Town Manager Norman Khumalo and Downtown Revitalization Committee Chair Peter LaGoy want people to know that the questions deal with temporary debt exclusions that expire after their term is up.  Hear and see them in the video above.

Change in School Start Time Considered

May 13, 2010 — At tonight’s School Committee meeting, members entertained starting Center and Hopkins schools five minutes later next school year, at 9:00 am instead of 8:55.  The reason for the switch, according to Director of Finance Geoff MacDonald, is the chronic “on the cusp” arrival of four buses at Center and Hopkins, causing students to enter their classrooms after the official start of school.  Five minutes, suggested MacDonald, would be enough to alleviate this problem.  However, those five minutes would also have to be tacked on to the end of the day, with school ending at 3:15 instead of 3:10.  Jean Bertschmann inquired as to other solutions, citing the struggle that many parents already have in getting their children to after school activities on time.  MacDonald will be going back to the drawing board with the transportation coordinator, bus dispatcher, and school principals to investigate alternate solutions.

 

Chair Nancy Burdick explained how the School Committee’s budget was voted at Town Meeting.  Through some cost savings and “a few slight reductions,” the Committee apportioned $45,460 for an additional teacher.  Class sizes for next year’s second grade will thus be reduced from a projected 24 to 22.   “At this point we’re able to meet the needs that we identified,” said Burdick.

 

As required by Massachusetts General Law, the School Committee held a brief public hearing on School Choice this evening; nobody came to comment.  After a short discussion of this measure that would allow students from outside of the district to attend Hopkinton schools (for a fee), members unanimously voted not to accept students via this program.  Class sizes, and the lack of available space for additional capacity in the schools, topped the list of reasons for their nay votes.

 

Departing Principal Martha Starr presented the 2010-2011 Hopkins School Improvement Plan.  The Committee unanimously voted to accept the Plan, which aligns grammar with state standards, closes the gap on “Open Response” type MCAS questions, and provides for a needs assessment for holding parent evenings with teachers to discuss issues such as homework anxiety.

 

Center School Principal Jen Parson delivered her school’s Improvement Plan, which focuses on the introduction of Full Day Kindergarten, Response to Intervention training and best practices, and literacy assessment.  This Plan was also approved unanimously.

 

Dr. Mary Colombo announced the planned August departure of the Finance Director, Geoff MacDonald; the position will be listed on the district website and will be open until filled.

 

Burdick and MacDonald explained that a School item on the ballot on Monday May 17 could be confusing to voters.  According to MacDonald, the money to finance the Elmwood School Boiler Project has already been borrowed.  It was in hand for the Center School Boiler Project, and is available to be passed on to this related, new project.

It's Official!

May 13, 2010 — Today, Director of  Land Use and Planning, Elaine Lazarus, looks on as Planning Board Chairman Mark Abate signs the recently approved Master Plan Special Permit for Legacy Farms, the 940 residential unit, 450,000 square feet of commercial/industrial/retail space on about 720 acres in East Hopkinton. Mrs. Lazarus rushed downstairs to file it with the Town Clerk to make it official. There is a 20-day window for those who would appeal the decision of the Planning Board.

      Legacy Farms has already filed a preliminary sub-division plan, which is necessary to build a road and infrastructure.

           

Library Building Committee  Interviews Applicants

May 13, 2010 — The Hopkinton Public Library Building Committee interviewed architectural candidates for their feasibility study, which is necessary to qualify for funding for a new or expanded Hopkinton Public Library.

       Locations that have been considered are the current location (if 9 Church Street is acquired), Center School, and four acres off of Claflin Place where the access is, according to one applicant, through the public way, and could involve land taking.

        "We do this because we like it," said Philip O'Brien, principal of Johnson Roberts Associates.

        After interviewing all of the firms, the committee was expected to go into executive session to discuss the applicants, to either maker a decision or move toward a decision.

   

   

Dana Farber benefit concert

6:30 pm • May 26th

On May 26th at the Hopkinton Middle School Auditorium there will be a Dana Farber benefit concert. The concert is being organized by Hopkinton High School Seniors Alex Soifer and Cam Linares and is being run entirely by students.

 

Doors open at 6:00, the concert starts at 6:30, and ends at 10:00. Tickets can be purchased at the door. Adult tickets are 1 for $10 or 2 for $15 and student tickets are $5 each. All proceeds from the concert will be donated to The Dana Farber Cancer Institute. The concert is a senior project of Alex and Cam's that was inspired by the passing of their fellow student and friend Tom Weaver. Come listen to some cool music for a cause. As you may know, funding for the design of major improvements to Hopkinton's downtown was approved at town meeting.  But this important project still needs your vote this Monday, May 17.  Please vote yes on Question 2, and encourage your neighbors and friends to do so as well. 

 

A YES vote on the $400,000 for design will allow the town to leverage $4 million in state funding for the construction of the project

 

A YES vote will only cost an average of $15 per household per year for 5 years and does not increase the overall town budget

 

A YES vote on the $400,000 for design saves $100,000s in maintenance construction costs (we've spent $200,000 on maintenance in this area in the past 5 years and will continue to spend for maintenance without this project)

 

In summary, a YES vote on the $400,000 puts Hopkinton in line to obtain $4 million in state funding, avoids hundreds of thousands in maintenance costs, and is the right decision for our downtown and our community.  Please vote YES on Question 2.

Ciao Time Says Yes to Ballot Question #2

Dear Editor,

 

As a resident and owner of a business operating in downtown Hopkinton I would like to urge voters to vote YES on Question 2 which will be on the ballot next Monday, May 17, 2010.

A YES vote puts Hopkinton in-line to receive state funding, avoids hundreds of thousands in maintenance, and is the right decision at the right time.

Question 2 is the final step in approving funding for design work which will lead to infrastructure improvements in our downtown. I believe that those improvements will attract more private sector investment leading to more businesses locating in downtown and expanding services for all residents.

The revitalization of our downtown has long been on people's short list of priorities for Hopkinton.

A YES vote Monday moves that priority from the wish list to the time to make it happen list.

     At 5:00 pm there will be a pre-ceremony supper at Masonic Hall.

     Then at 5:30 pm there will be a band concert by Shriners Band.

     At 6:30 pm there will be a procession from Masons Hall to the Town Common, where they will be joined by the Boy Scouts for a flag retirement ceremony.

Hopkinton HS Grad Receives Postgraduate Scholarship

 

May 12, 2010 — Emory University hurdler Steve Dry was one of 3 individuals awarded the prestigious NCAA Postgraduate Scholarship based on their athletic and academic accomplishments, in addition to their work in the community, during their time as Eagles. As a result, he will be awarded a $7,500 scholarship, to be used for postgraduate study.

Dry is a four-time All-UAA honoree and has provisionally qualified for the National Championship in the 55 meter hurdles during the indoor season. He played a key role in helping the team to the 2009 UAA Indoor Championship, and has been selected as an Academic All-American.  Academically, he has been named to the Dean’s List every semester, was inducted into Phi Beta Kappa as a junior and is a member of Theta Alpha Kappa.  In addition, he received the Dean’s Achievement Scholarship for undergraduate study at Emory, and was the recipient of the university’s prestigious Bobby Jones Scholarship, just one of four seniors chosen from a graduating class of over one thousand.  He has maintained a 3.99 GPA while majoring in chemistry and religion.

Emory has now been awarded 67 postgraduate scholarships over the school's history, and 50 since 2000, more than any other NCAA institution except Stanford University, which has 53.  Emory's swimming and diving team has seen 23 of its members win the scholarship over the past eight years, including 10 winners over the last four years.

Dry’s honor is the first by a member of the Emory men’s indoor track and field team since former Eagle Chris Nehls won the scholarship in 2004.  He also joins former Eagle Richard Hite (2003) as the third winner from the program overall.

The scholarships are awarded to student-athletes who excel academically and athletically and who are in their final year of intercollegiate athletics competition. The Association awards up to 174 postgraduate scholarships annually, 87 for men and 87 for women.

Dear Editor:

 

I have been a resident of Hopkinton for almost three years. In that time, I have had the opportunity to learn many things about where my family now lives and the history of Hopkinton, how it began, where it is presently, and the many possible directions of the future. It is an interesting town where every resident has something to offer, and I am proud to be one of those residents.

 

Although we have not lived in Hopkinton for years, my family still has a solid interest in the well-being of the town and its future. We have a great desire to contribute, to make a difference and to work hard toward the fundamental goals that make Hopkinton a wonderful town. While living in Maine, my husband Todd made great efforts and had success in achieving positive results for the town of Falmouth. His keen foresight and ability to grasp the needs of our community, both of the present and the future, helped to produce a better place to live. Todd understands the importance guiding our community into an environmentally sustainable community, while using a common sense approach to avoid alienating future commercial growth. With his educational background, Todd is mindful of the necessity for well-developed schools in order to provide for optimal student potential as these people are the future of Hopkinton. As a successful trial attorney and author of many articles on matters of law, Todd has the mindset to sift through the judicial matters that face Hopkinton every day, identifying the facts instead of relying on the “what-if” scenarios. Additionally, he has provided many hours of pro-bono service to our Veterans and the legal battles that, unfortunately, many still have to fight.

 

I’m sure many of you know that success is not measured in a name or how many committees a person has been on, but what a person has to offer, their core values and their common sense. Now that the Annual Town Meeting has adjourned, I hope that you have had the opportunity to understand the dedication Todd Holbrook has toward the Town of Hopkinton, and the concern he has toward timely growth and change. Michael Lawrence Iuso, 24

 

Michael Lawrence Iuso, 24, of Hopkinton, died unexpectedly Monday, May 10, 2010 at his home. Born in Worcester, he was the son of Frank and Mary Grace (Farese) Iuso of Hopkinton.

A lifelong Hopkinton resident, he was a 2004 graduate of St. John's High School in Shrewsbury. He formerly attended Umass Amherst and was a member of the Delta Upsilon Fraternity. He recently graduated from Porter and Chester of Westborough with a degree in HVAC. He enjoyed cooking as well as outdoor activities such as, bike riding, campouts, kayaking, hiking with his dogs, Dixie and Holly and fishing on Lake Whitehall.

Besides his parents, he is survived by his 2 younger brothers, Andrew Iuso, a student in NY City, and John Iuso of Hopkinton. His maternal grandparents, Andrew and Betty Farese of Bronx, NY.; his aunts and uncles;
John Farese, Faye Farese, Joseph Farese, Margaret and Larry Iuso, and Dan and Carmela O'Connor.

Visitation hours will be held on Friday, May 14, 2010 from 4-8p.m. at the Chesmore Funeral Home of Hopkinton, 57 Hayden Rowe St.

State Police VFAS locate subject from Massachusetts Most Wanted list

 

May 12, 2010 — Henry Valerio has been on the Massachusetts Most Wanted list since 2004 with numerous warrants having issued for rape of a child, assault to rape, and indecent assault on a child under the age of 14. 

 

In 1989, Valerio was convicted of the charges in the Worcester Superior Court and while he was out on bail awaiting sentencing, he fled to the Dominican Republic.

 

State Police Troopers assigned to the Violent Fugitive Apprehension Section (VFAS) recently developed information as to Valerio’s current whereabouts and in a joint effort with the Worcester County District Attorney’s office, were able to provide the information to United States Marshal’s Service, who were able to apprehend Valerio in the Dominican Republic.

 

Valerio is currently being held in the Dominican Republic by the US Marshal’s Service and he will be extradited to Massachusetts for sentencing at a future date.

Hopkinton Man Inducted Into SO Hall of Fame

May 11, 2010 — Well-known for his work with Hopkinton Special Olympics, Alec Levine was inducted Tuesday night into the Special Olympics Hall of Fame at the Agganis Arena at Boston University.  It is the biannual Special Olympics Massachusetts Hall of Fame Gala honoring the inductees into the Special Olympics Hall of Fame.

Police Unity Tour

May 11, 2010 — Det. Scott van Raalten and Officer Aaron O'Neill started the Police Unity Tour Sunday May 9th in Edison, NJ, the first 58 miles. On Monday and Tuesday, they rode 100 miles each and will be finishing with another 60 miles on Wednesday.
 

They are joined by Lt. Richard Briggs from Ashland, two Officers from Holliston and 2 support officers in a van and  500-600 hundred Officers from all over the country for a total of 320 miles.


Then on Thursday they join all Police Officers who came to Washington DC by car, bus and plane etc. and have a Candlelight Vigil at the National Police Law Enforcement Monument and remember their fallen Brothers who were killed during duty.

The money raised from the ride will go the maintaining of the Law Enforcement Memorial Monument (it has the names of the fallen Officers engraved), helping the families and starting a Museum for American History of Law Enforcement.

May 11, 2010 — It’s almost time, people! The volunteers have been working for days and hours on end to get the rooms ready for the gigantic, huge Rummage Sale at the Hopkinton Senior Center. Everyone will be working until the last second when the doors open for the first day on Thursday, May 13 at 9 am. Then they’ll still be working while checking out all your great bargain purchases!

 

You won’t believe how much one Great Room can hold—you’ll have to come up and see for yourselves. The kids are going to go crazy with all the toys in the Toy Room; it’s almost like Christmas in there. You know how fast those babies grow out of their infant clothes? Well, there’s a whole room dedicated just for baby and children’s clothing. You can’t beat the prices that are marked! Wait until you see the library—it’s filled with tons and tons of awesome books, videos, jigsaw puzzles, etc. Everything in there is categorized to make shopping easy for you. The linen room has all kinds of blankets, sheets, curtains, yarn and crafts. Each room has it’s own specialty—too many things to list, so you’ll just have to come up to the center and see for yourself. The times again are: Thursday, May 13 and Friday May 14 from 9 am til 7 pm and Saturday, 9 am – 1 pm. Saturday is Bag Day—fill up a bag with anything that fits for one price! Hope to see you there!

 

One of the follow-ups to the Rummage Sale is the Trash and Treasures Fashion Show. It’s a fun get-together for you to show off any clothing and accessories that you buy at the sale—from lovely outfits to something really outrageous and funny. You may get your entry form right at the rummage sale or afterwards at the front desk. Last year was a big hit, so make sure you join in the fun again this year on May 25 at 1 pm.

 

Birthday lunch was postponed from this past Thursday until next Thursday, May 20, so there’s still time to get your reservations in. You’ll be happy to know that the menu special for that day is a turkey dinner! It’s going to be packed, so remember, you need to reserve a space!

 

Don’t forget to vote on Monday, May 17 at the Middle School. Polls open at 7 am and close at 8 pm.

Legacy Farms Master Plan Special Permit Approved

May 11, 2010 — A Planning Board vote to approve a Master Plan Special Permit for Legacy Farms ended an 18 month-long Public Hearing on the matter. The process included setting standards for design principles, building conformity, restricted land, infrastructure, signage, parking, lighting, storm water management, and traffic among others for the 720 acre project.

       Legacy Farms will build its up-to 940 dwelling units and 450,000 square feet of retail and commercial space on pods that will each need approval from the Planning Board.

       In addition, work on the intersection of Grove, Cedar and Main Street traffic signals is a part of the developer's mitigation, which has been scheduled to begin following the close of the school year.

      The room was assured, as outlined in a redesigned traffic plan, that Colella's land will not be taken. However, the Town will take back its "right of way" that has been integrated into Colella's space over the years.

       Planning Board member and fifth generation Hopkintonian, Sandy Altamura, said she believed the way the lot is structured dates back to when the town barn was torn down.

       According to some people present, a period now begins where opponents may appeal the Decision of the Board.

Drive for Life Awards to Honor the Everyday Heroes of Law Enforcement
Two Hopkinton Police Officers Among those to be honored:
Sgt. John Porter and Officer John Moran
75 Award Winners Made Over 3,000 Arrests in 2009
 

(Attleboro, MA) May 10, 2010 -Tomorrow morning, May 11th at 9AM at Devens Common Center  (31 Andrews Parkway, Devens,MA) MADD Massachusetts will honor over 30  Massachusetts State Troopers, over forty-five local police officers, five assistant district attorneys and ten local police departments for their commitment to enforcing drunk driving laws and keeping our roads safe at their 6th annual Drive for Life law enforcement recognition breakfast.

The featured guest speaker for this year's breakfast is Chris Doyle. Chris Doyle is a former Wilbraham Police Officer who was seriously injured and sustained a traumatic brain injury (among other injuries) in the line of duty  in August of 2006 when he was struck by a three time repeat offender while sitting in his cruiser at a construction roadblock. "Keeping our roads safe is dangerous and thankless work," said Mary McNamara, MADD state executive director. "We consider the men and women of law enforcement everyday heroes and Drive for Life is MADD's way of saying thank you for their commitment to enforcing our impaired driving laws."
 
Drunk driving is the most frequently committed violent crime in the United States, affecting 3 out of every 10 Americans. In Massachusetts 124 people were killed in drunk driving crashes in 2008 representing 34% of all traffic fatalities in the Commonwealth. As part of their Campaign to Eliminate Drunk Driving, MADD supports more frequent high visibility enforcement efforts, especially sobriety checkpoints. Ten local police departments will receive Drive For Life awards for conducting a checkpoint in 2010. Research has shown that highly publicized, highly visible, and frequent sobriety checkpoints reduce alcohol-involved crashes and fatalities by an average of 20 percent.
 

"While we've made progress, drunk driving remains a very serious problem in Massachusetts," said McNamara. "MADD will continue to support initiatives to save lives, including the passage of Senate Bill 1925 which would require ignition interlock devices (IIDs) for first offenders in Massachusetts."

According to the Registry of Motor Vehicles, there are over 4,000 repeat drunk driving offenders with ignition interlock devices installed in their cars. Of the over 1600 repeat offenders who have completed the interlock program, only 27 have re-offended, which is a less than 2% recidivism rate.

Interlocks are proven to be up to 90 percent effective, yet it is estimated that only one in eight convicted drunk drivers each year currently get the device, and most of those are repeat offenders.  Sixty-five percent of the public support mandatory interlocks for first time offenders, and 85 percent of the public support mandatory interlocks for repeat offenders.

The Town of Hopkinton is pleased to announce the first payment in the amount of $1,250,000 coming from the state MORE grant for the Hopkinton-Milford sewer connection project. This check will be delivered today to John Manini, Director of Operations - Sewer Commission by Chairman Brian Herr at the Milford Waste Water Treatment Center, on Rte 140 .

 

The Town is also pleased to announce that the Commonwealth of Massachusetts will expedite the payment of the remaining MORE grant balance in the amount of $1,250,000. It is now expected that this payment will be made in June, 2010. Construction of the Hopkinton-Milford sewer connection is expected to begin on May 12, 2010. This project will allow for the expansion of the town’s commercial businesses along South Street.
