school will be offered,
followed by a question and answer session.
Will ask

January 6, 2011 —
The School Committee sent out a press release detailing their
perspective on the timeline leading up to this day, as they prepare to
promote a new school on Fruit Street and ask the voters to pay for it at
a Special Town Meeting in March.
The School
Committee will be promoting the project at several events as well as an
hour before each School Committee meeting in the Middle School Library.
They have released
a document explaining the time line of events leading up to today.

Remember
When?
January 6,
2011 — Time can be measured in many ways, as anyone who is waiting for
the last two minutes of football time knows. It
could
be a half-hour, and for a non-fan, that half-hour seems even longer.
To an eighty year-old, four years can be a drop in the bucket, but to an
internet business person, it is an eon. And so it was in March of 2007
when, 3.5 years after the inception of HopNews, the site saw its
millionth visit. And since then in nearly the same time span, HopNews
has quadrupled that number.
It is due to the community coming together and taking part, whether by
sending tips, news, schedules, stories and photos; or through
advertising. And it is also due to the world-class photography that
HopNews presents to its readers, as well as Town Talk, features,
reports, HD Video and a host of resources available to readers.
Leading up to the one millionth visit, HopNews offered $500 to whomever
would guess the closest to the time the counter turned. One person, high
school student Greg Fraser was the closest to the correct time, March
12, 2007 at 1:24 pm. He and his mom left the studio with a check for
$500. The video of the presentation of the check by video editor David
Sheehan is above, formerly presented only on these pages, but now for
the first time on YouTube.

Mary's warm gentle manner was a special gift she shared with everyone.
Her love for family and friends remained forever enduring. Mary's

an inner toughness that could only be admired. Mary believed the most
precious gift in life is family. She especially enjoyed both watching
and time spent with all the grandchildren growing up, and her winter

years and various administrative positions in the private sector.
She is survived by her three sons, Timothy Wright and his wife Debbie

Two Men Arrested, Arraigned For Receiving Suspected Narcotics Postal
Shipment
Over Five Pounds Of
Marijuana, Numerous Narcotics, And $30,000 Seized in Reading
READING-
January 5, 2011 — Two Reading men, one a Department of Public Works
employee, have been arrested and arraigned on numerous drug charges in
connection with allegedly receiving a suspected narcotics postal
shipment, Middlesex District Attorney Gerry Leone and Reading Police
Chief James Cormier informed the public today.
Joseph Guazzaloca, 56, and Moo
Hwang, 27, both of Reading were arrested last
night and arraigned this morning in Woburn District Court. Guazzaloca,
an employee of the Reading Department of Public Works, was charged with
possession with the intent to distribute a Class D drug, conspiracy to
violate the drug law, possession of a Class B drug (2 counts),
possession of a Class C drug (2 counts), and drug violation in a
school/park zone. Hwang was charged with possession with the intent to
distribute a Class D drug, drug violation near a school/park, and
conspiracy to violate the drug law. Woburn District Court Judge Marianne
Hinkle ordered Guazzaloca held on $500 cash bail and ordered Hwang held
on $250 cash bail.
Their next court date is on
March 4 for a pretrial conference.
“We are pleased that such a
large quantity of narcotics have been seized and taken off our streets,”
District Attorney Leone said. “Illegal drug dealing is at the root of
several evils that create serious challenges to the welfare of our
communities, and all too often causes violence and other crimes to occur
that compromise the safety of our towns and cities. Yesterday’s seizure
and arrests are testament to the good, cooperative work by the agencies
involved.”
"The Reading Police Department is appreciative of the cooperative
efforts of District Attorney Leone's Office, the Massachusetts State
Police and the United States Postal Police,” Reading Police Chief James
Cormier said. “Working together to reduce the illegal narcotic trade in
our community is of the highest priority of the Reading Police
Department. We recognize the far reaching implications of substance
issues and their affects within our community, it is essential we
continue to aggressively work against this scourge."
According to authorities, a
Postal Inspector with the US Postal Inspection Service contacted the
Massachusetts State Police assigned to the Middlesex District Attorney’s
Office yesterday to notify them of a suspected narcotics package being
shipped to a residence in Reading. As a result, two
search warrants were obtained for 61 Arcadia Avenue after the presence of
narcotics in the suspected package were detected by a K9 unit.
At approximately 3:30 pm yesterday, the
Inspector delivered the suspected package and the search warrants were
executed at the residence. Hwang was located outside the residence and
Guazzaloca was located inside the residence with the suspected package.
The execution of the search warrants resulted in the seizure of
approximately five pounds of high grade marijuana in the package, as
well as an additional quantity of marijuana located inside the home.
Additional drugs and drug paraphernalia were also seized, as well as
over $30,000 in US
currency.
The two defendants were arrested at the
scene and transported to the Reading Police Department for booking.
These charges are allegations and the
defendants are presumed innocent until proven guilty.

Framingham District Court Judge Robert Greco ordered Bushfan held on
$5,000 cash bail and released Talbert on personal recognizance.
Their next court date is on January 25 for a
pretrial conference.
According to authorities,
Framingham Police Detectives and members of the Framingham Police SWAT
Team were at 26 Fountain Street
in Framingham
at approximately 12:30 a.m. this morning to execute a search warrant
that was issued for narcotic offenses. Upon execution of the search
