Town manager Surprised by Bond Bill

From Karen Spilka:

In Hopkinton, funding was secured in the transportation bond bill for roadway safety improvements to Routes 135 and 85, as well as to West Main Street.  $2.5M is dedicated to the rehabilitation of the historic town hall through the capital bond bill, while the environmental bond designated $100K for the repairs, maintenance and operation of Lake Maspenock. ~ State Senator Karen Spilka.

From the Town manager:

All funds listed in the article are bonded, but the Governor’s Office needs to release the funds.  All  bonded funds fall under this provision.  The funds are for Hopkinton. The Town needs  to develop a dialogue with the Governor’s office regarding the road, dam and town hall funds. Senator Spilka has advocated for Hopkinton,  and we need to continue the process.  The Town Hall Funds were included in the Bond Bill by her at the last hour, I was not expecting bonding this year.

Middlesex County Register Of Probate Arrested For Theft Of Public Monies

Arrest Of Elected Official Comes After Weeks-Long Investigation That Included Video Surveillance Of Alleged Crimes

CAMBRIDGE – The Middlesex County Register of Probate has been arrested in connection with his alleged theft of public monies, Middlesex District Attorney Gerry Leone announced today.

John R. Buonomo, 56, of Newton, was arrested today by Massachusetts State Police assigned to the Middlesex District Attorney’s Office. He was charged with 18 counts of breaking and entering into a depository, eight counts of theft of public property by a City/Town/County Officer, and eight counts of larceny under $250.

It is alleged that Buonomo, a county-wide elected official, engaged in a repeated pattern of stealing cash from copy machines and money machines at the Office of the Register of Deeds over a period of weeks. Video surveillance cameras installed by the Middlesex District Attorney’s PACT Unit captured the defendant engaged in these acts numerous times during the months of June, July, and August. The Register of Deeds office is located in the same building as the Register of Probate office.

“It is highly troubling that a public official would engage in the kind of brazen theft of public monies that we allege here,” District Attorney Leone said. “We believe that Mr. Buonomo violated the public’s trust by regularly accessing these cash machines without authority and stealing taxpayer money. I want to thank the Secretary of State's Office, the Registry of Deeds, the Trial Court, and the Chief Justice for Administration and Management for their cooperation during this investigation. I also want to commend the members of the Massachusetts State Police in our PACT Unit for their comprehensive investigation – and that investigation continues."

MOST WANTED FUGITIVE SEEN IN OREGON

MASSACHUSETTS STATE POLICE WORKING WITH LAW ENFORCEMENT AGENCIES IN PACIFIC NORTHWEST TO TRACK MICHAEL BRESNAHAN

Massachusetts State Police announce that MICHAEL T. BRESNAHAN, one of Massachusetts’ Most Wanted fugitives, was spotted last weekend in a store in Springfield, Oregon and was last seen hitchhiking on a highway in that state. Bresnahan, 36 (D.O.B. 1/31/72), is wanted for terrorizing and sexually assaulting a 61-year-old woman after forcibly entering her home in Winchendon, Mass., last year.

Bresnahan, who has been featured on the television show “America’s Most Wanted,” was seen Saturday night purchasing camping equipment in a Walmart in Springfield, Oregon. Further information developed by local police there revealed that Bresnahan was last seen hitchhiking later that night in the northbound lane of Interstate 5 in Springfield.

Investigators believe that Bresnahan frequents truck stops and maybe hitchhiking with truck drivers.

An image and description of Bresnahan is below, right, and a surveillance image, taken from a Wal-Mart security camera, positively identifies Bresnahan. Massachusetts State Police warn that Bresnahan should be considered dangerous and potentially armed, and urge anyone who sees him to contact police immediately.

Bresnahan broke into the Winchendon home of his victim, a former school teacher, early on the morning of Aug. 30, 2007. Armed with a knife, he held her against her will for more than two hours while assaulting her. Based on evidence gathered during a subsequent investigation, Winchendon Police obtained an arrest warrant for Bresnahan out of the Winchendon District Court.

Bresnahan is 5’9” tall and weighs approximately 160 lbs. He is Caucasian, with a light complexion and blue eyes, and brown hair, which he may be wearing long or in a pony tail. Bresnahan has several tattoos: a woman’s head on his chest, a music note on his wrist, a panther on his right upper arm, a rose and heart on his right forearm, and an eagle on his left forearm. A fan of rock music, Bresnahan enjoys playing guitar. He may be using aliases.

Anyone with information about Michael Bresnahan or his whereabouts is urged to contact the Massachusetts State Police Violent Fugitive Apprehension Section at 1-800-KAPTURE (1-800-527-8873).

Final Bond Bills Retain Funding for Holliston, Hopkinton & Medway Projects

August 5, 2008 -- State Senator Karen Spilka and Representative Paul Loscocco announced on Thursday the final passage of a number of bond bills that include funding for projects and initiatives benefiting Holliston, Hopkinton & Medway.

"These bond bills will go far towards addressing many of the infrastructure needs of these towns," stated Senator Spilka.  "Addressing potential safety hazards, environmental degradation and declining buildings is the best way to maintain a high standard of living in the MetroWest, as well as keep the region economically healthy.  I am pleased that my colleagues in the House and I were able to secure these funds to help strengthen the area as it continues to thrive."

"These bond bills are bringing millions of dollars to fund necessary projects in our towns and the entire MetroWest region," stated Representative Loscocco.  "I am very appreciative of my colleagues in both the House and Senate, and I am very happy that we were able to help secure funding to address the health, safety and environmental needs of our communities.  This money will go a long way to maintain the high standard of living and economic vitality of the region."

Holliston is set to receive $2.75M for roadway safety improvements to Norfolk, Central and Highland streets through the transportation bond bill, while the capital bond bill provides for $750K for repairs and renovations for the town's senior center.

In Hopkinton, funding was secured in the transportation bond bill for roadway safety improvements to Routes 135 and 85, as well as to West Main Street.  $2.5M is dedicated to the rehabilitation of the historic town hall* through the capital bond bill, while the environmental bond designated $100K for the repairs, maintenance and operation of Lake Maspenock.

Medway secured $300K for the design of Route 109 and Holliston Street and the intersection of Route 109 and Pond Street in the transportation bond bill, while the capital bond bill sets aside $1.2M for repairs and improvements to the town's senior center.  The final environmental bond bill also includes $100K for dam repair and $3.5M to address water quality concerns due to failing wells in the town.

The transportation, capital and environmental bond bills were passed by the Legislature during debate that lasted late into the evening on the last day of formal sessions during a two year period.  The bills now go to the Governor for his signature.

* Town Manager Anthony Troiano today said that he did not know of any $2.5 million for a renovation of the building.

Surreal Scene

August 5 ,2008 — The command post for the successful search for a missing 12 year-old girl last night offered a surreal, movie-like quality that brought public safety officials en masse to this peaceful, out of the way family neighborhood.

Police: 508-497-3401 - Jot it down.

August 4, 2008 — Above, Hopkinton Police Chief Thomas Irvin walks through the Command Post on Blueberry Lane during the early part of the search.

UPDATE: 12:00 a.m., Tuesday, August 5, 2008 — Scores of people showed up on Blueberry Lane after a automated CTY message from Hopkinton Police Chief Thomas Irvin to residents alerting them of a missing, thinly-built, twelve year-old girl with long, straight blond hair, wearing a purple sweater, green shorts and black flip-flops.

A helicopter from the Massachusetts State Police Air Wing flew overheard throughout most of the search, dogs searched the home, and two dog teams tried to follow the scent. Cruisers circled the neighborhood and surrounding streets hoping to find the girl, or contain movement of the girl to her comfort zone, and around ten Hopkinton Police Department personnel were deployed, as well as at least a dozen Hopkinton Fire Department personnel.

One police officer said that the search was about to be escalated to search and rescue professionals when, despite all of the thermal imaging cameras, dogs, helicopter, and whatever high tech devices were in the toolkit, good old-fashioned police work found the girl.

Hopkinton Police Officer Phil Powers discovered her sleeping in the woods behind the Hank Fredette Skate Park in EMC Park, appearing healthy but covered with mosquito bites. She was transported by Hopkinton Ambulance to Milford Hospital

"Poor kid," said one police officer.

People called and emailed HopNews, and many posted updates on the discussion page, Town Talk, exchanging information, some of which had came networked over cell phones.

Undoubtedly, a family, a neighborhood, and an entire town are grateful and relieved.

Below, Hopkinton Police Officers Gregg DeBoer and Aaron O'Neil take positions at the entrance of EMC Park to allow only emergency personnel to pass.

Senior Citizens: Do Not Miss Out on Economic Stimulus Payments

Are you one of the many people who normally do not have to file federal income taxes because your income is quite low? This year it’s different.

To receive an Economic Stimulus Payment, you should file Form 1040A with the IRS by October 15, 2008. This includes people who receive at least $3,000 in earnings and/ or benefits from Social Security, VA disability or a Retired Railroad Worker’s pension.

Visit www.IRS.gov  for details. Or ask a friend or relative for help going online. Don’t let a little paperwork keep you from getting your stimulus payment.

You may also contact the Senior Center and we can set you in the right direction.

Girl Scouts Turn Trash into Cash for School Supplies for Project Just Because

August 3, 2008 — On Saturday August 2nd the Girl Scouts of Junior Troop 3789, staffed the Hopkinton Recycling Center shack from 7:30am to 3:00pm to collect donations of redeemable cans and bottles.  With a goal of redeeming $100 worth of empty bottles and cans, the scouts planned to purchase school supplies for needy children. Donations from neighbors and friends brought them halfway to their goal before Saturday. Great advertizing and strong community support for the recycling center event resulted in a total of 5125 redeemable cans and bottles.

Eighth Middlesex District State Representative candidates, Democrat Carolyn Dykema and Republican Dan Haley dropped by to lend their support to the community drive. Carolyn Dykema donated bottles and cans and Dan Haley donated boxes of school supplies.

Armed with today's Target and STAPLES newspaper flyers, the scouts went shopping for school supplies to donate to Project Just Because. Thanks to the very warm reception and support offered by the Milford STAPLES Sales Associates and Manager, the scouts purchased hundreds of needed items listed on the Project Just Because 'Back to School Supplies' list. The scouts are thrilled with the success of the can and bottle drive, but they want to remind the community that Project Just Because is receiving record requests for school supplies this year. For more information on what school supplies are still needed and where donation drop-off bins are located, interested parties can access the www.projectjustbecause.org website for details.
