Pursuit of Vehicle Begins in Boston, Ends in Framingham

 

June 28, 2010 — The pursuit began in Boston after a state trooper observed a suspect in a motor vehicle allegedly strike two pedestrians near Tremont Street. The trooper attempted to stop the vehicle, but the driver sped away from the trooper and eventually entered the Turnpike heading west, prompting the pursuit.

 

The suspect repeatedly refused to stop for pursuing cruisers. When several cruisers attempted to box him in on the Pike in the Framingham area, he rammed several cruisers as he continued to elude the troopers. The suspect exited his vehicle and was taken into custody. Preliminary information is that one trooper was transported to a nearby hospital. The nature of the trooper’s injuries are not known at this point. All lanes of the Turnpike westbound were re-opened at 12:55 p.m.

UPDATE:

Defendant ALEJANDRO E. SERRA, 29, of Framingham, in State Police custody and expected to be arraigned tomorrow in Boston Municipal Court. SERRA faces the following charges:

 

-          assault and battery with a dangerous weapon (motor vehicle) (multiple counts)

-          assault with a dangerous weapon (motor vehicle) (multiple counts)

-          reckless operation of a motor vehicle

-          threats to commit a crime

-          operating after suspension

-          marked lanes violation

-          resisting arrest

-          disorderly conduct

-          failure to stop for police

-          crosswalk violation

 

The incident began at 11:45 a.m. at the intersection of Columbus Avenue and Wellington Street in Boston, where a man was walking with his young grandson. The man asked defendant SERRA, who was in his car, to turn down loud music and stop using profanity. SERRA allegedly made a threatening statement to the man and drove off suddenly, nearly striking the man and his grandson. The man flagged down a trooper from the H-4 Barracks, who was on patrol, to report what had happened.

 

The trooper spotted a gray Mazda 3 that matched the description of the suspect vehicle a short distance away on Wellington Street. The trooper activated his cruiser’s blue lights, pulled alongside the Mazda, driven by SERRA. The trooper got out of his cruiser, and began walking up to the Mazda’s window. When the trooper approached, SERRA sped away toward Tremont Street.

 

The trooper followed with lights activated and again tried to stop SERRA’s motor vehicle at the intersection of Tremont and Marginal Road. Again, SERRA, fled. SERRA proceeded onto the Massachusetts Turnpike, westbound. State Police pursued. In accordance with the State Police pursuit policy, the pursuit was continually monitored by a commanding officer. Among the factors that were continually monitored were the path of the pursuit, the volume of traffic, speeds and road conditions, and any potential threat to the public. As a result of that continual monitoring, the pursuit was allowed to proceed. When the pursuit reached Framingham, several State Police cruisers from Troops H and E attempted to box-in the suspect vehicle. The suspect vehicle forced his way through them in an attempt to continue to elude troopers. He eventually spun out and tried to run from his vehicle. He was subdued outside his vehicle and taken into custody. No weapons, lethal or less-than-lethal, were used in subduing the suspect. SERRA was advised of his rights and booked and will be held overnight pending arraignment tomorrow.

 

Per State Police policy, the pursuit will be formally reviewed by a pursuit review committee – standard protocol for any pursuit involving state troopers.

 

The Mazda is owned by a different Framingham man. Information suggests that SERRA was authorized to use the vehicle.

 

A state trooper suffered minor injuries while assisting in subduing SERRA and was transported to an area hospital for treatment.

 

Portions of the westbound side of the Turnpike were closed for a short period to facilitate investigation and cleanup of the crash.
