February 6, 2009 — The tow truck operator, from a company out of the area, was quick to get this vehicle back on the flatbed after it fell off and onto Grove Street this afternoon. It is unknown if the damage to the frontend was from the fall, because the driver did not stick around for a Q&A after reloading the vehicle. There was no damage to other property, just to the car that fell.

Smaller Local Aid Cut Highlights Committee Meeting

Looks forward to Center School feasibility study completion

February 6, 2009 — The Hopkinton School Committee discussed the prospect of seeing less cuts to local aid than expected in Gov. Deval Patrick's budget and town meeting articles that will be proposed in a brief, fast-paced regular meeting on Thursday, Feb. 5. Committee members Rebecca Robak and David Stoldt were absent at the meeting, which began at 7:30 p.m.

Dr. John Phelan, Superintendent of Hopkinton Public Schools, began the meeting with recognitions. This included a recognition of the Hopkinton Youth Committee's Martin Luther King Day of Giving Back, which took place on Jan. 19. Over 713 members of the local community participated in a variety of community service project during this event.

Phelan and Committee Chair Nancy Alvarez Burdick then encouraged those in attendance to attend the Hopkinton Education Foundation's Reach for the Stars Winter Gala, which takes place on Saturday, Feb. 7 at 6:30 p.m. in the Lakeview Pavilion in Foxboro.

Dr. Phelan then gave an overview of how Gov. Patrick's proposed budget will impact funding for education and the town of Hopkinton and said, "We were very pleased that the governor's budget spared" cuts to education funding.

Patrick's budget calls for flat local aid funding for education in 2010, as well a cut of around $254,000 in aid to the town government. This cut is significantly less than the anticipated cut of 10 percent of the town's funding of around $7.5 million, which amount to around $750,000. Committee members stated that they foresee a portion of this aid going to increasing the education budget beyond the flat funding the Board of Selectmen requested in a message issued on Oct. 29, 2008.

Burdick then read the letter that the Committee submitted to the Board of Selectmen along with their budget request. The Committee concluded its work on its budget request on Thursday, Jan. 30 after four budget working sessions last month and a process including presentations that began back in Oct. 2008. The final budget request included an increase of $1.2 million in funding, a number higher than the Board's request of a flat funding proposal but $885,000 short of the Phelan's projected fixed budget increases of $2.085 million.

Assistant Superintendent Dr. Mary Colombo then presented the first reading of the School Committee Policy on Family Medical Leave Act. This policy will amend the prior wording to include requirements of unpaid leave for family members of active duty and injured National Guard and military servicemen and women. The amended language of the policy was primarily derived directly from the U.S. Department of Labor's Final Rule on the Family Medical Leave Act, issued Jan. 19, 2009, in order to implement the National Defense Authorization Act of 2008, signed into law by former president George W. Bush in Jan. 2008.

The Committee will change the proposed amended policy to include language directing the reader to specific definitions of terms in the the Final Rule and then presented at the next meeting to be passed.

Dr. Phelan gave a brief presentation on the status of the Strategic Planning Team's progress. The Team, which is working on drafting a new mission statement, vision statement and other goals for Hopkinton Public Schools, met on Jan. 27 to review feedback obtained from focus groups with teachers and community members. The Team will next meet on Feb. 10 to review its top 10 priorities, then present its work to the Committee on Feb. 26.

The Committee then recapped the town meeting articles it had submitted to interim town manager Clayton Carlisle on Friday, Jan. 30. The articles included the Committee's proposed fiscal year 2010 budget; an article cosponsored by the Board of
Selectmen to fund projects to bring facilities into accordance with the Americans with Disabilities Act; funding for a solar energy services project, also cosponsored by the Board; and funding for renovations to the Center School. As Dr. Phelan
explained, the Center School renovations are not nearly ready to begin, but the Committee submitted the article with the possibility that the feasibility study necessary before construction will be completed this spring, and with the hopes that money from the federal stimulus plan being debated in Congress will be available for the project.

Following this, Committee Vice Chair and member of the Financial Working group Phil Totino updated the Committee on several matters that will be addressed in future meetings. The Committee voted by voice to approve paying 43 percent of the cost of a bleacher project — about $51,000 out of around $126,000. It then approved the minutes from two previous meetings, and accepted a $2,000 scholarship, $688 from the Box Tops for Education program and an oven worth $200 for the middle school life skills classroom from Richard and Margaret Litavis.

The Committee convenes next at a regular meeting on Thursday, Feb. 26 at 7:30 p.m. in the Middle School library.

Planning Board to Hear More Legacy Farms Traffic Plans

February 5, 2009 — Despite the downturn in the economy, Boulder Capital President Roy MacDowell Jr. said a few weeks ago, that his company is moving forward with plans for Legacy Farms, a 940 residential unit development with 450,000 square feet of commercial/light industrial/retail space in East Hopkinton. They are in the middle of a public hearing process seeking approval of their Master Plan Special Permit. On Monday, they will continue with their traffic and transportation presentations.

At Boulder's last meeting with the Planning Board on January 13, 2009, traffic engineer Robert Nagi of Vanesse Hangen Brustlin, Inc. (VHB) presented phases of plans for the to-be remodeled intersection at Peach and East Main Street, which would eventually include a traffic light in the last phase. That's not the only intersection to be redesigned.

The first phase of the Main/Grove/Cedar Downtown intersection improvements slated for this spring is smart signalization, which would improve traffic flow significantly in all but the most peak times. This improvement is part of the Host Community Agreement negotiated with the town

The final phase for the intersection — a segment is shown above — takes into account the removal of at least 11 parking spaces from around the intersection, in order to add lanes for turning and merging, Mr. Nagi has stated. At least 7 of those spaces will be around, and across from, the Hopkinton Gourmet.

At the January 13, 2009 meeting, Mr. Nagi said that the Main/Grove/Cedar intersection is in a failed status, and at full-build, even after the improvements, the intersection will fall back into a failed condition.

The full-build is projected to be more than a decade away. The first part of the project itself is to begin on the southern side of East Main Street.

The public hearing will continue on Monday, February 9, 2009 at 8:00 pm at the Fire Station Meeting Room.

February 4, 2009 — Above is the McFarland/Sanger house on Lumber Street after a new roof was installed and paid for by Capital Group Properties, the company that built the new living units behind this historical home. The company has just donated $10,000 to the Hopkinton Historical Preservation trust, in large part to continue restoration of this building, as part of their contribution to the town. That adds to their donation of the building itself, and the restoration of its exterior.

According to Historical Commission member Robert Ionta, CPA funds are not allowed to be used for maintenance, so the town needs other sources of funding for the maintenance of historical assets, such as the Gate House and the Train Depot.

People who would like to contribute to the fund are urged to visit the Commission's website and contact a member for more information.

Stolen Hopkinton Goods Recovered

Ashland/Hopkinton/Milford Joint Investigation

February 4, 2009 — Today at about 1:10 AM the Hopkinton Police Department received a call from the Ashland Police Department that they had recovered some items that had been stolen during some thefts from vehicles in Hopkinton the week before on Glen Road.

An Ashland Officer discovered GPS devices in the possession of a 17 year-old Milford male during a traffic encounter that were determined to have been stolen from vehicles in Hopkinton last week.

Detectives and Officers from the Hopkinton Police and Ashland Police interviewed the suspect and obtained his consent to go to his residence in Milford to look for further items that he had in possession related to the thefts from the vehicles in Hopkinton.

With assistance from the Milford Police Department, the Detectives were able to locate other items from the vehicle thefts in Hopkinton. There are others items that were recovered that the suspect admitted to stealing from vehicles that have not been linked to reported thefts at this time.

The items recovered include laptop computers, IPODS and other MP3 players. The suspect told Detectives that the items were stolen from vehicles in Milford or Hopkinton in the area near Milford’s Purchase Street and Hopkinton’s South Street

Detectives from the Hopkinton, Ashland and Milford Police Departments are conducting the investigation and are trying to identify the owners of the recovered stolen property in the suspect’s possession. The suspect said he thought he was in Milford during the thefts.

Charges against the suspect are pending at this time until the investigation has been completed. The suspect will be identified upon being charged.

Fatal Crash on Route 95 South in Attleboro

Driver not wearing seat belt

February 4, 2009 — This morning at approximately 3:18 a.m., Troopers assigned to the State Police Barracks in Foxboro responded to a two-vehicle crash on Route 95 South near exit 3A in Attleboro that resulted in one fatality.

The preliminary investigation by Trooper Jason Morse indicates that 27 year-old Christina Kuhn of Cumberland, Rhode Island was operating a 2002 Nissan lost control of her car, first striking the guardrail, then striking a 2007 Chevrolet, operated by 63 year-old Gary Nash from Foxboro. The Nissan then rolled over seriously injuring the unrestrained operator. The operator of the Nissan was not wearing a seatbelt at the time of the crash and was pronounce deceased at the scene. The operator of the Chevrolet was not injured.

This crash remains under investigation with the assistance of the State Police Collision Analysis and Reconstruction Section, the State Police Crime Scene Services Section and the Medical Examiner Office. The Attleboro Fire Departments and Mass Highway assisted troopers at the scene.

Board of Public Works Proposes Change in Town Charter

February 3, 2009 — In a power struggle last year between then Town Manager Anthony Troiano and the Board of Public Works, Town Counsel Ray Miyares offered the opinion that the Town Manager is responsible for appointing or removing the DPW Director. Mr. Miyares also wrote that according to the Appendices of the Town Charter, that the Town Manager is responsible for supervising the DPW itself. The Board of Public Works seeks to change that.

Chairman of the BPW, Dan McIntyre (File photo), said today that when the Charter was written, the Selectmen had the authority to hire and fire that is now invested in the Town Manager position, one created by the Charter.

However, the Board of Public Works was created after the Charter was written, said Mr. McIntyre, and their Board seeks to amend the Appendices to the Charter to place the responsibility of hiring and firing the DPW Director in the hands of his Board. They have sent language to Mr. Miyares to present an Article to Town meeting to do that.

"We want everyone to be aware that we are an elected board. We weren't when the Charter was adopted," Mr. McIntyre said.

"We want to formalize the Board into the Charter — we could fall into the section that deals with elected boards," he said.

Reached by telephone, Mr. Miyares said that although Mr. McIntyre could talk about the article, he could not, due to attorney/client privilege.

However, he did concede that the actual language hasn't been decided, and said, "There are still conversations happening."

Boys and Girls Track Teams Win 2^nd Straight TVL Championship Meet Titles

February 3, 2009 — This past Saturday, the Boys and Girls track teams continued their winning streak on the Reggie Lewis track as they secured their 2^nd TVL Championship Titles.　 Each member of the teams that participated on Saturday had qualified for the TVL championships based upon times and performances earned during the regular season.　 Many of the athletes ran hoping to make state qualifying times and/or end the season with a personal record (PR).　

While the entire meet was exciting, two records were set by the girls.　 Molly Morningstar set a new school record in the 55m dash with an amazing time of 7.43 seconds. 　Morningstar also won the long jump with a jump of 15’7” qualifying for States.　 Molly Kessler set a new school and TVL meet record in the 600m run with a time of 1:38.54.　 This time was also a TVL all-time record.　 Kessler (5:23.99) also won the mile beating standout Rosie Keough of Holliston by 2.7 seconds.　 Another big winner on Saturday was Cecily Boyce.　 Boyce jumped 5’2” in the high jump, ran the 55m hurdles in 8.92 and ran the 300m in 42.65 seconds, winning all three events. The 4x400 relay team of Jenn Lynds, Caitlyn Dourney, Emily Jarvis and Molly Morningstar won with a time of 4:13.43.　

Maggie Olney threw the shot put for 26-05.25 earning her 8^th place in the league.　 Freshman Jenn Lynds jumped 4’8” for 6^th place in the high jump.　 In the girls 2 mile run Hopkinton had 4 girls place in the top 10.　 Lauren Shultz (12:02.77)(3^rd), Becca Govoni (12:08.49)(4^th), Erica Normandeau (12:17.61)(7^th) and Haley Anderson (12:42.16)(10^th) all ran very strategic races.　 In the hurdles preliminaries, Samantha Prescott (9.81) and Kelly O’Connor (10.02) placed 8^th and 11^th respectively.　 Prescott moved onto the finals and ran 9.63 for 7^th place overall.　 This performance qualified her for States.　

In the 55m dash preliminaries, Morningstar (7.75), Courtney Onofrio (8.05), Sheena DuPuy (8.12) and Samantha Bond (8.30) took the 3^rd, 8^th, 9^th and 13^th places respectively.　 As noted above, Morningstar won the finals and Onofrio (8.15) placed 8^th.

Keeping Kessler company in the mile were Kellie Lodge (5:43.96)(4^th), Lauren Shultz (5:45.22)(6^th), Erica Normandeau (5:52.77)(9^th) and Gretchen Claffey (5:52.77)(10^th).　 Kessler was joined in the 600m race by Kimberly Bolick (1:41.45)(3^rd) and Kellie Lodge (1:46.07)(6^th).　 In the 300m run, Caitlyn Dourney (43.06) was 2^nd behind Boyce.　 Sheena DuPuy (46.51)(7^th) and Courtney Onofrio (46.57)(8^th) also ran the 300m.　

In the 1000m race, Hopkinton had five girls qualify for the TVLs.　 Tamara Mills (3:15.83)(2^nd), Brianna Roche (3:17.39)(4^th), Jaclyn Perrault (3:22.52)(7^th), Andrea Gendron (3:26.78)(10^th) and Abigail Perrault (3:28.66) (12^th) all ran great races.　 Both Gendron and A. Perrault turned in PRs while Mills and Roche qualified for States.

Marissa Mahoney (13’2”)(6^th) and Hannah Krueger (12’8.25”)(7^th) participated in the long jump with Morningstar.　

Many of the girls have qualified for the Division 3 State Championships to be held at the Reggie Lewis Center in Boston on Friday, February 20, 2009.　 They are hoping to win the Division 3 State title and turn in many personal best performances.　 In any case, all of the 84 girls on this year’s track team are proud of this season’s success and will be wishing the best for their teammates at States.

Hopkinton Police Department Offers Free Gun Locks

The Hopkinton Police Department has partnered with Project Child Safe to provide free gun locks to Hopkinton residents. The gun locks are provided free of charge for the Hopkinton Police Department to distribute to anyone who needs a gun lock to keep guns from the hands of children.

Lt. Richard Flannery said today in a press release, “Project Child Safe makes it easy for the Hopkinton Police Department to obtain the locks so we can get them out to people and make it safer for our children who could have access to guns”.

Project Child Safe has provided the Hopkinton Police Department with approximately 600 gun locks and gun safety materials over the past couple of years. Chief Thomas Irvin stated “We are grateful to Project Child Safe for allowing us to partner with them to provide this valuable service to our residents”.

Fatal Pedestrian Crash on Route 495 in Haverhill

February 2, 2009 — Today, at approximately 2:05 a.m., troopers assigned to the State Police Barracks in Newbury responded to a single-vehicle pedestrian crash on Route 495 South, in the area of exit 49, in Haverhill that resulted in one Fatality.

Preliminary investigation by Trooper Matthew Heaphy indicates that a 46-year-old Gordon Lewis of Maine was operating a 1991 Peterbilt tractor on Route 495 South in Haverhill when the vehicle struck a pedestrian in the roadway. The pedestrian, 25-year-old Dilber Valdez of Chelsea, suffered serious injuries in the crash and was declared deceased at the scene.

This crash remains under investigation with the assistance of the State Police Crime Scene Services Section and State Police Collision Analysis and Reconstruction Section. The Haverhill Police Department, the Haverhill Fire Department, the Medical Examiners Office and MassHighway assisted troopers at the scene.
