Incident Log Sunday, February 7, 2016 3:30 pm A caller reported a road rage incident that took place on West Main Street. 1:15 pm A caller reported that they had a video of logging trucks and heavy equipment being operated on Fruit Street in violation of the town by-law. 10:16 pm A resident of Lakeshore Drive reported witnessing a vehicle, with a few young males inside, pull up and dump a large amount of trash in the parking lot. 1:35 am Between the hours of 1:35am and 2:02am Officer John Moran issued five parking citations, one each on Meserve Street, B Street, Main Street, Hayden Rowe Street and Mayhew Street.
Saturday, February 6, 2016 9:37 am A caller reported an IRS scam and was advised on how to protect themselves.
Friday, February 5, 2016 7:03 pm A caller reported that a plow truck drove by at around 60 mph on East Main Street. 12:30 pm A caller reported a two car motor vehicle accident with personal injury on Lumber Street. Dr. Carol Cavanaugh:
Dr. Cavanaugh holds a Ph.D. in Middle and High School Literacy
Strategies from Lesley University, as well as a Master of Arts in
Teaching from Boston University. Her undergraduate degree was
in English, and was also awarded from Boston University. She is currently the Director of
Curriculum, Instruction and Assessment at the Uxbridge Public
Schools, and an Adjunct Professor at Worcester State and Lesley
Universities. She is a founding partner in Brunell and
Cavanaugh Consulting, an education consulting business
(1999-present). She has previously served as English
Teacher/Department Chair and Assistant Principal (2005-2015) for the
Westborough Public Schools, and began her career in education as an
English teacher and Department Chair in the Auburn Public Schools
(1994-2005). An integral part of the process involves
parent, staff, and community input. The Superintendent, Dr.
Cathy MacLeod, invites interested parents, staff, and community
members to a public forum to meet Dr. Cavanaugh, and ask any

Governor Baker Announces State
Office Closures in Nine Counties for Non-Emergency State Employees
BOSTON – Tonight, Governor
Charlie Baker announced that state offices in Barnstable,
Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, Plymouth and
Suffolk counties will be closed tomorrow. Non-emergency, executive
branch employees working or living in these counties will not report
to work tomorrow. The administration is urging everyone to stay off
of roadways if possible to allow crews to clear the roads as many
parts of the state will experience blizzard conditions throughout
the day.
“This storm will create hazardous driving conditions as many parts
of the state, particularly the South Shore, Cape and Islands, will
experience blizzard conditions for most of the day and we urge all
residents to refrain from travel unless absolutely necessary,” said
Governor Baker. “State offices will be closed to
reduce traffic volume and allow our road crews to clear roads and
sidewalks. We encourage employers to consider allowing employees to
work from home if possible and ask folks to help clear the driveways
and sidewalks in their communities and assist neighbors in need. The
MBTA plans to run a regular schedule, but commuters are encouraged
to check MBTA.com/winter for scheduling updates.”
The Baker Administration remains in
close contact with the Massachusetts Emergency Management Agency,
MassDOT and State Police to monitor the forecast and will work to
alert the public with important updates or notifications. The MBTA
Storm Desk will continue to monitor rail service throughout the
storm and provide updates to commuters at MBTA.com/winter
.
State Office Closures: State
offices will be closed in Barnstable, Bristol, Dukes, Essex,

Phyllis Ann Phillips Leonard , beloved wife, mother, sister, and grandmother passed away Thursday, January 28, 2016 surrounded by her family. She was 83. Phyllis was born on February 3, 1932 near Gatewood, Missouri to Anne (nee Everett) and Irvin Phillips. She attended the Doniphan public schools and was active in sports, winning the athletic award for her class. She was an excellent student and also played the French horn. Phyllis was a lifelong educator with a B.A. from the University of Missouri and an M.A. from Columbia University in New York. She had also completed the coursework for her PhD and had received a number of other certifications in various fields related to education.

Flora Arthur Busconi, age 90
HOPKINTON:
Flora Arthur Busconi, age 90, a kind and graceful
lady, died peacefully on Thursday afternoon, February 4, 2016, at
Timothy Daniels House in Holliston.
Born, raised, and educated in Natick, she was a
daughter of the late Sotir and Nora (Ndini) Arthur. She married
shortly after her high school graduation and settled in Hopkinton.
Flora oversaw Patten’s Plumbing and Heating for many years, and
later worked with Photographic Images in Hopkinton. Always ready to
lend a hand, she enjoyed volunteer work with the Salvation Army, and
several years each with the Framingham Public Library and the
Danforth Museum. She loved being with her large extended family. As
she put it, “I have lots of nieces and nephews.” |

Officer Arthur Schofield responded and advised that it belonged to a Center School student. 3:43 pm A caller reported suspicious activity between a male and female on Lakeshore Drive. Officer John Corridan checked the area with a negative find. 2:51 pm Officer Stephen Buckley assisted an individual with retrieving property on Woodview Way. 9:58 am Sgt. Scott vanRaalten advised that a trash truck was leaking a lot of hydraulic fuel on Crispwater Way.
Monday, February 1, 2016 9:07 pm A resident of Chestnut Street reported that his wife heard what sounded like a woman screaming in the woods. Two officers checked the area and advised that it could have been a fisher cat. 6:41 pm A walk-in reported that a couple was walking on Cedar Street causing a hazard. Two officers responded and spoke with both parties. 4:17 pm Officer Arthur Schofield stopped a motor vehicle on Grove Street and subsequently arrested a 31 year-old male from Marlborough and charged him with Operating a Motor Vehicle With License Revoked as HTO. 11:49 am An employee of a Frankland Road business reported that people were on their pond ice fishing and drinking and wished to have them removed. Officer Arthur Schofield checked the area but was unable to locate anyone. 3:17 am A Rocky Woods Road resident reported that her daughter was receiving disturbing phone calls all evening. 1:37 am Officer John Moran issued a parking ticket on Walcott Street. |

Selectmen 5, Beavers 0![]() February 3, 2016 — After hearing from a loosely knit association of Huckleberry Road neighbors, Conservation Administrator Don MacAdams, Board of Health Director Ed Wirtanen and beaver specialist Malcolm Speicher, the Board of Selectmen voted unanimously to fund the eradication of nuisance beavers which are causing flooding in the Huckleberry Road neighborhood from the construction of beaver dams on Whitehall Brook. The flooding is a concern not only because of the potential of damage to homeowners' properties, but because their wells could become contaminated; beavers defecate in the water in which they live, raising levels of bacteria. Unlike the invasive weeds in Lake Maspenock, the beavers had no advocates for a humane solution to their capture. The selectmen voted for the lowest cost method for their eradication, which was described as a kill trap, as opposed to a live capture trap, which cost twice as much money to implement. Even those captured with a live trap are euthanized, said Mr. Speicher. Beavers are never relocated, they are always killed. The cost for the trapping and dam reduction is $5,500. The "live" trapping would have cost $11,000. In other news from Tuesday's meeting, the selectmen voted in executive session to agree to a contract with Town Manager Norman Khumalo until 2019. |

Joanne Duffy, 85, of Hopkinton, passed away Monday, February 1, 2016. Born in Braintree, she was the daughter of the late Anne (Belmore) and George MacDonald. She was the wife of the late John Joseph Duffy.Joanne enjoyed gardening and spending time with her grandchildren. She is survived by her three children, Peter Duffy of Virginia, Alan Duffy of Florida, and Jacqueline Duffy of Woodville. Scott vanRaalten arrested a 19 year-old female from Waltham on Wilson Street for a warrant. 12:53 pm Officer William Burchard spoke with an individual on Downey Street regarding vandalism to a truck. 10:19 am An individual reported finding a gold key on Main Street. 9:56 am A walk-in spoke with Officer William Burchard regarding a suspicious email he received. 9:13 am Officer Matthew McNeil arrested a 52 year-old male from Hopkinton on Woodview Way for a warrant. 2:41 am A 911 caller from Wilson Street reported seeing a suspicious vehicle parked with the driver appearing to be intoxicated. Three officers responded and subsequently arrested a 33 year-old male from Waltham and charged him with OUI Liquor. 12:34 am The operator of a motor vehicle complained about an officer following them.
Friday, January 29, 2016 7:18 pm Officer Peter Booth issued two parking citations on Hayden Rowe Street. 6:13 pm A caller reported seeing a bright orange light in the the area of Downey Street. Officer Peter Booth responded but did not see any lights. 4:04 pm Bus dispatch reported that kids were skating on a pond on West Main Street and were worried that the ice was unsafe. Officer Panagiotis Hontzeas responded to speak with the kids. 3:21 pm A walk-in reported losing a clarinet. 12:08 pm The DPW was notified of trash bags on Lumber Street that have broken open and now trash was in the roadway. 8:47 am A caller complained about a vehicle that was parked in a bad spot on Ash Street. Officer Thomas Griffin responded and advised that the vehicle was moved. 8:36 am Detective David Shane spoke with a caller from Woodview Way regarding credit card fraud. 7:23 am A 911 caller reported that an aggressive driver was tailgating and passing vehicles in a no passing zone on Front Street. Officer William Burchard checked the area with a negative find. |

Beaver Specialist Malcolm Speicher is expected to visit the
Selectmen on Tuesday for a show and tell of two types of beaver
traps, live and kill.
Neighbors of the Huckleberry Road area invited Mr. Speicher to visit and assess the beaver infestation in their neighborhood, an issue that is causing some property damage from the 40 or so active beavers. The wetlands on the town's newly acquired Pratt property need to be defined, but the beavers with their temporary boundaries are thwarting those efforts.. Mr. Speicher said he found seven active beaver dams and seven active beaver huts. His cost to remove the 40+ beavers is $4,000 with the kill traps, or $9,500 with the live traps. (File photo) |

January 30, 2016 — On Friday January 29, Governor Charlie Baker attended a Meet and Greet event that was held in the home of Selectman Brian Herr and his wife Mary Murphy. More than 125 people attended the event to support the re-election of Ed McGrath and Janet Leombruno for Republican State Committee.
Governor Baker spoke about the importance of having a Republican organization that was moving together in the same direction to accomplish great things for the Commonwealth. Both McGrath and Leombruno have worked hard to set the priorities of the state party, recruit and support candidates, and provide the tools needed help candidates win elections. Governor Baker fully endorsed the McGrath- Leombruno Team for re-election on the March 1 Republican Presidential Party Ballot.
Governor Baker has outstanding favorability ratings for the improvements to functioning of state government and his commitment to all the cities and towns in the Commonwealth.
Hopkinton residents, led by Republican Town Committee Chairman Ken Weismantel, were members of the host committee that included Brian Herr, John Coutinho, John Ferrari, Eric Sonnett, Ron Clark, Len Holden, Vascen J. Incident Log Thursday, January 28, 2016 9:30 pm A 911 caller from Knoll Road reported that an individual walked up to his house window then peaked inside about fifteen minutes ago. Two officers spoke with the homeowner and neighbors and determined there was no threat. 8:17 pm A 911 caller reported that an erratic operator was heading towards the center of town on West Main Street. Officer Peter Booth checked the area but could not locate the vehicle. 4:41 pm A motorist reported that an erratic operator was heading towards Hopkinton on East Main Street. Officer Panagiotis Hontzeas checked the area with a negative find. 4:24 pm An elderly female from Oakhurst Road spoke with Officer Peter Booth regarding a harassing phone call. 1:47 pm Two officers completed a crime prevention act on Davis Road.
Wednesday, January 27, 2016 5:07 pm Security on South Street reported that one of their guards was involved in a road rage incident and wanted to speak with an officer. Tuesday, January 26, 2016 3:55 pm A resident of Hayden Rowe Street reported an on-going issue with receiving mail and phone calls for an individual that did not live with him nor ever has. Officer Arthur Schofield spoke with the resident and advised him to contact the post office. 9:12 am A caller reported that a gray truck was parked on Canterbury Lane with two men inside of it. Two officers checked the area and spoke with them. 1:10 am Officer John Moran issued two parking citations on Meserve Street. |

Coordinated Program Review of Hopkinton Public Schools by DOE
Dr. Cathy MacLeod, Superintendent of the
Hopkinton Public Schools was informed by the Department of
Elementary and Secondary Education of an upcoming Coordinated
Program Review that will be taking place this school year. As part
of this Coordinated Program Review, Department staff will visit the
district during the week of March 14, 2016 – March 18, 2016. Such
visits are routinely conducted by the Department to satisfy federal
and state requirements for the periodic review of specific education
programs and services in schools throughout the Commonwealth. The
Department is reviewing several programs during a single visit in
order to use Department and school staff’s time most efficiently and
to encourage strong connections among the programs.

Two Arrested by Troopers after Fleeing and
Illegally Possessing Firearm
BRIDGEWATER (January 28, 2016) Yesterday
afternoon at approximately 3:30 p.m., Trooper Jason Trout of the
Troop D Community Action Team (D-CAT), was on patrol on Route 24 in
the town of West Bridgewater. Trooper Trout observed a Chrysler
Sebring commit a motor vehicle violation. Trooper Trout stopped the
vehicle as it exited Route 24 onto Route 123. |
