Selectmen Consider Requesting CPA Cut

Suggest cuts by teachers

March 1, 2010 — Looking for ways to hold taxes down, Selectmen this evening considered cutting the Town of Hopkinton's Community Preservation Act funding, a Commonwealth of Massachusetts program that once matched 100% contributions of participating towns, but in recent years, has reduced its commitment. Hopkinton signed on to the CPA contribution with a Town Meeting vote, and according to dialogue this evening, could be reversed by a Town Meeting vote.

In addition to funding much of the Lake Whitehall land purchase, the Community Preservation Commission accepts funding requests for active and passive recreation, historical and housing, and have contributed substantially to the Fruit Street Athletic Fields, the ADA compliance at the Library, and many other projects around town.

Selectmen Chair Brian Herr said this evening that Town Manager Norman Khumalo could put an Article on the Town Meeting warrant to reverse or suspend future participation on the program that adds a tax onto the bills of residents, currently to the tune of $690,000.

Town Departments, as well as members of the School Committee, were invited to sit in at what was originally billed as a working session by Selectmen.

Saying that he wanted to keep world-class schools, Selectman R J Dourney added, "The teachers need to face reality; the unions need to face reality.

"I am not asking to compromise the quality of education. Can we expect the teachers to take the same cuts everyone else is taking? I am seeing $550,000 in increases," he said.

Superintendent of Schools John Phelan said that he could not offer any details of negotiating strategy with the teachers, implying that cuts were being discussed.

Selectman Michele Gates said, "'Need' is the operative word here.... I'm sorry Norman; there's got to be a way to cut a little more," she said, referring to the Information Technology budget item.

Mr. Khumalo and Mr. Herr noted that the law allows the town to increase the tax levy by 2.5% each year, but this year, they have kept the increase to less than 1.5%.

The Selectmen will meet next Tuesday and wrap up what they believe should be their final suggestions to the Appropriations Committee, and will  further discuss issues such as the CPA, Stabilization Fund, Capital Improvements, School Impacts, Steps and Raises, Keefe Tech, Information Technology, and the Youth Commission.

Track Athletes at All-States

March 1, 2010 — As the indoor track season comes to an end, several Hopkinton Athletes continue to impress. This talented group qualified for the MIAA All State Indoor Track & Field Championships held at the Reggie Lewis Center. This qualifying meet places the top finishers in each division championship across the state in competition with each other. To participate in the All State meet is truly an accomplishment. This year, six Hopkinton Athletes qualified for this meet.  (File photo)

Cam Fairbanks (4:33.35) placed 14th in the mile and Mike Ronan captured 18th in the 600 meter race with a time of 1:26.10. Although the boys did well, it was the girl’s 4x800 meter relay team of Haley Anderson, Tam Mills, Kim Bolick and Kellie Lodge that was the team to watch. The girls captured fifth place in the race with a time of 9:40.63.

Coach Hall described the event in detail. "Racing against the best in the state our girls more than held their own. With less than 200m left in the race 2nd through 7th were tightly bunched so the race was incredibly exciting. We ended up 5th overall behind such superpowers as Lincoln Sudbury and Newton North and ahead of traditional powerhouses like Newton South, Franklin and Weymouth. Other than Bishop Feehan we were the only top 8 finisher that wasn't from Div 1 - enrollment of closer to 2000. With all four of our girls coming back next year we remain excited." ~ Linda Clancy

HHS Principal Finalists Announced

by Heather Kelly

February 25, 2010 — At tonight’s School Committee meeting, Superintendent John Phelan announced the three finalists for the position of Principal at the High School.

Sarah Ahern, Ed.D, is currently an Assistant Principal at Shrewsbury High School.  She holds a Doctorate in Educational Administration from Boston College, and began her career as a Science Teacher.

Alyson Geary is the current Interim Principal at Hopkinton High School.  She holds a Master’s of Education in School Leadership from Harvard University, and began her career as a Teacher.

Adam Goldberg holds a Master’s of Education in School Counseling from the University of Massachusetts.  He is currently the Assistant Principal at Westford Academy, and began his career as a Guidance Counselor.  The public is invited to attend a “Meet the Candidates” public forum on Tuesday March 2nd at 7:00 pm in the High School Auditorium, where the top two candidates will discuss their backgrounds and qualifications, and will hold a brief question-and-answer session.

Nancy Burdick reported to the Committee that the Town Manager’s budget proposal to the Board of Selectmen included a 0% increase for the school budget, and not the 0.5% increase for which the Committee had voted.  The next step is a Board of Selectmen meeting on Monday March 1st, when the Board will be discussing the numbers in the budget.  The School Committee will be present at that working session.

The School Committee also finalized and approved the 2010-2011 School Calendar.  As happened this school year, according to this calendar classes will once again be starting before Labor Day next fall.  Grades 1-12 will return on August 31st, and Kindergarteners will begin on September 2nd.  Superintendent Phelan explained that, due to Labor Day falling on September 6th, it would be hard to finish up the school year by June 30th unless classes started before Labor Day.  Friday, September 3rd, will be a no school day, which will help preserve the Labor Day weekend.  In addition, the Monday after Thanksgiving will also be a no school day to provide for a day of professional development for the teachers.

Dr. Mary Colombo consulted the State Ethics Commission before bringing up for review the Gifts to Employees and School Committee policy.  It is illegal for school staff, including teachers, to accept gifts over the limit of $50 per calendar year.  “This applies to gifts not just given by a single contributor, but also a group of people,” said Colombo.

Another situation involving ethics was captured by the Admission of Staff to School Events policy.  Once again, the State Ethics Commission weighed in.  While it is permissible for teachers and staff to be granted free admission to school events, the Commission clarified that the School Committee may not grant its own members similar free admission.  The Commission did stipulate that the Superintendent would be free to extend such invitations as he saw fit.

“I think it is good for the kids, the staff, to see you at school events,” said Phelan.  “You are the governing body that is making decisions for the entire school program.”

Dr. Colombo reported that Hopkinton is in the running for a Critical Language Grant that would provide a teacher from China to teach Mandarin language and Chinese culture classes.  The teacher would also be in the elementary schools to engage student interest in taking such courses once they reached the Middle and High Schools.  Burdick told the committee that Marathon, Greece, Hopkinton’s sister city, also has a sister city arrangement with a town in China.  Officials from that town will be attending this year’s Boston Marathon, and the Committee was interested in working to perhaps also become a sister city with this town in China.

Geoff MacDonald reported that four companies have provided bids for the custodial services of the school district.

“We’re in the process of leaving no stone unturned,” said Burdick.  The received cost proposals will be evaluated against the current in-house model of delivering custodial services.

In his strategic plan update, Phelan described the lack of competition in bids for transportation.  Frustrated by receiving only one bid for the bussing of the district’s students, Hopkinton joined with seven other area districts to seek one large collaborative bid.  To their surprise, once again, only a single bid was received.  The district is now looking into whether the ACCEPT Education Collaborative, which provides special education student transportation, would enter the yellow school bus business.

Finally, Phelan announced that Hopkinton is entertaining the idea of receiving foreign students on a tuition basis.   Benefits cited included not only the revenues, but also the presence of students from other cultures in our school system.
