Police Chief Warns Downtown Residents of Thefts From Vehicles Seeks public's assistance
February 6, 2008 — Chief of Police Thomas Irvin (File photo) made use of the Connect-CTY service, which allows authorized public individuals to send urgent telephone messages to thousands of phone numbers in a matter of minutes. In addition, the system can target geographic areas, right down to the street. In this case, the message was for the residents of Downtown Hopkinton area. Chief Irvin said that unlocked vehicles on Pleasant, Meserve, Nebraska and Mayhew Streets were entered and items were stolen late Monday evening and early Tuesday morning. "Please lock cars and remove valuables," Chief Irvin said. "Report anything suspicious. "And please contact us if you know anything about these crimes." February 6, 2008 — President of the Hopkinton Athletic Association, Timothy Kilduff (File photo), has proposed in a letter to Chairwoman of the Board of Selectmen, Muriel Kramer, that the Town, during its negotiations with Boulder Capital over its 700 + acre Legacy Farms development, asks Boulder to donate a property and building at 83 East Main Street (Red arrow on map) for a Marathon Museum. Mrs. Kramer said it could be a great idea. "It is an interesting idea for Hopkinton, the Metrowest area, and for Boulder as a centerpiece attraction to its Village Center; it will be for everyone's benefit if this works out," Mrs. Kramer said. Boulder Capital President Roy MacDowell said that the concept is intriguing. "There's plenty of land for parking," said Mr. MacDowell. Mr. MacDowell said that the road between the house and the Garden Center (See map) will be relocated. That would leave an unbroken land area from the proposed museum to the statue of Stylianos Kyriakides, the Greek marathoner who won the 1946 Boston Marathon that sits on current Garden Center property. Mr. MacDowell said, "We don't arbitrarily want to give it away, but if the community thinks it's a good idea, then we'd be willing to talk." Mr. MacDowell suggested that there could be a fundraiser to raise capital and expand it the building. Mr. Kilduff pitched the nearby trails and the former start of the Boston Marathon, which could be measured in yards away. "The trails could all be linked together and really define what this town is about. "Perhaps we can have collaborative programs with other institutions like Framingham State. I see this as a Community Center," Mr. Kilduff said. "It's up to the negotiating team to see if it's something they want to consider," Mr. MacDowell said. said, referring to the ongoing Community Development Agreement being hammered out between Boulder and the town's team of Town Planner Elaine Lazarus, Town Manager Tony Troiano, and Town Counsel Ray Miyares. "It has to come from them," Mr. MacDowell said. "We will be talking about it on Tuesday [Regular Selectmen's meeting], but it will be a decision by the town, by the negotiating team. "It is an interesting and intriguing idea if it can come to fruition," Mrs. Kramer said. |

February 6, 2008 — The Hopkinton High School Art Department is very pleased to announce that our students were recognized with eleven awards in the 2008 Boston Globe Scholastic Art Awards. Their artwork was selected from a field of over 3500 entries from across the state. The Scholastic Art Awards, established in 1923, encompass the most competitive visual arts recognition programs on both the state and national level. Poll Tampering

I noted on this page the spike for Romney, something that happened for the second time in a poll. On the Discussion Page, detractors and antagonists rebuked my observation and pointed fingers elsewhere.
What I didn't think to analyze this time was the spike for Obama, likely by the same person, given that the poll was about 90 votes higher than average for the same time span.
The percentages of the total vote from last night's election are superimposed in blue, lending credibility to a suggestion that Obama and Romney should have been much lower in the HopNews poll. It is more than likely that one mischief maker is doing all of the damage.

Sixth Grade Class Raises $834 for Project Bread
February 5, 2008 — MaryKate Cavanaugh and Paige Guarino stood behind their table at Colella's while they were selling decorated wooden spoons to raise money for Project Bread. With the help of many volunteers, spoons were sold at Colella's Supermarket, Hopkinton Drug, during the Holiday Stroll, and at the 6th & 7th grade concerts. This has been done for many years in the past and this year the class raised $834. Project Bread, which is a non-profit organization headquartered in East Boston, assists about 400 food pantries in the state, including the one in Hopkinton. Contributed content. |

Neighbors Fight Hayward Street "Creep" and Win Boulder Article Placement Approved
February 5, 2008 — The Lake Maspenock Preservation Association brought some of their officers and a few members to the Planning Board meeting on Monday night to protest zoning "creep." William Tetlow, property owner of record, and self-described co-owner Ken Weber, applied to change the zoning from Residence Lakefront to Rural Business in order to build a 19,500 square foot two-story commercial building adjacent to the South Street property where Maria's Caffe Italiano has moved, the former O'Toole's. They asked the Planning Board to support a zoning article at Town Meeting. Mr. Oram spoke against the proposal, replying to a question by 2nd Vice-Chair RJ Dourney about compromise by saying the neighborhood did not want it there under any conditions. Former Planning Board member, Downey Street resident Jaime Goncalves said that the development did not comply with the town's Master Plan. "I am not in favor of the development," he said. Some spoke of the surrounding properties being residential and the desire to keep it that way. Auciello Drive resident Michael Cavedon said, "When you come around the corner, you're in your neighborhood." The Planning Board's vote not to put it on the Town Meeting Warrant as an Article was met with a roomful of applause.
Legacy Farms Gets the Nod Boulder Capital got the blessing of the Planning Board Monday night to put their Legacy Farms OSMUD on the Town Meeting Warrant. Voting to do so sets a "placeholder" on the Warrant, but without final language. The Town is working in concert with the developer to designate zoning changes and restrictions, which will make up the body of the Article. The OSMUD is a series of zoning bylaw changes and restrictions that make up a zoning overlay that the Town Meeting will yeah or nay. It must get 2/3 of the vote in the positive to pass. The Board and the public watched and listened to a presentation by Boulder Project Manager Steven Zieff. The Board allowed the public to ask questions afterward regarding the 940-residential unit, 450,000 square foot commercial project. Abutter Chris Barry asked when the Planning Board would address specific issues. The Planning Board will hold a Public Hearing, Chairman Mark Abate said, on February 25 at 8:30 p.m. at the Hopkinton Senior Center. Following that hearing will be a hearing at 9:15 p.m. on a Clinton Street subdivision plan proposed by Boulder Capital and Mezitt Agricultural. Eva Beade voiced concerns about taking so much water out of one aquifer. Boulder plans to develop the Town's Alprilla Farm well and use 170,000 gpd for their development. Boulder Capital President Roy MacDowell, Jr. replied that because Weston Nurseries had been drawing a million gallons per day, the Legacy Farms needs would amount to an actually drop in use. Mrs. Beade said she did not favor asphalt surfaces. Mr. MacDowell repeated Mr. Zieff's earlier comment about about grassy roadside swales to help put the water back into the ground, and to investigate the Planning Board's feelings on gravel roads. "We met on January 6 as a neighborhood," said neighbor Mavis O'Leary. "When and how do our concerns get met?" she asked. "I felt there should be some mitigation for the impact," she said "We are still in the process of meeting with neighborhoods," said Mr. MacDowell. Neighbor Jane Moran caused a stir when she said, "There are wetlands being filled in now [on Boulder property]." "By whom?" demanded Mr. MacDowell. Mrs. Moran refused to answer. "We have had that property flagged one year ago with 3,000 flags. We spent three months with ConCom. Our plans are approved by ConCom. We [buildings] are 90-95% outside of the buffer zone," Mr. MacDowell said. Board of Appeals Chairman Thomas Garabedian stepped up to ask why the process was not labeled Master Plan Site Review instead of Master Plan Special Permit. Marilyn Sticklor, Attorney for Boulder said, "It is looking for assurances up front that the project can go forward with infrastructure." Mr. Garabedian said, "in 210-172d 'the Master Plan Special Permit shall be granted...'. There is no such thing as a mandatory Special permit," he said. "Language in the OSMUD says insignificant changes need no hearing. The Zoning Enforcement Officer should be making that determination. To argue with the planning Board doesn't make good public policy," Mr. Garabedian said. Boulder will meet with the Planning Board next Monday, February 11, in the Selectmen's Hearing Room to discuss the Master Plan and OSMUD Design Guidelines. |

We've seen other results like today's, that gave Mitt Romney not only a substantial lead, but nearly a third higher than the next best vote getter, indicating the possibility of tampering. In addition, the poll on the right, Mitt Romney has taken a jump when he not doing as well in other polls.

OSMUD To Be Hot Topic at Planning Board Meeting Board of Appeals not considered as Special Permitting Authority
by Robert Falcione February 4, 2008 — The Planning Board will meet this evening to discuss the OSMUD (Open Space Mixed Use Development) planned for the 700+ acre Boulder Capital property in East Hopkinton called Legacy Farms. (See the entire document here). The OSMUD consists of a zoning overlay with zoning laws specific to the property in question only, and not the rest of the town. The plan is to be studied on behalf of the Town by Sasaki Associates, which developed a Master Plan for East Hopkinton that features so-called Smart Growth aspects of planning; a more dense and closely situated community that some say is the answer to suburban sprawl, but with substantial open space added. The map to the right, enhanced by HopNews, shows Route 135 in red separating the southern parcel from the northern parcel. The map to the right delineates four Subdistricts. The Commercial Subdistrict is expected to be no more than 450,000 ft² with the Village Center Subdistrict comprising no more than 150,000 ft² of retail. A reinvigorated Weston Nurseries Garden Center is expected to relocate in the Village Center, and will retain the use of an additional 70 acres for growing. The Residential Subdistrict is the grey area, which seeks to include 500 acres of open space. A total of 940 units — apartments, condos and single family (50) homes — are planned for the project. At the top near the red arrow is Rafferty Road, which connects Wilson Street to Cedar Street (Route 85), and is the location for an apparent majority of the Commercial uses. At the bottom of the map is Clinton Street, near the intersection with Front Street. Near the 135/Clinton Street intersection is another location for Commercial uses. The entire OSMUD zoning overlay, if passed at Town Meeting, would go into effect upon the beginning of construction, or notification of the same. Developer Boulder Capital is planning about 8 pods, or development areas, and expects the project to be $3 million in positive tax revenue for the town when it is completed. The Planning Board has scheduled this evening's 7:30 p.m. meeting for the High School Auditorium, and says they encourage input and attendance from the public. The Board of Appeals has already weighed in with a letter* to the Selectmen raising many questions about the process, implying objections. "There appears to be serious regulatory issues associated with the proposed OSMUD, especially with the concept of a Master Special Permit issued by the Planning Board to authorize unknown future uses," the Board of Appeals writes. The Board of Appeals has been the usual Special Permit Granting Authority in Hopkinton until now — if the OSMUD passes as written the Planning Board will take over that role. The letter has been forwarded to Town Counsel. In a recent telephone interview, Planning Board member and ZAC (Zoning Advisory Committee) Chairman Ken Weismantel said the process is to "Implement the OSMUD through a Special Permit to be applied for by Legacy Farms after the OSMUD gets approved at Town Meeting. And then they would apply for the individual Special Permits from the Planning Board," he said. When asked if the Planning Board ever gives out any Special Permits, Mr. Weismantel said, "Most Special Permits are given out by the Board of Appeals." "Legacy Farms is a planned community, which has one project manager, and at the end of the day there has to be a meeting of the minds," he said. "The Planning Board is looking at the entire community, so why give part of it off to another entity," he said. In an email today, Board of Appeals Chairman Thomas Garabedian made it clear that he has no issue with the Planning Board serving as the OSMUD special permitting authority. * Revised and final letter now posted. |

It brought some people out of their homes with cameras, and caused at least one resident to phone the Hopkinton Police to complain about the proximity to the ground. |

Increased Patrols Part of Year-Round Effort to Combat Drunk Driving
The Massachusetts State Police and local police will conduct dedicated patrols to combat drunk driving during this Super Bowl Weekend.
“The additional patrols planned for this weekend show our ongoing commitment to protect the public from those who make the serious mistake of operating a vehicle under the influence of alcohol or other drugs,” stated Massachusetts State Police Colonel Mark Delaney. “Sports fans need to support their teams in a responsible manner and that means doing an end-run around drunk driving.”

average there are 300 people arrested for impaired driving each week
