Selectmen Choose and Deny Ballot Questions
April 8, 2008 — Selectmen breezed over a laundry list of Town Meeting articles and decided to send some to the ballot box if passed, and to deny others. With very little discussion — the Board discussed heard most of the requests at their quarterly meeting — the Board voted against a salt storage shed, an F-350 truck, and $555,000 for land on Wood Street, under the DPW. In the Water Department column, they voted against a new dump truck, but pushed forward a $200,000 paint job for a water tank. They voted in favor of $500,000* for an Input/Infiltration study and a against a $45,000 service truck for the Sewer Department. The Fire Department had a request for an engine for $450,000, but the Capital Improvements Committee and the Selectmen voted not to put it on the ballot. However, because the truck won at the ballot last year, all that is needed for the item to be put on a debt exclusion is a vote at Town Meeting this year, according to Selectmen Chair Muriel Kramer. They did vote in favor of $157,232 for ADA compliance in a Board of Selectmen sponsored request, and $25,000 for assessment certification for the Board of Assessors. The Selectmen also voted in favor of $1,000,000 in CPC funds toward Fruit Street athletic fields, contingent on an agreement between sports organizations and the Parks and Recreation Department. The Downtown was a loser as the Selectmen voted against a total of $170,000 toward crosswalk updates and sidewalk repairs. The School Committee won the $525,000 Center School feasibility study, but was denied $206,000 for an upgrade of the Loop Road. In addition to the Fruit Street fields, the Community Preservation Commission got Selectmen's approval of ballot questions for the demolition of the Shepard house ($20,000), $6,000 for Whitehall trails and $10,000 for ADA compliance for the Library door. But CPC requests for a $5,000 historic buildings survey, $5,000 for work at the Route 85 stone bridge, and $10,000 for a fence at the Emerald Hills soccer field were all denied. Flame to Reach Hopkinton on Saturday, April 19

Ashland was the original start of the Boston Marathon, and has a park at that site on Pleasant Street dedicated to that history. April 8, 2008 — The Flame of the Marathon Run, a gift from Hopkinton's Twin City, Marathon Greece, is tentatively set to arrive at the Hopkinton Common and then the Hopkinton Police Station for temporary safekeeping on Saturday, April 19. The flame will continue to burn on the Common until Patriot's Day, and the start of the race. The flame, which was lit for the first time last November at the tomb of the warriors of the Marathon battle of 490 b.c., will first arrive in Boston accompanied by the Mayor of Marathon, Greece, Spyros Zagaris, and the son of winner of the 1946 Boston Marathon, Dimitri Kyriakides, on Wednesday, April 16. Board of Selectman Chair Muriel Kramer said today, "Hopkinton is very much looking forward to a weekend of celebratory events in honor of our receiving the Flame of he Marathon Run. "We are pleased to continue to build our sister city relationship with Marathon, Greece. "Hopkinton is especially proud to have the flame housed permanently to honor the start of the Boston Marathon and our connection with Marathon, Greece," she said. Timothy Kilduff, President of the Hopkinton Athletic Association, said today that he hopes the flame will have a permanent home at a planned Marathon Museum on East Main Street. He was also quick to make the point that this flame has no relationship to the Olympic Flame, over which there have been many recent protests. |

Scenic Road Proposal Gets Planning Board Nod Strazzulla Building Passes Legacy Farms Offers Traffic Mitigation

April 7, 2008 — The Planning Board held a hearing Monday evening to consider a citizens' petition gathered by Reservoir Road resident Julia Linnell, to make the section of Wilson Street north of Rafferty Road designated as a scenic road. Wilson Road is already a scenic road from East Main Street to Rafferty Road. Stone walls and trees are not allowed by right to be moved on scenic roads, and serious fines are imposed upon scofflaws who do not abide by the rules. The measure will be presented to Town Meeting voters next month and will need a 2/3 majority to pass, as do all zoning measures. Legacy Farms presented some traffic mitigation measures that it is proposing for roadways in and surrounding its project, as well as the Downtown area. Robert Nagi of the engineering firm VHB, speaking on behalf of Legacy Farms, presented traffic impacts of as much as an additional 500 vehicles per hour during rush hour on both East Main and West Main Streets at full build out of the project, expected to be in ten years. Mr. Nagi pointed out a main road to be developed through the southern section of the project, which he said would be expected to draw traffic away from Clinton Street, as well as its intersection with East Main Street. Another main feature of the project is a spine road from East Main Street to Rafferty Road, which would divert traffic ordinarily headed for the downtown turn at Cedar Street, lessening traffic at that intersection. Although they presented a phased traffic plan for the area of Frankland Road, the most ambitious change was to the Downtown intersection of Route 85 and Route 135.
The long term plans call for widening of the roadways, the addition of a
lane, and the addition of a merge lane. The short term plan, according
to Boulder Capital President Roy MacDowell, is the installation of a
"smart" traffic system that would increase the volume of the
intersection by about 20%. He said that the Negotiating Team would like
to see that system enabled as soon as the OSMUD is passed at Town
Meeting. Joe Strazzulla had his proposed 83 Main Street building passed by a majority of the Planning Board despite a letter from Deputy Chief Ken Clark expressing serious concerns about safety on the lot and in the building in the case of a fire. He also expressed concerns about the lack of a sprinkler system and the lack of a second exit. "I am faced with three [Planning Board] members saying the Fire Department wishes the [building] code to be different," said Mr. Strazzulla. "This cannot justify the cost of a sprinkler system. "This is not a [building code] violation," he said. The Planning Board agreed and voted to approve Mr. Strazzulla's building. |

- Eleanor M.
McBride, 80, died at home Sunday,
April 6, 2008 after battling cancer. Married 59 years to Hopkinton
native Richard M. McBride, she was soothed by family and friends at
bedside. Born in Framingham, she was the daughter of the late John and
Alice Marion (Flynn) MacDonald and predeceased by four brothers, John,

2008 — Ann-Michele Dragsbaek will be running the Boston Marathon, all
26.2 miles, with a number given for charity for the HAA. The number cost
$2,250, the entire amount going to the Hopkinton Athletic Association
for their charitable purposes. Although Ann-Michele has gotten pledges
for some of the money, she and her "Angels" would like to offer the
entire proceeds from haircuts ($15) and mini-manicures ($8) toward the

Woods and captured these Big Night Migration photos. Salamanders and
other amphibians leave their seasonal shelters and head to the
vernal pools of their birth to mate. Vernal pools are protected by
Massachusetts law as a unique resource. The young of the amphibians
are protected from predators in vernal pools because fish and other
predators do not live in those isolated waters. |

School Committee Meeting
EMC Corporation to Donate Hundreds of Laptops to Hopkinton Schools
April 4, 2008 — Mrs. Kathy Dooley, Director of Technology for Hopkinton Public Schools, announced at Thursday’s School Committee meeting that EMC Corporation, the information storage giant and one of the region’s largest employers, intends to make a generous and continuing donation to the town’s educational resources in the days to come.
EMC, having recently moved from a computer leasing program to one of procurement, will be giving Hopkinton’s students the corporation’s “gently used laptops,” said Mrs. Dooley. Working with Ms. Vicki Brisante, the new Community Development Manager for EMC, Mrs. Dooley has arranged for the school system to receive 76 Dell D600 laptops initially, and over 100 laptops annually.
“The corporation uses its laptops for three years, that’s their life cycle, then they donate them to schools,” Mrs. Dooley said. “These are fairly high end, Pentium-M, 512 megs of memory. They’ve asked us to receive them in two different deliveries, because each delivery is one giant skid, and that would make it easier for them.”
Indicating that she was in active, ongoing discussions with EMC’s Community Development Manager concerning this gift and other possible partnership scenarios, Mrs. Dooley said “we also talked about what we could expect in the future. They said that as long as they have this procurement process in place, we could expect a minimum of 100 laptops a year.”
Primarily to be used for teachers’ stations, the used computers will replace those older models now being utilized by the school system. The first delivery of computers is earmarked for the elementary school. The school’s current computers will likely be rotated out through a disposal company that specializes in technological waste, and it was suggested that perhaps they could be used by other organizations in town, such as the public library or the senior center.
“This is a great example of us trying to compensate,” remarked Dr. John Phelan, Superintendent of Schools, thanking Mrs. Dooley for all of her hard work. “We were asked to create cost efficiencies. This will help to compensate for the lack of funding that we will experience in the next budget. I’d like to think that we’re continuing to be creative.”
