Fees Increased for Inspections

300th Anniversary mulled

June 9, 2010  — The Hopkinton Board of Selectmen voted to increase fees on businesses using services of the Department of Weights and Measures and to create a 300th Anniversary Celebration Committee to prepare for the event in 2015.

                The meeting, which was scheduled to begin at 6:30 p.m. on Tuesday, June 8, ran about 20 minutes late due to the executive session beforehand running late.

                The fee increase for inspections by the sealer of Weights and Measures was the most contentious item, passing by a four-to-one vote, with Selectwoman Michelle Gates opposed. Inspector-Sealer of Weights and Measures Louis Sakin stated that the fee increase would increase the revenue to cover the costs of the services provided by his department, with Board of Selectmen Chair RJ Dourney stating he also supports the increase because, he said, “I would argue that it’s more reasonable for a business to incur that cost” than another business or your home.

                The Department of Weights and Measures operated at a deficit over the 2010 fiscal year, with the Board of Selectmen allocating about $3,700 to the Department.

                The Board voted to establish the 300th Anniversary Celebration Committee following presentation from resident Bob Champney (Photo, right), who organized the town’s 275th anniversary celebration. The Board also voted to approve the Committee’s charge, which Town Manager Norman Khumalo drafted with input from Champney and the Civic Activity Committee.

                ““It is five years away, but that five years is going to fly away,” Champney said of the town’s 300th anniversary.

                The Board presented a commendation to Thomas Reimonn (Photo above with Selectman John Mosher), a high school student who recently achieved the rank of Eagle Scout. In order to earn his badge, Reimonn helped out the Hopkinton YMCA by rebuilding tent platforms for summer campers; building benches and fire pits; and clearing the areas used by summer campers from spring to October of 2009.

                Reimonn earned the rank of Eagle Scout in only three years. Selectman Ben Palleiko, who took part in Boy Scouts himself, praised Reimonn, emphasizing he was genuinely impressed by how quickly he earned the rank.

                The Board also issued a request for proposals for Labor Counsel services on the advice of Khumalo and Director of Human Resources Maryrose Degroot. Degroot stated that, although the town considered using the services of the previous counsel on labor, she and Khumalo felt it was important to get the best value going into contract negotiations in the current economic climate.

                Other business the Board tackled included lifting a hiring freeze in order to replace the Library Technician, who resigned in early May, and assigning themselves as liaisons to all of the agencies and committees under the town of Hopkinton.

Khumalo updated the Board on the ongoing process of the town first receiving ownership of the library and then designing and constructing a new building, with the hopes of obtaining state grants to cover much of the cost. Town counsel Ray Miyares recommended a tri-party contract to ensure the conveyance of the property to the town and continuity in the process of selecting an architect to conduct a feasibility study and design the new building.

                The Board of Selectmen adjourned at about 8:50 p.m., and will hold its next meeting on Tuesday, June 29 at 6:30 p.m. in Room 215 at the Town Hall.

Signalization on the Way

June 8, 2010 — Chiefs of Police, Fire and Highway, as well as representatives and engineers from Legacy Farms, began preliminary work at the Main, Cedar and Grove intersection today. The first phase of the remake of the intersection, which is part of the Host Community Agreement with Legacy Farms, will involve new signals that will respond to the needs of traffic. The existing signals are timed only. Later phases involve a dedicated northbound lane on Grove Street and widening of that roadway.

      Steven Zieff, Legacy project manager said that the work should begin soon, and be completed by the beginning of August.

Marie Simonne (Capistran) LeDuc, 86

 

Marie Simonne (Capistran) LeDuc, born July 27, 1923, went home to be with the Lord, surrounded by the caring residents and staff of Bethany Health Care Center in Framingham on Monday, June 7th. She was predeceased by her husband, Jean Louis LeDuc, who died in 1994. The daughter of Elphege Capistran and Marie Alice (Davignon) Capistran, she is survived by four children, Carolle Lawson and husband Ralph, Francine Harrel and husband Calvin, Jacques LeDuc and wife Karen, and Ginette Hehn and husband Brandon; 10 grandchildren, and 3 great-grandchildren, as well as her brother, Jean Paul Capistran and wife Mary, and 6 nieces and nephews. She is also survived by Gino Palazzo, whom she raised as a child, and his wife Diane Ruscito.

A funeral mass will be celebrated on Wednesday, June 9th , at 11am in St. John's Catholic Church, Church St., Hopkinton, MA. Interment will follow in Wildwood Cemetery in Ashland. There are no calling hours. In lieu of flowers, donations in her memory can be made to The Mustard Seed, c/o St. John's Church, Church St., Hopkinton, MA 01748. Arrangements are under the direction of Matarese Funeral Home, Ashland.

Hopkinton Psychologist Pens Third Popular Book

 

June 7, 2010 — Dr. Arthur Ciaramicoli, Hopkinton psychologist and author of The Power of Empathy and Performance Addiction, has announced a new book, The Curse of the Capable: The Hidden Challenge to a Balanced, Healthy, High-Achieving Life, co-authored with John Allen Mollenhauer.

     In an email to friends and colleagues, he writes:

"Early in life we create a novel, a fictitious story about ourselves that we write based on what we think is being reflected back to us from those around us, as if we are looking at ourselves in a mirror. If the mirrors we are looking into are cracked on inaccurate, we get a distorted view of ourselves as we would in a circus mirror. As a result we create an inaccurate story about ourselves and this story sets the stage for an irrational belief system. A lack of empathy creates an unsupportive internal story, a belief that you’re not quite good enough, which sets the stage for over-achievement in an effort to make up for what is secretly missing inside."

Julian A. "Skip" Bogus Jr., 68

 

Julian A. "Skip" Bogus Jr., 68, of Hopkinton, passed away Sunday, June 6, 2010 at Milford Regional Hospital, after a brief illness. Born in Cambridge, he was the son of the late Julian A. Bogus Sr. and Helen M.
(Galvin) Bogus. He was the husband to Mary Pat (Golden) Bogus of Hopkinton.

Skip was an Air Force Veteran and retired in March 2000 after working 32 years at what is now NStar Gas. He was a member of the Knights of Columbus, the Bishop Rice Council 4822 of Ashland and the Hopkinton Sports Association. Skip was an avid boater.

Besides his wife, he is survived by 2 daughters, Julie A. Ford and her husband John of Hopkinton, Marianne Rososky of Hopkinton, 1 brother, Gerard Bogus of Rockland, a sister, Stephanie Goodspeed of Marshfield and his grandchildren, Corey A Rososky and Raelyn B. Ford both of Hopkinton. He also leaves behind several nieces and nephews. He is predeceased by 2 siblings, Paul and Patricia.

Visitation will be held on Wednesday, June 9, 2010 from 4-8p.m. at the Chesmore Funeral Home of Hopkinton, 57 Hayden Rowe St.
 

A funeral mass will take place on Thursday at 10:00a.m. at St. John the Evangelist Church of Hopkinton. Burial will follow in Mt. Auburn Cemetery. June 5, 2010 — It didn't take long to find this rainbow, which appeared over a home on on Hayden Rowe Street, following the fast moving and violent storm that blew through Hopkinton late in the afternoon, dropping trees and power lines.

Starry, Starry Pond

June 5, 2010 — The thunderclouds over Hopkinton literally opened up and dropped their contents on Saturday, as the water at Ice House Pond boils, and the raging torrent is dropping so fast that a high speed film equivalent cannot even stop their dive to Earth. The drops were so thick as to resemble the night sky with its infinity of stars.

Wide as a House

June 5, 2010 — The enormous root system of this tree was ripped out of the ground on the shore of Lake Maspenock during the violent storm that hit the western part of Hopkinton. The tree landed on the home (See arrow) of its property owner on Hayward Street, causing damage. The Fire Department, the DPW and the building inspector responded.

       In the same neighborhood, there were two poles down on Yale Road, as well as trees down on other nearby streets. School Street and DiCarlo Road were closed due to downed trees, and Checkerberry Road and DJ Murphy Lane lost trees to what some called microburst.

       Below, just a few hundred feet away from the home above, trees were toppled across the entrance to Sandy Island Beach.

Three-vehicle Collision

June 5, 2010 — A female occupant of the gray car was injured in this three-vehicle collision in front of the Mobil station on West Main Street, perhaps the most frequent location for accidents in Hopkinton. A truck (Off-camera) in front of the aforementioned car appeared to have come to a stop, and got rear-ended by the gray car, which was then rear-ended by the car behind it.

June 3, 2010 — The Tri-Valley League Champions the Hopkinton Hillers were eliminated from the South Sectional Playoffs 9-5 in a playoff game in Hopkinton on Thursday. The Hillers pitched Senior Stephen Bianchi ( Iona Bound ) against the scrappy Plymouth South Nine. The Plymouth South contingent got on the board first as leadoff hitter Captain John Carroll hit a Bianchi pitch over the left center field fence to give the visitors a 1-0 lead.

      The Plymouth South nine added three more runs in the 2nd inning as two hits and a walk brought in two more. Jonathan Ho platted a triple bringing home senior captain Chris Papadellis with the Hillers first run. Alex Anagnostaras singled scoring Ho as the hillers picked up another run. The Hillers got three more runs in the 4th inning lead by a two run shot by Chris Papadellis . The Home Run went over the left Center Field fence. Chris Hudson also had a sacrifice fly in the inning.

      The Hillers looked as if they were in control going into the sixth inning, but a double play ball took a funny bounce scoring a pair, and a deep fly ball where Alex Anagnostaras and Luke Haroian collided ( Both players were unhurt and stayed in the game.) tuned the game in a different direction. The visitors had scored five runs and took the lead for good.

      The Hillers had a rally in the seventh as Ho and Peter Carbone singled, but it just wasn't meant to be. The Hillers had a great season; Tri-Valley Champs for the third straight year. No other Hopkinton team has ever accomplished this. Coach Mark Stickney had great praise for his heart-broken Hillers after the game. He talked about how much enjoyment and fun it was to be part of these players lives. ( Well said. ) Great season!! ~Peter Marso.

 

   

NH MAN INDICTED IN CONNECTION WITH ALLEGEDLY STEALING NEARLY $14,000 IN WORKERS’ COMPENSATION BENEFITS

 

WOBURN – June 3, 2010 — Today, a New Hampshire man was indicted in connection with fraudulently obtaining thousands of dollars in workers’ compensation benefits to which he was not entitled, announced Attorney General Martha Coakley.  Daniel Wilson, age 34, of Belmont, New Hampshire, is charged with Workers’ Compensation Fraud and Larceny Over $250.

“The activities alleged in this case represent clear violations of the law and are examples of the manipulation of a system for personal benefit,” said AG Martha Coakley.  “In an economy where so many people are struggling to just find work, workers’ compensation violations and the abuse of a system that helps many deserving recipients will not be tolerated.”     

 In May 2009, the Attorney General’s Office began an investigation after Wilson’s alleged activities were initially investigated and referred by the Insurance Fraud Bureau of Massachusetts (IFB).  In August 2006, Wilson reportedly suffered an injury while working as a heavy machinery mechanic subcontractor on a work site in Milford, MA.   After undergoing surgery for the injury in April 2007, Wilson began to collect workers’ compensation benefits at an approximate rate of $857.00 per week for the period of April 26, 2007, August 15, 2007.  The general contractor of the work site where Wilson was injured learned that during the relevant time period Wilson was allegedly employed as a sub-contractor for another construction company where he earned nearly $10,000 working while out on disability.

The general contractor brought the matter to the attention of the Insurance Fraud Bureau of Massachusetts (IFB) to assess the validity of Wilson’s workers’ compensation claim.  Investigators for the IFB discovered that Wilson fraudulently collected nearly $14,000 in worker’s compensation benefits to which he was not entitled. 

In addition, the IFB discovered that on two separate occasions in August 2007 and August 2008, Wilson filled out and signed Employee Earnings Reports indicating that he did not receive any income while collecting workers compensation benefits. Wilson also attended two separate independent medical exams which were required by his insurer due to his work related injury and at both of these exams he reported that was not working.  After completing their investigation, the IFB then referred the matter to the Attorney General’s Office for prosecution.

Attorney General Martha Coakley’s Insurance and Unemployment Fraud Division works to protect consumers and the integrity of the insurance system by investigating and prosecuting those who commit fraud against all types of insurers, including the Commonwealth’s unemployment insurance and workers’ compensation system.  The prosecution of insurance fraud helps prevent the increase in premiums and taxes that are the result of fraudulent insurance claims.  In Fiscal Year 2009, the Insurance and Unemployment Fraud Division obtained over $2.6 million in restitution orders in 103 matters.

A Middlesex Grand Jury returned indictments against Wilson today.  Wilson is scheduled to be arraigned on June 21, 2010, in Middlesex Superior Court.

The case is being prosecuted by Assistant Attorney General Jennifer Cotter of AG Coakley’s Insurance and Unemployment Fraud Division and was initially investigated by the IFB.

Hopkinton Priest To Preside Over Nationally-Televised Mass

 

On June 13, Fr. Paul Clifford Pastor of Saint John the Evangelist at 20 Church St. in Hopkinton will preside over Mass on CatholicTV.

 

CatholicTV's Sunday Mass is the longest-running continuous live "program" in Boston television history. The Mass is celebrated live on Boston's cw56/WLVI at 7 a.m. every week. It can be seen on CatholicTV cable at 7p.m. every Sunday.
