December 7, 2008 — A long lens catches a seagull on the edge of some thin ice on Lake Maspenock enjoying a recently acquired morsel. A wooden bench, reminiscent of a recently past season, stands sentinel over the exposed rocks, many of which usually lurk beneath the surface when the lake is at full capacity, posing a danger to the unknowing. Former Hopkinton Selectman Dies Following Surgery
December 7, 2008 — Orleans Selectman John Hinckley Jr., who served for years as Hopkinton Selectman and as a Hopkinton Youth Commission member, died last night following heart surgery at Cape Cod Hospital, according to the Cape Cod Times' online news site. Mr. Hinckley, a diabetic, served as a medic in the Navy, where he met his wife, Jane. Although a longtime Hopkinton resident, several years ago, he and Jane returned to his family's home in Orleans, from where he served as Town Manager for Wellfleet for several years before being elected Selectman for several terms in his home town. According to information on the Town of Orleans website, Mr. Hinckley was a Selectman who served as Chairman of the Board of Selectmen last year, and had until 2011 for the expiration of his term. While living and serving in Hopkinton, Mr. Hinckley was known for being accessible and professional in his public life. While serving in Hopkinton when Hopkinton had a different political makeup, Mr. Hinckley once noted, "I'm actually a Republican, but when I first ran, you had to run as a Democrat to get elected." LMPA Not Supportive of Rezoning Hopkinton Square for Hotel Overlay District
To The Editor: You may have heard about a zoning change being evaluated which proposes the creation of a “Hotel Overlay District” in several areas of town. Two of the proposed sites are in the vicinity of the lake and could have environmental and/or quality of life implications. The Town of Hopkinton Zoning Advisory Committee has met several times to discuss the requirements and location of the overlay district. Members of the LMPA executive board have been attending these meetings and have provided input to that committee. The LMPA’s mission statement is to protect and monitor the lake and the surrounding area. For this reason the Executive board felt that it was appropriate to comment, as an organization, on only the two sites closest to the lake. A map outlining the 2 sites is attached.
The Hopkinton Square site (Corner of South St. and W. Main) was originally re-zoned to business at town meeting 2 years ago. Much of the support, from the lake area residents, for that change resulted from the promise of shops, restaurants and offices which would benefit the lake area neighborhood. If a hotel was built on this site these hoped for conveniences would be lost. In addition, there is no other land in the lake area, with appropriate zoning, where those types of businesses and services could be placed. FULL LETTER |

December 6, 2008 — The group of firefighters and police worked at the Hopkinton Fire Station today and assisted close to twenty residents, most of whom did not have their seats installed correctly, were using a recalled seat, or had an expired seat. Only one seat was installed correctly, according to Lt. Gross. They replaced three seats as part of the program. |

The apron in front of the structure needs to be rebuilt, and new drainage installed, to keep the basement of the building from taking on rain water. SUNDAY TAPS VIGIL, DECEMBER 7, 2008 Hopkinton to join thousands of communities across America
Please join the Hopkinton Veteran’s Celebration Committee on Sunday, December 7, 2008, the 67th anniversary of Pearl Harbor, as we join thousands of communities across America for a remembrance ceremony at the Senior Center in Hopkinton, Massachusetts. The Committee is hosting a “Sunday Taps Vigil” starting at 7:00 p.m. The ceremony will consist of a short tribute to American soldiers, veterans and their families and is expected to last 15 minutes. The ceremony will include the sounding of the 24 hauntingly beautiful notes of “Taps”.
“Taps” traditionally serves two important purposes. At military outposts around the world it is played in the evening to signal the time for quiet, rest and reflection after a day of duty. It is also mandated by the Department of Defense to be sounded live by a bugler, if possible, at the funeral of each and every American veteran as a final tribute to that individual veteran’s honorable time of service to his or her country. An average of over 1,600 American veterans are laid to rest each day.
Hopkinton has held this ceremony, on the first Sunday of each month, since it was initiated in March 2004 by the national non-profit organization Bugles Across America. Elders Need Help Shoveling and Cleaning Cars
We often tell ourselves we’d love to do something worthwhile for others, if only we knew what it was or if only we knew there was a need. Well, there’s an opportunity to help right here in Hopkinton during the winter months.
For some of our senior citizens living at the Hopkinton Housing Authority (subsidized housing for the elderly located on Davis Road, behind the Police Station), these are especially tough months. Many elderly residents have cars and rely on them to get out and about and wish to keep their cars on the road for as long as is safely possible. The parking at the Housing Authority is ample enough, it’s just that the parking spots are not covered. So, when a snowstorm is over and the road and walkways have been cleared, residents are required to clean off their vehicle and move it to a designated spot on the Housing Authority grounds so the parking areas can be plowed. Many of these residents do not have family in the area on whom they can call to perform this very exhausting task, especially if they’re in their 70’s or 80’s. It would be wonderful if we could have a name (family or individual) and tele number to give to each resident who needs assistance with cleaning off their vehicle to call upon to see if someone can come to give them a hand with this task. For a younger person, this might take 15 minutes to half an hour, depending on the size of the storm. For an elderly person, it might take 45 minutes or longer if they need to stop frequently for rests.
So, here’s your opportunity, fellow Hopkinton residents. Please contact me if you’d like to be one of the volunteers who can “do a good deed” right here in town this winter by helping our elderly residents at the Hopkinton Housing Authority in this manner. Believe me, they will be most appreciative. We will coordinate this effort and assign volunteers to a particular elder in need. Not So Fast Contract mandates 90 day notice for Chief Daugherty

December 3, 2008 — Fire Chief Gary Daugherty was chosen by Framingham Selectmen as their choice to replace their current chief. However, Chief Daugherty was not available for comment today, when a reporter called on him at Town Hall. "I've not confirmed what the situation is," said Selectmen Chair Brian Herr this afternoon, in regard to whether or not Chief Daugherty, who is doubling as Interim Town Manager, will accept the Framingham offer. "I know we have a contract in place that prevents a hasty departure," he said, but then opened the door for an early departure. "We can certainly work things out so that there is a mutually beneficial transition," he added. "Framingham probably wants him today," he speculated. Mr. Herr said that at next Tuesday's Selectmen's meeting, if Chief Daugherty accepts the new position, the subject of a new Fire Chief will be on the agenda for 7:15 p.m., and the Town Manager discussion will take place at 8:00 p.m. "This is a great job for him — a larger community, more responsibilities. It is a great career move for him and it bodes well for Hopkinton that we've got talented people," Mr. Herr said. Treasurer/Collector Maureen Dwinnell, who was asked to throw her name in during the last Interim Town Manager discussion, was asked if she would consider applying again. "No one's asked me," she said with a chuckle. "I'm sure they'll find someone by then [Daugherty's departure]," she added. Hopkinton's Director of Human Resources, Maryrose DeGroot, said today that the job of Fire Chief in Hopkinton is a Strong Chief, who must be hired through the Board of Selectmen. Section III of Mr. Daugherty's contract as Fire Chief states in part, "Should the chief desire to resign his position as Chief of the Fire Department at any time prior to the expiration of the term thereof, he shall give the Board notice in writing, not less than 90 days prior to the date of such resignation of his intention to resign, in order to provide the Board with sufficient time to undertake a search for a replacement." Chief Daugherty's term is from July 1 to June 30 of the following year, but it is unclear as to the number of years left on the contract. |
